00:00 The National Economic and Development Authority has approved the privatization of the operation at Ninoy Aquino International Airport.
00:07 Under Secretary Arsenio Balisacan, it can now address the shortage of passenger terminal capacity and the limited movement of airplanes.
00:17 The approved fund for the project is more than P170 billion under the Private-Public Partnership.
00:24 Bidding will start in September. The government's target is to increase the capacity of the airport to 62 million passengers per year from the current 35 million.
00:35 The aircraft movement will also be from 40 planes per hour to 48 planes per hour.
00:42 Through the project, it is hoped that the power outages and other shortages in the airport will be avoided.
00:52 The National Economic and Development Authority has approved the privatization of the operation at Ninoy Aquino International Airport.
00:58 What does the passengers say?
01:00 We have on the spot, Joseph Morong.
01:03 Joseph?
01:05 Yes, Connie. We are here at Terminal 3, particularly at the arrival area.
01:12 Many of our countrymen are waiting for their families and friends who will be returning to the Philippines.
01:21 We say that the airport is the first place that anyone can see when they arrive in a country.
01:29 But in the past few months, we have heard that it is brownout, the terminal is hot, the line is long.
01:36 But it can be solved because the National Economic and Development Authority has approved the privatization of Ninoy Aquino International Airport for P170 billion.
01:50 This is the proposal of the DOTR and Manila International Airport.
01:54 The airport wants to add more signs here at Terminal 3.
02:00 For example, at the arrival area, we can only see two signs here.
02:05 The window or the device where you can see when their flights arrive.
02:12 According to the MIA, they want to miss the airport's modernization.
02:19 According to the DOTR, the earliest they can open for bidding is the privatization of the IA.
02:27 These are the four terminals, 1 to 4, in September.
02:30 And the privatization may start in the first half of 2024.
02:36 But it is only an operation.
02:37 The assets of the airport will remain in the government.
02:42 We asked our countrymen if they want the airports to be privatized.
02:48 And what they want to see here.
02:50 I'm here to ask for help.
02:52 A faster process.
02:59 But although our experience now after three years, it was good.
03:05 Better now.
03:05 Yeah.
03:06 I don't like it for me.
03:08 Because the government is good.
03:12 Because if it's private, of course, a lot can change.
03:18 It can be expensive.
03:20 Connie, we've talked about the DOTR in some of our stories before.
03:29 That the terminal fee, P550, if it's privatized,
03:33 it won't be far from the private airports like Cebu and Clark,
03:40 that are less than P1,000.
03:42 Now, there's a consortium, the Manila International Airport Consortium,
03:47 the MIAC, that offered to the government
03:49 that they will privatize for P270+ billion for 25 years.
03:54 But they said they will just solo that offer.
03:59 And all those who are interested in becoming a company or corporation
04:05 that will privatize the NIA, they need to go through the bidding.
04:10 The MIAC said they understood the decision of the NEDA.
04:13 And what they're saying is that the best benefit for the country
04:17 should come from competent parties that can provide modern services to the NIA
04:25 in the shortest possible time.
04:27 Connie?
04:27 Thank you very much, Joseph Morong.
