00:26What will Comelec do in response to the CUC's interference in Maguindanao del Sur?

00:33Of course, for the part of Comelec, although we don't expect that to happen, and that's the only thing that's happening,

00:39this past filing, our 8-day filing of Certificates of Candidacy, of course, we will not allow that no case will be filed.

00:47As everyone remembers, they may not be candidates yet, and they are only candidates in March 28 in the local position.

00:53There are criminal cases that Comelec may file regarding the filing of the Certificates of Candidacy.

00:59This means that there are actions that we can file for the case.

01:04Number two, of course, for the Philippine National Police, where we will have elections, we need to make a list of areas of concern or red categories.

01:39What is the result of your investigation on the theft of two men in the Certificate of Candidacy of a mayoral aspirant in Negros Occidental?

01:47You know, Sir Rafi, it's sad and funny. It's like it's our first time in the history of an election that has COC snatching.

01:55Even if those two men were snatched, they did not realize that there is another copy of the Certificates of Candidacy.

02:03And therefore, it was still filed. The filing of COC is still going on. It's funny, but it's sad why it needs to go to that point.

02:11But they can file a petition to disqualify or cancel the candidacy of the same candidate.

02:17But does the COC still need to be snatched? Until now, the PNP is still in a hot pursuit operation.

02:24We know who are the ones who are snatching the Certificates of Candidacy.

02:28It's good that it was captured in the video. On another issue, how long will it take for you to file for COC snatching?

02:35Now, what's ongoing here in our main office is the submission of our local comelecs of the Certificates of Candidacy that they received in the whole Philippines.

02:44They are submitting hard copies and soft copies.

02:47Now, everyone who goes here to the comelec is from Luzon.

02:52This is a three-day process. We plan to clean up the candidates. It will take two to three weeks.

02:58Sir Rafi, we will find out who are the Luzon candidates, who are the candidates with perpetual disqualification to hold public office that was granted by the Ombudsman's office,

03:07and who are the ones with cancellation of the candidacy that will be filed by our fellow countrymen.

03:12You can expect that in the next three weeks. That is our plan.

03:16How about the aspirants who are still facing cases and are not yet convicted?

03:20If they are not convicted, according to our Omnibus Election Code, Section 68, there should be a final conviction, final judgment of conviction.

03:30If they are still facing cases or convicted by a low court, but they are appealing, especially criminal cases, Sir Rafi, the candidate will be able to run,

03:39except if there is a final conviction.

03:41Meanwhile, if the case is administrative, and the Ombudsman's office is the one who is responsible for the punishment,

03:49it will be automatically executed, according to the law, even if they are still appealing, except if they can get a temporary restraining order.

03:58How about the validation of the Certificate of Nomination and Acceptance, especially those who have a party with factions?

04:05Can an aspirant run independently? This is a different opinion.

04:10Can that be done?

04:12Sir Rafi, those who have two or three parties are limited.

04:15Those are the problems of the party list.

04:18What will happen is, if they haven't resolved or we haven't resolved the issue,

04:22who is the real and has the right in the party,

04:25the name of the party or party list or organization will be included in the ballot.

04:29Later, it will be resolved who should be proclaimed or the legitimate nominees of the party.
