00:13 We discussed the situation in Ukraine.
00:16 I shared with the foreign minister our deep concern at the prevailing situation and offered
00:21 our condolences on the loss of precious lives and immense human suffering.
00:26 In the gesture of solidarity with the people of Ukraine, and despite our own economic challenges,
00:33 we have sent humanitarian assistance.
00:37 We believe that prolonged conflict brings immense hardship and sufferings to civilian
00:43 populations.
00:44 We hope, therefore, that peace will prevail so that the people of Ukraine and Russia can
00:49 enjoy peace dividends.
00:52 In our meeting, I emphasized the importance of peaceful resolution of disputes and conflicts
00:58 through dialogue and engagement, and Pakistan's readiness to support peace initiatives which
01:04 can bring peace in the region.
01:06 As a country in a volatile region, we understand how long-standing regional conflicts can endanger
01:13 our collective security.
01:15 The Ukrainian war has also brought difficulties for developing countries in the global south,
01:20 particularly in terms of fuel, food, and fertilizer shortages.
01:25 Pakistan is no exception.
01:29 We therefore have a vested interest in promoting peace and reconciliation.
01:34 We hope for a peaceful resolution through dialogue and diplomacy.
01:38 Finally, I would particularly like to appreciate the Ukrainian government for its principled
01:44 stance in supporting the resolution on countering religious hatred, constituting incitement
01:55 to discrimination, hostility, or violence at the Human Rights Council in Geneva on the
02:01 12th of July.
02:02 As we look to the future, I am confident in our joint efforts to strengthen bilateral
02:08 relationship we resolve to move forward in fostering cooperation and friendship between
02:15 the peoples of Pakistan and Ukraine.
02:17 I thank you.
02:18 FOREIGN MINISTER LAVROVSKY (through translator): Thank you, Minister.
02:22 It is indeed a big honor for me to be the first-ever Ukrainian foreign minister who
02:27 is paying an official visit to Pakistan.
02:31 And although it's nice to be the first who came here and to be hosted by the first-ever
02:40 foreign minister of Pakistan who is hosting Ukrainian foreign minister, I think it's wrong.
02:46 It's wrong that it's happening only now.
02:51 Thirty years of Ukrainian independence, Ukraine and Pakistan have enjoyed excellent relationship.
02:57 We were happy to work with you in the '90s, throughout '90s, and further on in the area
03:07 in helping you build, strengthen your armed forces.
03:11 We were always standing next to you in times of food crisis.
03:19 And two years ago, it was -- we were happy to help you to counter the flour crisis when
03:27 Ukrainian traders delivered more than one million tons of grain.
03:34 And of course, we will always remember that Pakistan provided Ukraine with humanitarian
03:39 aid in the times when we needed it the most.
03:44 And we understand that it was not an easy decision in terms of domestic economic situation,
03:50 but this is what friends do.
03:52 They help each other in times of the greatest need.
03:56 So my visit here is a sign of appreciation of bilateral relations that have existed between
04:05 Ukraine and Pakistan for more than 30 years.
04:08 But we also tried to look into the future.
04:14 And today, I mentioned to my dear colleague and friend that war does not stop life.
04:24 And we are thinking of how -- we were discussing today how we can boost trade, how we can solve
04:34 existing problems for Pakistani students who studied in -- who had studied in Ukraine before
04:40 the war began, and how we want to develop cooperation in this area.
04:45 I briefed Minister about the opportunities Ukraine offers in the area of digitalization,
04:52 of state services, to make government more convenient for -- to engage with for its own
05:01 citizens.
05:04 We were really -- I think it will not be exaggeration to say that we -- today, we were looking into
05:10 the future of our bilateral relations and what we can do together.
05:14 And as Bill Aval mentioned, yes, we agreed to reinvigorate some of our bilateral mechanisms.
05:22 We will be looking forward to holding the inaugural meeting of the Ukrainian-Pakistani
05:27 Commission on Economic Cooperation.
05:31 And one more issue that became particularly topical since Monday, it's the future of the
05:41 Black Sea Grain Initiative.
05:44 I briefed Minister about the rationale behind Russia's withdrawal from this initiative,
05:55 about its consequences for global food security.
05:59 We regret that it will be Ukraine, countries of Asia and Africa who will suffer the most
06:09 from Russia's withdrawal.
06:12 By doing so, Russia significantly undermined global food security, and we already see prices
06:18 going up.
06:19 I reiterated to Foreign Minister that Ukraine considers Pakistan a good partner, and we
06:26 are ready to work with your country on specific arrangements in the area of food security.
06:34 And we will also appreciate if Pakistan voices its support of the continuation of the Black
06:44 Sea Grain Initiative, and I was happy to hear from Bill Aval that Pakistan will engage in
06:51 this matter with the United Nations and Turkey as facilitators of the Black Sea Grain Initiative.

07:26 My question was to our visiting dignitary.
07:29 Sir, what brings you to Pakistan, given the significance you have, because you are the
07:34 first foreign minister of Ukraine to visit Pakistan in 30 years?
07:38 Thank you very much.
07:41 I think I already answered your question, but now, in addition to the reasons I mentioned,
07:51 it was definitely worth coming, because I enormously enjoyed Pakistani food, especially
07:57 the dessert whose name I forgot.
07:59 Kulfi.
08:00 Yes, especially the dessert.
08:03 But the rest part of my answer is in everything that I said before.
08:09 But really, by all accounts, our bilateral relations deserve more frequent contacts and
08:19 engagement between governments at all levels, because even when we go through every issue
08:24 on our speaking points, we realize how filled our relationship is.
08:32 And there are so many things that we can do together and help each other with.

08:53 So my question is addressed to both the foreign ministers, and foreign minister of Pakistan
08:59 and foreign minister of the visiting dignitary.
09:02 The UN brokered Green Deal, you commented on that, that it's coming to, it is at a standstill
09:08 right now.
09:09 We've heard your comments.
09:11 I would want the spotlight on the Pakistani side.
09:14 Would you want to see its resumption or earlier resumption?
09:18 And how does it affect directly exports in times of this uncertainty of power to the
09:25 visiting dignitary?
09:26 Thank you.
09:27 So Anas, thank you for your question.
09:29 And you know our history, that Pakistan used to buy our wheat from Ukraine also in the
09:38 past.
09:39 The Pakistani people enjoy Ukrainian wheat.
09:44 And as soon as the war started, the consequences particularly for the developing world in
09:52 so far as food security, I raised many times when we were shortly in opposition and then
09:59 we came into government.
10:01 The Black Sea Grain Initiative was heralded at the time of its announcement.
10:08 And most of us in the developing world breathed a big sigh of relief and that this would address
10:17 in a large way the issues and challenges that we faced with food security.
10:24 Like other developing countries, food inflation and supply disrupts resulting from supply
10:33 chains disturbances due to the conflict to severely impacted Pakistan, the Black Sea
10:38 Grain Initiative was a positive undertaking.
10:41 The United Nations, Turkey and Ukraine and Russia, it is not only in our interest, we
10:50 believe it is in the developing world's interest that this grain initiative is restored.
10:56 I will be reaching out to the United Nations Secretary General, to my counterpart in Turkey,
11:06 in Russia to discuss Pakistan's concerns and our desire for the Black Sea Grain Initiative
11:14 to be restored.
11:18 You have to understand what happened.
11:21 So last year, Russia attacked Ukraine and blocked our ports.
11:30 Food prices all over the world immediately went up.
11:34 Black Sea, we had to find the way to export our grain to the global market.
11:42 The best way is by the sea.
11:45 The alternative way is by land corridors through the European, through the countries belonging
11:50 to the European Union.
11:52 We have achieved a lot in extending the land corridors.
11:58 And my point number one, there are ways to export Ukrainian grain from our country to
12:06 global markets.
12:07 So it's not that things are completely locked up.
12:11 But the problem is that taken all together, land corridors cannot export full amount of
12:20 cereals available for export.
12:23 This is the issue, which means that prices will go up because of the shortage of delivery.
12:30 Russia said, don't worry, we, Russia, have enough of grain to replace Ukrainian grain
12:37 on the global market.
12:40 But first, this looks, there is a fly, I hope it's not a Russian fly.
12:47 Do we have a big embassy here?
12:54 But the Russians, what the Russians have done, they're trying, literally saying that we simply
13:01 destroyed our competitor.
13:05 Now what happens?
13:06 Russia, on Monday, Russia announces withdrawal from the initiative.
13:12 On Wednesday, they attack Ukrainian ports with missiles, destroying port infrastructure,
13:22 basically making it even harder for us to restore export.
13:30 In one terminal, they destroyed 60,000 tons of grain that was designated to China.
13:37 It means that 60,000 tons of grain will never make it to the people who want to buy bread
13:44 at reasonable price.
13:47 And as prices go up, Russia is increasing its exports of grain, making more money for
13:54 its war machine and for its shattered economy.
13:59 So they say tons of things about their interests not being met, about disrespect shown to them.
14:08 The real essence of what Russia has done is money.
14:13 They want to make more money.
14:15 They want to remove competitor from global market.
14:18 But the ones who will pay for it will be Ukrainian farmers and ordinary people in Asia and in
14:24 Africa who will have to buy more expensive bread.
14:29 This is the consequence.
14:30 And this is why it is so important to make everything possible to restore Black Sea Grain
14:37 Initiative, to return balance to the global food market, to return prices under control,
14:44 and to give Ukraine the possibility to provide cereals to the countries who need it the most.

15:11 We've been hearing repeated reports that Pakistan is supplying arms to Ukraine or considering
15:17 given the ongoing conflict between Russia and Ukraine.
15:22 What is Pakistan's position on that?
15:24 And question to Foreign Minister of Ukraine.
15:27 What kind of expectations do you have from Pakistan as far as the ongoing conflict between
15:32 -- your conflict with Russia is concerned?
15:34 Dr. Amitav Ghosh [Foreign Minister of Ukraine]: I think you know Pakistan's position on this
15:37 issue.
15:38 I'd like this opportunity to reiterate that we find it regrettable that certain media
15:43 outlets have tried to publish unfounded reports alleging military supplies to Ukraine.
15:49 Since the war began, we have not concluded any agreement for defense supplies to Ukraine,
15:56 keeping in view our principled, consistent, and nonpartisan position.

16:02 Dr. Amitav Ghosh [Foreign Minister of Ukraine]: Yes.
16:06 I can confirm that there are no contracts or intergovernmental arrangements between
16:11 Ukraine and Pakistan in this area.
16:14 The military-technical cooperation that we have dates back to the contract signed in
16:19 1996 and related to the supply of -- to the creation of Al-Khadid tank in Pakistan with
16:27 the support of Ukrainian defense industry.
16:34 We want Pakistan to be by our side in the way it finds appropriate for itself.
16:42 And the minister expressed condolences.
16:46 We know that Pakistan supports our territorial integrity.
16:52 And the rest is in the hands of the Pakistani government to choose appropriate forms of
16:56 finding the way to support a country that is fighting for its sovereignty and territorial
17:01 integrity against a much stronger neighbor.
