01:06 [Music]
01:08 Bam?
01:12 Good morning, we are here at the stage presence in front of the Commission on Audit and the State of the Nation in Quezon City.
01:21 Here, the supporters of President Bongbong Marcos are expected to gather.
01:26 Before the police deploy their visibility in the area,
01:36 many have deployed to watch the surroundings of the two houses located in the middle of the street before the law is passed.
01:43 At the State of the Nation address of President Bongbong Marcos,
01:47 it is expected that a gathering or assembly of some groups will be held to show their support.
01:54 A large station has been built on the side of Commonwealth Avenue and the police have already informed the people who are parked nearby that they cannot stay there.
02:04 Police vehicles and fire trucks are also on standby.
02:08 This is another perspective from our location.
02:13 Police are already waiting for the police to deploy.
02:18 Government assets like firecrackers are also on standby for emergency purposes.
02:25 Police vehicles are also there.
02:29 So far, there are still no signs of supporters of the assembly that they are expecting.
02:36 But they are ready to go there later.
02:40 This is the first news from Commonwealth Quezon City.
02:43 For GMA Integrated News.
02:45 Police are also on standby near the State of the Nation.
02:50 They are also ready for those who will protest.
02:53 From Quezon City, we have the first live news.
02:57 Justin James.
02:59 Susan, good morning.
03:01 Security is now being tightened for the 28 security task units or STU,
03:07 not only here in Commonwealth Avenue, but also in IBP Road near Batasan Complex.
03:12 Those who will protest here in Commonwealth Avenue will be allowed by the police until the Luzon Avenue flyover.
03:23 Police have already deployed security for the area today.
03:29 In Camcaringal, more than 2,000 QCPD police were deployed in different parts of Commonwealth Avenue.
03:35 They are part of more than 23,000 security forces and force multipliers.
03:40 Police are warning to have maximum tolerance for those who will protest.
03:46 Police also started their work under the Luzon Avenue flyover in Commonwealth Avenue.
03:52 Members of the Civil Disturbance Management or CDM are carrying their shields, batons and helmets.
03:58 Until then, militant groups will allow those who will protest and carry out the program.
04:04 Some lanes of the road are blocked by concrete barriers.
04:07 So, only four lanes will be allowed for motorists to pass.
04:11 QCPD also has a mobile command center where the situation in different parts of the city is monitored by CCTV cameras.
04:20 Police also have force multipliers like members of BFP, MMD and BJMP.
04:25 Security will also be tightened in IBP Road if it is near Batasan Complex.
04:30 K9 units are also on patrol to inspect.
04:33 According to the police, there are 28 security task units or STU in Commonwealth Avenue and IBP Road.
04:40 Aside from the police, NCRPO also has some police from Central Luzon and Calabar Zone.
04:47 Meanwhile, the police stationed under the Luzon Avenue flyover
04:52 are members of the Regional Mobile Force Battalion and District Mobile Force Battalion of QCPD and NCRPO.
04:59 As for the traffic situation in Commonwealth Avenue,
05:02 even if only four lanes are allowed, approaching that area, it will not affect the traffic.
05:09 That's the first news. From Quezon City, I am James Agustin for GEMA Integrated News.
05:16 We are now returning from Batasan Pabansan.
05:20 I am now here at the south wing of Batasan.
05:23 There is a red carpet here.
05:26 At the entrance, we can see thermal scanners there as part of their COVID-19 precautions.
05:34 It is a bit more open now, but there is a thermal scanner there
05:40 and no COVID-19 testing is required. If a guest registered with a temperature of 37.4,
05:48 he or she must be tested.
05:51 As we can see, there is a police formation here at the south wing,
05:58 which is still part of the final security touches inside Batasan Pabansan.
06:05 I expect that some VIPs and visitors will be here in Batasan Pabansan.
06:11 According to House Secretary General Reginald Velasco,
06:15 more than 2,000 confirmed that they will be coming to the State of the Nation address of President Marco Osmamayang at 4 p.m.
06:24 But only 1,700 of them will be able to enter the plenary
06:30 and the rest will be allowed to visit inside Batasan Complex for other visitors who can only watch through widescreen.
06:39 And as we can see, aside from the final security touches,
06:43 there are some final cleaning here at the south wing,
06:48 which I expect some visitors will be passing through here in Batasan Pabansan.
06:54 We will continue to follow the latest situation from Batasan Pabansan,
07:00 which is ready for the second State of the Nation address of President Bongbong Marcos.
07:04 Let's go back to the studio.
07:06 We would like to remind you that the last day of your SIM registration is tomorrow
07:11 and there is no longer any extension according to the Department of Information and Communications Technology.
07:17 This means that if you are not able to register your SIM until tomorrow at 12 midnight,
07:24 it will automatically lose its signal.
07:26 According to the National Telecommunications Commission,
07:28 as of July 19, more than 104 million SIMs have been registered.
07:33 This is 61.94% of the 168 million subscribers in the country.
07:40 In the time that your SIM is deactivated, there are still 5 days for the subscriber to register the SIM and reactivate it.
07:47 According to the NTC and DICT, register your SIM so that the Telco service you are using will not be cut off.
07:54 The Philippine National Police's gun ban is effective today for the second State of the Nation address of President Bongbong Marcos.
08:02 It started earlier at 12.01 and will last until 12 am tomorrow, July 25.
08:09 The gun ban will cover the Calabar Zone, Central Zone and National Capital Region.
08:13 The police will allow the police to carry guns,
08:16 Armed Forces of the Philippines and other law enforcement agencies in duty and uniform.
08:22 23,000 police are deployed today for SONA 2023.
08:29 We are here at the North Wing Lobby of the State of the Nation where most of the people are expected to go.
08:38 We are also expecting VIPs and visitors to visit the second State of the Nation address of President Bongbong Marcos at 4 pm.
08:47 We saw that the security is tight.
08:51 The new SIM that we installed is the third-style security with face recognition and temperature check.
09:02 The COVID test is just a vaccination card. When the temperature of the visitor is high,
09:08 or 37.4 degrees Celsius above, it will be tested under the antigen test to be sure.
09:15 If the visitor is not on the list, the third-style security will not work.
09:21 The State of the Nation law was already enacted early in the morning.
09:24 The red carpet is already laid and 2,000 guests are expected, but 1,700 are expected to enter the plenary.
09:31 We saw that outside the State of the Nation law, the security is tight.
09:36 Aside from the security of the State of the Nation law, the police are also on duty.
09:40 There are K-9 units, law enforcement agencies, and ambulances for emergencies.
09:47 Before the actual SONA, let's take a look at the opening of the session of the low and high-ranking Congressmen later at 9 am.
09:58 This is the second State of the Nation of the President, the 85th SONA in the history of the Philippines,
10:06 and this is the 37th SONA under the 1987 Constitution, and the 45th SONA under the Constitution.
10:16 President Bongbong Marcos said in his interview that his State of the Nation will be a performance report.
10:25 He is expected to report to our country, including inflation, supply chain disruptions, jobs, investments, and upper-middle-income status of our country.
10:37 So, my fellow countrymen, I expect that the main topic of the second State of the Nation address of President Bongbong Marcos is the state of our economy.
10:50 To discuss the state of our economy, we have our Finance Secretary, Secretary Benjamin Giocno.
10:59 Good morning to you, Secretary Giocno. This is Maris, and we are live on Unang Balita.
11:04 Good morning to you, Maris.
11:07 Secretary, I will ask the most important question of our countrymen, the whole country. What is the state of our economy now, and when do you expect the prices of goods will go down?
11:21 First of all, our situation is very good now. In fact, the Philippines is one of the fastest-growing countries in the world.
11:33 In fact, our first-quarter growth is faster than China, India, and other countries in Asia and even in the world.
11:46 The economy grew by 6.4% in the first quarter of this year, and last year it grew by 7.6%.
11:57 The economy is running well, and our inflation has decreased for the five consecutive months.
12:05 In fact, the forecast of the Central Bank, the PSB, our inflation rate will go within the target range.
12:16 The target range of the Central Bank is 2 to 4%, mid-point 3%, by the fourth quarter of this year.
12:26 In fact, there is a chance that we will overshoot, we will go down to 2% by the first quarter of next year, but our average for next year will be around 3%.
12:38 Secretary, you mentioned that you expect that our inflation rate will reach 2.5% to 4.5% or 2 to 4%.
12:51 What are the things that we need to do to reach that target and is it really reachable, that inflation rate, Secretary?
13:02 First of all, what the Central Bank did was good. They became aggressive in increasing the interest rate.
13:11 Along with the increase of the Fed, that's the US Federal Reserve Board, the Fed also became aggressive.
13:21 So the Central Bank also increased its interest rate in conjunction with the increase globally.
13:30 At the same time, we also did on the executive branch, the President formed an inter-agency committee, we looked at the food and non-food inflation.
13:43 We quickly adopted commodities that we think will be lacking, like at that time, the onion, the meat and rice.
13:57 So we controlled it, but in the future, the focus of the government is to increase production.
14:05 Because inflation also increased last year because of the Russian invasion of Ukraine.
14:12 So the price of gasoline and some commodities like even fertilizer increased.
14:17 But now, the price of gasoline is subsiding, so it also helps to lower our inflation.
14:27 Secretary, what is the help of the Maharlika Investment Fund in reaching our targets?
14:35 Good question. The Maharlika Investment Fund will create additional sources and different forms of funding for our 194 priority projects worth about Php 8 trillion.
14:55 So if you look at the sources of those 194 projects, more than half of it will come from the so-called official development assistance.
15:08 Our loans to the World Bank, the Asian Development Bank, and other bilateral sources from other countries.
15:16 About 10% of that funding will come from the budget, and then around 30% will come from the public-private partnership.
15:27 This administration also signed the public-private partnership.
15:31 So now, with the Maharlika Investment Fund, we will have a new source, which is equity from multilaterals, from foreign investors,
15:43 and from non-government corporations, we can use that for financing our priority projects.
15:53 Secretary, I have a question. How is the implementation of the Maharlika Investment Fund?
16:06 And will this provision really be implemented, that I will not get funds from the pension funds, even though the President has already mentioned that it really depends on the leadership of the pension funds,
16:19 if we will see that it is right to invest in the Maharlika Investment Fund, Secretary?
16:26 Okay, first of all, in the preparation of implementing rules and regulations, you know, under the law, when the President will sign it,
16:36 the treasurer has 90 days to prepare the implementing rules and regulations in consultation with the land bank and the DBP.
16:50 But while the President has not yet signed it, when it will be approved in the Senate, we have already started preparing the implementing rules and regulations.
16:58 So we are confident that we will release it before the end of August.
17:05 In fact, there is a scenario that we will release the implementing rules and regulations in the middle of August.
17:13 We are not thinking that we will use the 90 days to prepare that because the preparation is already running before the law is signed.
17:21 Second, your question is, what possibility will GSIS or SSS use their fund for additional equity of the Maharlika Investment Fund?
17:37 The law prohibits that. But there are possibilities, for example, there are projects that are running that GSIS or SSS will give a big return.
17:50 Let's say the return on investment is 20%. They can invest there, not on the equity side, but as a separate project, but subject to the approval of their respective boards.
18:05 Alright. Thank you very much for the information you gave us, Secretary Benjamin Giochno. And see you later. God bless.
18:13 God bless. Thank you.
18:15 Mr. Pertera, thank you very much.
18:21 Thank you. And be careful because we have high signals now.

23:00 This is the first news, Katatibayan for GMA Integrated News.
23:08 Today, the Manibela Transport Group has started the 3-day stoppage of their PUV Modernization Program.
23:16 Live from Manila, we have the first news, Darlene Cai.
23:19 Susan, here in the Welcome Rotunda area, in Spain and Lumentreet in Manila, there are still jeeps traveling so there are no stranded passengers.
23:34 Earlier, we talked to some of the passengers in the transport strike.
23:38 Even the drivers who are traveling are alone with their companions in the call, hoping that our President will listen.
23:46 Instead of traveling, Noel went to the garage. He will be joining the stoppage today. He is also dedicated to the PUV modernization.
24:00 To fulfill the request of the jeepney delivery that the frees out is not continued.
24:05 So that we will not lose our jobs because this is what we earn. We don't want to lose it.
24:14 The 200,000 members of the Manibela Group are being dragged in the 3-day transport strike that will start today.
24:24 The protest is far from being completed, as the December 31 deadline for the consolidation phase of the PUV Modernization Program is approaching.
24:31 Other passengers are still worried that they might have a hard time traveling.
24:35 They understand that the jeepney drivers are fighting for their rights. But...
24:39 Like this, my son has chemotherapy in Quezon City, in National Children.
24:45 If there is no vehicle, I will walk to that place. It's far.
24:48 Many passengers are affected. It's up to you, ma'am.
24:52 There are still jeepney drivers here in Spain and Blumenkrieg, like Ryan.
24:56 Because we cannot let our money go to waste. If we let it go, others will get in.
25:01 But they fully support their fellow passengers.
25:05 We will get our income. This is what we will get. We will get our income so that our family can live.
25:12 That is why they are calling President Bongbong Marcos on the day of his second SONA or State of the Nation Address.
25:21 Dear President, I hope you will not continue the phase-out. Please help us, the drivers.
25:26 I hope, President, that the phase-out will not continue so that there will be no more poor drivers like us.
25:36 The government said that it will not phase out the traditional jeepneys.
25:46 They need to join the corporations and cooperatives to help with the modernization of the PUV.
25:51 And now, the security here in Welcome Rotonda is tight.
25:54 There are police, former BFP and traffic enforcers who are watching the security here
26:00 and to make sure that the traffic is continuous.
26:03 That is the first news here in Welcome Rotonda. I am Darlene Cai for GMA Integrated News.
26:10 Some local governments of Metro Manila have free rides starting today.
26:16 Manibela Transport Group has stopped the ride for three days.
26:20 In Taguig, there is free ride on the Santa Ana Plaza route to San Joaquin and Pabalik.
26:28 LGU will also deploy buses and service vehicles on the routes affected by the transport strike.
26:36 There are also 60 free ride vehicles for the affected commuters in Caloocan.
26:41 The MMDA said that they have prepared a free ride.
26:46 It will only be released if necessary so that the drivers who will not be affected by the strike will not be robbed.
26:53 We now know the situation in Luzon Avenue in the Commonwealth of Quezon City.
27:01 James Agustin is live. James.
27:06 The police are still searching for the people who are under the Luzon Avenue flyover in Commonwealth Avenue.
27:11 This is the only place where the militant groups will be allowed to march and protest
27:16 and will carry out their program.
27:19 There are more than 1,000 police and force multipliers who are providing security.
27:24 They have contingents from the Regional Mobile Force Battalion of the NCRPO and District Mobile Force Battalion of the QCPD.
27:31 There are also contingents from the Northern Police District or NPD.
27:35 Some lanes of the road are not accessible to motorists since early morning because of the barriers of concrete barriers.
27:42 In the traffic situation, the vehicles are still moving to the four open lanes.
27:49 There are still people who are eastbound and there are people who are commanding the MMTA.
27:54 That is the latest from Commonwealth Avenue. I am James Agustin for GMA Integrated News.
