00:00 The date of the showdown between the BJP government and the opposition has been finalised.
00:05 The lower house of the parliament, that is Lok Sabha, will take up the no-trust motion
00:10 moved by the opposition over the ongoing ethnic clashes in Manipur next week.
00:15 The debate on this no-confidence motion moved by the Grand Opposition Alliance will be held
00:19 in the Lok Sabha on August 8 and Prime Minister Narendra Modi will reply to the debate on
00:24 August 10.
00:26 Earlier, the government had said that Home Minister Amit Shah will reply to the debate
00:31 on the Manipur situation but the opposition parties had been demanding detailed response
00:35 from the Prime Minister himself on this crucial matter.
00:38 MPs belonging to the opposition alliance bloc including Congress Parliamentary Party Chief
00:43 Sonia Gandhi, National Conference President Farooq Abdullah, DMK's TR Balu and NCP leader
00:50 Supriya Sule stood up for the head count when the Lok Sabha Speaker presented the motion.
00:56 This no-confidence motion was moved by Congress MP Gaurav Guboi on behalf of the opposition
01:01 parties.
01:02 This will be the second time after 2018 that PM Narendra Modi will be facing such a motion
01:07 in the parliament.
01:08 The first no-confidence motion against Narendra Modi government was moved by the TDP in 2018
01:14 over the non-allocation of adequate funds for the successor state of Andhra Pradesh
01:19 but it was not taken up by the house.
01:21 However, as far as this no-confidence motion is concerned, its adoption would hardly mean
01:26 anything for the ruling regime.
01:28 The Narendra Modi government which enjoys the support of at least 332 MPs in the Lok
01:33 Sabha faces virtually no threat from this no-confidence motion.
01:38 The opposition, low on numbers, is not expecting to get the motion passed.
01:42 Its only aim is to get Prime Minister to speak on Manipur, a demand that the government has
01:47 so far brushed off.
01:50 A no-confidence motion is a parliamentary motion which is moved only in the Lok Sabha
01:55 against the entire council of ministers stating that they are no longer deemed fit to hold
02:00 positions of responsibility due to their inadequacy in some respect or their failure to carry
02:06 out their constitutional obligations.
02:09 No prior reason needs to be stated for its adoption in the Lok Sabha and it cannot be
02:13 moved against just a single minister.
02:15 A motion of no-confidence against the government can be introduced only in the Lok Sabha under
02:20 Rule 198.
02:22 The constitution of India does not mention about either a confidence or a no-confidence
02:27 motion.
