00:45 The joint relief operation was conducted by the two countries at Lalo Airport in Cagayan,

00:50 one of the four new EDCA sites in the Philippines.

00:53 The operation was personally overseen by Defense Secretary Gilberto Chodoro Jr.

00:57 and Armed Forces of the Philippines Chief of Staff General Romeo Browner.

01:02 According to the secretariat, the construction of facilities at EDCA sites

01:07 should be done quickly after the operational limitation of the area is seen.

01:11 We need to speed up the construction of this Philippine base with EDCA facilities

01:18 so that we can preposition the equipment, air assets,

01:26 not only of the Philippine Air Force but also the United States Air Force.

01:31 Due to bad weather, the air assets and relief items in the area cannot be prepositioned

01:37 because there is no facility to protect it.

01:40 Another challenge in the area is the lack of facility for the refueling of aircraft.

01:46 Due to the strategic location of Lalo Airport,

01:50 the government is planning to build a refueling facility

01:54 so that it can be repaired whenever relief operations are conducted in Cagayan and nearby provinces.
