01:12 We need to speed up the construction of this Philippine base with EDCA facilities
01:19 so that we can preposition the equipment, air assets,
01:27 not only of the Philippine Air Force but also the United States Air Force.
01:32 Due to the bad weather, the air assets and relief items in the area cannot be prepositioned
01:38 because there is no facility to protect them.
01:41 Another challenge on the horizon is the lack of facilities for the refueling of aircraft.
01:48 Due to the strategic location of Lalo Airport,
01:51 the government is planning to build a refueling facility
01:54 so that it can be repaired whenever a relief operation is conducted in Cagayan and nearby provinces.
