00:46 Hello, welcome to From the South, I'm Ana Marrero from the Telesur headquarters in Caracas,
00:55 Venezuela.
00:56 I'm Ana Marrero, I'm with the News, stay with us.
01:12 Electoral silence comes in for after the campaign for the presidential and legislative elections
01:17 of next Sunday, August 20th and this Thursday.
01:21 From midnight local time and until the elections are over, political propaganda will be providing
01:27 a rule that applies to any act of proselytism but does not include this dissemination in
01:35 social network.
01:36 Also, from midday on Friday and until noon on Monday, dry love is enforced, suspending
01:44 the sale, distribution and consumption of alcoholic beverage.
01:54 The candidates for the presidency of Ecuador close on Thursday.
01:58 The campaign events in a date mark about a tribute to the candidate murdered by a hired
02:03 assassin and the denouncement of an alleged shooting attack by others.
02:09 The memory we have and the responsibility we assume and that is why I'm here present,
02:16 for fulfilling what is ethical, for fulfilling dreams, for not allowing the destruction of
02:21 a project.
02:22 We are here to decide whether this August 20th we leave this country to the mafias or
02:28 we build a homeland for all.
02:33 Manuel, former Iowan vice president and presidential candidate Otto Sonelsnerd also spoke in Guayaquil
02:41 and indigenous leader Yaqu Perez turned Quito.
02:46 Our country is going to get out Ecuadorians of this hole in which a miserable political
02:50 class that the only thing they do is worry about themselves has put us.
02:57 Committing ourselves to zero tolerance for corruption, zero tolerance for common crime
03:01 and zero tolerance to organized crime.
03:07 In this context National Electoral Council inaugurate on Friday the Hump voting system
03:12 to facilitate the suffrage of people over 50 or with disabilities.
03:18 The Electoral Council implemented this strategy to facilitate suffrage for the people who
03:24 might need it.
03:25 With this purpose members of the borough will move in vehicles to the beneficiaries' homes.
03:34 Today we inaugurate voting at home, a process that has been emblematic for the CNE for more
03:39 than a decade, allowing people over the age of 50 or with a physical disability of at
03:44 least 75% to exercise the right to vote from home.
03:49 This initiative has positioned Ecuador as a benchmark in the hard work to guarantee
03:53 right to political participation and inclusive decision making.
03:59 The president of the National Electoral Council, Deana Tamay, points out that at least 1,224
04:06 people deprived of their liberty exercise the right to vote in the country.
04:11 Yesterday we have one of the most important milestones of the electoral calendar.
04:16 Yesterday was a day in which persons deprived of their liberty without enforceable sentence
04:19 voted.
04:20 Out of 4,766 people, 1,224 people voted yesterday in 20 provinces, out of 24 nationwide.
04:31 And this day took place in absolute tranquility, in absolute normality.
04:38 The Mexican government reiterated its commitment to resolve the case of the 43 missing students
04:43 from Ayotzinapa, while the province maintained doubts.
04:47 The Undersecretary of the Interior, Alejandro Encinas, reaffirmed the commitment to clarify
04:54 where the students are.
04:56 Throughout communique, the president of the Commission for Truth and Access to Justice
05:00 for the Ayotzinapa case assured that this is a state matter and will get to the bottom
05:06 of the investigation, which is why the search for the students in the area of the city of
05:11 Iguala has not concluded.
05:13 The hacker Walter Delagatti confessed on Thursday in Brazil that the former president
05:26 of that nation, Jair Bolsonaro, suggests hacking the electronic voting system in the last elections.
05:31 According to the hacker, Bolsonaro wanted to use this hacking to demonstrate the alleged
05:40 fragility of the electronic suffrage system.
05:43 Delagatti stated before the parliamentary commission investigating the assaults on national
05:49 law powers on January 8 that the former head of state even promised him a pardon in case
05:54 he was caught carrying out this illegal task.
05:59 Who was the man behind his attempt at electoral fraud?
06:06 Deputy Carlos Ambeli on the orders of the then-president Bolsonaro.
06:11 Who asked him to take responsibility for the alleged phone taping of the minister of the
06:16 Supreme Court, Alexandre de Moraes, the then-president Bolsonaro?
06:21 Who invited him to make electoral propaganda to suggest to the population an alleged fraud
06:26 in the electoral system?
06:28 The advertiser Duda and the then-president Bolsonaro.
06:33 Who directed you to the Ministry of Defense to elaborate questions to the High Electoral
06:38 Court about the voting system?
06:40 The advertiser Duda and also the then-president Bolsonaro.
06:44 Who told you that if you committed an illegal act you would be pardoned and receive a pardon?
06:50 The then-president Bolsonaro.
06:52 Who gave him carte blanche, and even illegally?
06:56 The then-president Bolsonaro.
07:01 In Argentina, the government and all companies freeze gasoline, increasing prices until after
07:06 the October elections.
07:08 The minister of economy, Sergio Massa, announced this Thursday night that fuel prices will
07:14 be frozen until October 31st to contain the impact of the devaluation.
07:19 He also announced a 90-day extension of the understanding with mass consumption companies.
07:26 Massa explained that the impact of the devaluation on the refinery sector that will be distributed
07:34 among consumers will pay this single increase.

07:51 Welcome back to From the South.
08:13 In Argentina, more than 1,000 families were affected by the flooding caused by heavy rainfalls
08:18 that hit the city of La Plata with particular strength.
08:22 According to reports from the authorities, in one hour, it rains the same volume of water
08:28 the equivalent to what it usually rains in the whole month of August.
08:32 As a consequence, thousands of streets and houses were totally flooded after the streams
08:37 across the city overflowed.
08:42 Over there, the water is up to the chest.
08:45 Almost all the neighbors have left.
08:47 It started early in the morning with hail and at 10 o'clock in the morning, we started
08:51 to help each other to evacuate.
08:53 Today, it started to rain and the stream in the back overflowed it.
08:57 And as you can see, it caused a disaster in the neighborhood.
09:00 Unfortunately, it is always the working people, the humble people who bear the brunt.
09:06 The politicians fix their houses, their streets and light up their neighborhoods.
09:10 But you don't see them here.
09:15 In Japan, a protest is held in front of the Prime Minister's office in Tokyo against
09:20 the Fukushima sewage disposal plant.
09:23 Hundreds of Japanese are rallying in different areas of Tokyo to protest against the government's
09:27 plans to discharge radioactive water into the sea from the Fukushima nuclear power plant,
09:34 demanding the immediate suspension of the project.
09:37 The Japanese government, which from the outset considered discharging the radioactive water
09:42 into the sea, has given all sorts of excuses, stressing that other methods of disposal will
09:48 either not work or would be impractical.
10:00 The World Meteorological Organization, an agency attached to the UN, warned that the
10:06 impact of climate change in the South-West Pacific region is increasing.
10:10 The WMO detailed that during the last La Niña event, the average temperature in the Pacific
10:16 area was 0.2 C in 2022 and passed to 0.3 C higher than what was recorded in 2011.
10:26 The head of the agency, Petri Talas, estimated that now, with the El Niño phenomenon, it
10:33 will continue in the remainder of 2023 and will have a great impact on the region.
10:44 And this year, some storms in North China have increased.
10:48 These storms are a contamination problem and also hydro-agriculture.
10:54 To meet this challenge, the country is transforming its areas into pasturites and forests.
11:01 China aims to restore almost 6 million and 700 thousand hectares of desert areas with
11:14 grassland and forests by 2025.
11:17 One of the goals of fighting desertification in China is to ensure the country's food security.
11:22 Per capita, arable land is only 0.08 hectares, which is less than a third of the OECD average
11:30 of 0.27.
11:32 According to FAO data, Inner Mongolia, which is home to large deserts and sandy lands,
11:38 has been leading the country's effort against desertification from 2012 to 2022.
11:44 The autonomous region planted more than 8 million hectares of trees and more than 19
11:50 million hectares of grassland.
11:53 There are two main aspects of restoring lands degraded by desertification.
11:57 Firstly, it requires local sources of native seeds that are suitable and sufficient for
12:01 ecological restoration in order to meet ecological needs of the specific region.
12:06 Secondly, it depends on data, such as soil, water, and plants.
12:10 Data helps determine the climatic conditions and plant communities suitable for a given
12:14 latitude and longitude, providing guidance for restoration efforts.
12:19 Therefore, based on local native seed sources and data-driven systems, we have been able
12:23 to guide ecological restoration in grasslands, deserts, and mines, achieving long-term ecological
12:29 sustainability.
12:31 The battle against desertification also aims to reduce pollution levels in the country.
12:36 This year, sandstorms have become more widespread, longer, and more frequent in China, mainly
12:42 affecting the country's northern regions and provinces.
12:46 The dust from these storms contains environmental pollutants and microorganisms such as bacteria,
12:52 fungi, and viruses.
12:55 We use native plants suitable for the local ecological environment to provide comprehensive
13:00 solutions.
13:01 The aim is to solve ecological problems through ecological methods.
13:05 Thus, desertification control, especially in arid and semi-arid areas, aims to create
13:11 a frontier to stop the spread of desertification, rather than turning it into an oasis.
13:17 We use native plants suitable for the local environment to create this boundary, preventing
13:22 the spread of desertification and achieving the vegetation expansion effect that pushes
13:26 the desert back.
13:27 Wuliangsu Lake is located in the city of Baiyangnur and is the largest wetland in the Yellow River
13:33 Basin, the second longest in China.
13:36 Lakes in arid and semi-arid regions play an important role in maintaining the balance
13:41 of regional ecosystems, which contributes to preventing land desertification and thus
13:46 reducing sandstorms.
13:48 Wuliangsu functions as an environmental protection to control the sources of sandstorms.
13:54 From 2020 to 2022, a restoration project in the region aimed to transform more than 8,000
14:00 hectares of saline alkali soils into arable land, in Urat Front Banner.
14:06 There is one of the recovered soils.
14:09 Banners are one of the Inner Mongolia's administrative divisions.
14:13 There peasants grow wheat and pepper.
14:16 This is called intercropping and is an agroecological practice that helps to prevent insect attacks,
14:22 among other advantages.
14:24 The pepper is destined for the market and wheat is for the family's self-consumption.
14:31 Agriculture and livestock farming in Baiyangnur are very important and serve as a key industry.
14:37 Baiyangnur has always been a farming and livestock-oriented area.
14:42 For local peasants, agriculture is a crucial source of income.
14:46 In addition, livestock farming in Baiyangnur is well-developed.
14:50 Livestock farming, especially sheep breeding, allows for year-round production.
14:56 Our goal is not only to restore and protect grasslands for contemplation purposes only,
15:00 but also to achieve the integration of production, livelihood and ecology.
15:04 This is in line with the concept of community-observed future for humanity as proposed by the General
15:10 Secretary where animals, plants and humans share a common home.
15:33 Welcome back.
15:44 The government of Belarus assured that it will respond immediately if Ukraine, the Baltic
15:49 countries or Poland add aggressive lead against it.
15:52 President Alexander Lukashenko indicated that the response will be overwhelming because
15:56 Belarus is not at competition with them or has any differences.
16:01 The president said that if there are hassle in the incidents on the part of the Baltic
16:06 countries, the response will be forceful which will result in considerable losses and damage.
16:18 Russian and Chinese navy ships have been jointly conducting maritime patrols and naval exercises
16:25 in the Pacific Oceans in order to counter the air strikes.
16:29 Images released by the Russian Defense Ministry on Friday show ships of the navy of the two
16:35 countries participating in the joint maritime patrols.
16:40 The maneuvers involve rescue training and anti-aircraft drills.
16:48 Hundreds of Palestinians on Friday bid farewells to the remains of Hassan Abu Udo.
16:54 She named a Palestinian citizen who was imprisoned after years of agony caused by Israeli gunfire.
17:01 The model reminds of the "this is a word carried in prosections as it is tradition in Palestine
17:08 to bid farewells to the martyrs killed by the Israeli regime."
17:12 As reported by the Palestinian Health Ministry, Abu Ushayn 30 never fully recovered from the
17:19 injuries he suffered in May 2021.
17:26 Iran's intelligence ministry announced the arrest of a key suspect in the recent terrorist
17:32 attack claimed by Daesh on Mosul's Shirin.
17:35 A statement issued by the foreign ministry on Friday reported that among those captured
17:41 was the key suspect who sponsored the terrorist operation and maintained direct contact with
17:49 the head of Daesh foreign operations in Syria and Afghanistan.
17:53 The terrorist attack on the holy compound of the Shrine of Shiran in Shiraz occurred
18:00 on August 13 and claimed the lives of two people and wounded eight others.
18:12 The UN mission in Mali, the MINUSMA, has completed its withdrawal from the military bases in
18:18 Beirut and Gondar because of violence between the Turkish rebels and the army.
18:23 The United Nations' Multidimensional Integrated Stabilization Mission said in a communique
18:30 that UN bases were now closed and handed over to the state of Mali through its designated
18:38 civilian representative.
18:44 In the Democratic Republic of the Congo, 230 people, including children, have died
18:49 of cholera in the first seven months of 2023.
18:51 In this period, more than 31,340 suspects or confirmed cases of the disease were registered
19:00 in the country.
19:01 The most affected province has been North Kibbutz, which has more than 21,400 confirmed
19:08 or suspected cases, including more than 8,000 children under the age of five.
