00:00 Good morning to all of you.
00:02 Here is our update on the continuously monitored typhoon Goring,
00:07 which has an international name, Saula.
00:09 It was part of the super typhoon category last night,
00:15 and now it is again in the typhoon category.
00:18 This typhoon Goring was part of it.
00:22 And as of 3 a.m., we were able to see the eyes of the typhoon Goring
00:28 which is 210 kilometers away from the city of Casiguran, Aurora.
00:32 We were able to use our radar in Baler and Daet
00:36 to see the center of the eyes of the typhoon Goring.
00:40 The strongest wind was only reaching 175 kilometers per hour.
00:46 The typhoon was weakening from 185 last night
00:49 and it was now increasing to 215 kilometers per hour.
00:53 It is now starting to change direction.
00:55 It is now moving from east to southeast at 15 kilometers per hour.
01:00 We expect that it will start moving northward today.
01:06 Meanwhile, we are still being monitored by the tropical depression
01:10 which we were able to see last night, which is more than 2,000 kilometers east-northeast of Eastern Visayas.
01:16 There is a high chance that this typhoon or tropical depression
01:21 is outside the Philippine Area of Responsibility.
01:25 Meanwhile, the typhoon Goring is still reaching the southwest monsoon
01:31 or the long and particular wind in the northern part of Luzon and Kabisayaan.
01:37 That is why today, we are still expecting a cloudy sky in a large part of Luzon and Visayas
01:43 including Manila, several parts of Calabarzon, Mimaropa, Bicol Region, and western Visayas.
01:49 Meanwhile, in the northern Luzon, Cordillera, Ilocos Region, and Cagayan Valley,
01:55 we are still experiencing rainfalls, especially the typhoon Goring and the southwest monsoon.
02:01 This is the latest track of the typhoon Goring.
02:05 We can see that today, it will start moving northward.
02:11 Eventually, it will move northward.
02:13 You can see this in our latest track, the typhoon Goring.
02:18 It will start moving northward towards the northern extreme of Luzon.
02:24 By tomorrow, it is possible that the typhoon Goring will become a super typhoon category again
02:30 because when it is in the ocean, it is still possible that it will rise.
02:35 We are not ignoring the possibility that the typhoon Goring will landfall
02:39 in the area closest to our country, particularly in Batanes, the area where the typhoon will hit by Wednesday.
02:48 For our countrymen in Batanes, where the typhoon is currently at signal number 1,
02:55 we are hoping that the typhoon Goring will possibly landfall in Batanes.
03:03 Whether it will landfall or not, we are still hoping that the typhoon Goring will have a big effect on our countrymen,
03:10 particularly in Batanes.
03:13 That is why, for now, I hope that our countrymen will prepare for the typhoon in Batanes.
03:18 Meanwhile, it is possible that the typhoon Goring will hit the Philippine Air Responsibility on Thursday or Wednesday.
03:26 Meanwhile, let us look at the track of the typhoon that will enter the Philippine Air Responsibility.
03:32 The Tropical Cyclone Advisory issued a warning last night at 11 p.m.
03:36 and it is possible that the Philippine Air Responsibility will enter the Philippine Air Responsibility on Wednesday night.
03:43 And if ever, we will call it the "Hana" typhoon.
03:46 This tropical depression is not ignoring the possibility that it will be even stronger.
03:51 And if it enters the Philippine Air Responsibility, it is possible that it will be in the typhoon category.
03:58 We will notice that the typhoon Goring will hit the Philippine Air Responsibility on Thursday.
04:03 Meanwhile, the new typhoon, the "Hana" typhoon, will enter the Philippine Air Responsibility on Thursday.
04:10 Because of these two typhoons, the typhoon Goring will hit the Philippine Air Responsibility on Thursday,
04:16 the wind will continue to blow.
04:19 That is why, we are hoping that this Sunday, particularly in the big part of Luzon and Western Visayas,
04:26 the sky will be cloudy and there will be a bigger chance of rain.
04:30 That is because of the strong winds.
04:33 Meanwhile, we are not expecting that the typhoon will have a direct effect.
04:38 But because of the strong winds, we are still expecting the rainy season this Sunday in the big part of Luzon and Visayas.
04:48 Here, our Tropical Second Wind Signal No. 1 is high in Batanes, Babuyan Islands,
04:53 Northern Eastern portion of Mainland Cagayan,
04:56 East part of Isabela, South and East part of Aurora,
05:00 Polilio Islands, Northern Eastern portion of Camarines Norte,
05:03 along with Calaguas Island, Northeastern portion of Camarines Sur, and Northern portion of Catanduanes.
05:09 Because of the increase in the diameter of the typhoon,
05:12 the northern part of Bicol Region has reached its peak.
05:16 So, we expect that the typhoon will reach the northern part of Catanduanes, Camarines Norte, and Camarines Sur.
05:23 Although, the typhoon will be moving away from us.
05:26 Because it will be moving to the north from today.
05:29 And as for the rain, we expect that it will be raining in the northeastern part of Mainland Cagayan,
05:37 along with the typhoon Sigoring.
05:39 Tomorrow, there will be additional places where there will be a chance of rain,
05:43 particularly in Batanes, Baboyan Islands, Northern portion of Mainland Cagayan, Apayao, and Ilocos Norte.
05:50 Meanwhile, when it comes to Wednesday,
05:52 this is the day when the typhoon Sigoring is the closest to Batanes.
05:57 It will be raining heavily in Batanes, Baboyan Islands, and also in the parts of Cagayan, Apayao, and Ilocos Norte.
06:07 Meanwhile, due to the strong winds, it will be raining in Zambales, Bataan, and Occidental Mindoro.
06:15 Actually, we have already raised heavy rainfall warnings, particularly in the areas of Zambales in the past few hours.
06:22 That is due to the strong rains that we have monitored.
06:25 It will also be raining in Cavite, Batangas, Silagang Bahagi in Palawan, and Antique.
06:31 Tomorrow, on Tuesday, there will be a chance of rain in Zambales,
06:36 Bataan, and Occidental Mindoro.
06:38 Also, in some parts of Cavite, Batangas, Silagang Bahagi in Palawan, and Antique,
06:44 in the southwestern portion of Iloilo, and in the northwestern portion of Aklan.
06:49 When it comes to Wednesday, it is still expected that it will be raining in the western section of Luzon,
06:56 in Zambales, Bataan, Occidental Mindoro, and in some parts of Cavite, Batangas, and Cromblon.
07:03 Silagang Bahagi in Palawan, Antique, and northwestern portion of Aklan.
07:07 However, in the areas that we are mentioning, there is a high possibility of sudden floods and landslides,
07:14 especially in the areas that are often flooded.
07:17 That is why, the precautions for our fellowmen are different.
07:20 Especially, we are expecting that the rains will continue, particularly in the northern part of Luzon and Cavite.
07:27 That is why, we should always be prepared to be safe from any dangers that may be caused by heavy rains.
07:34 Meanwhile, when it comes to the winds, we are expecting that there will be some more winds.
07:39 Although, there is no Tropical Second Wind Signal, it is an effect of the long-term winds.
07:44 That is why, we are expecting some winds, particularly in some parts of Central Luzon, in Aurora, Bataan,
07:49 in Manila, Calabarzon, Maropa, Bicol Region, Visayas, Dinagat Island, Camiguin, and a large portion of Zamboanga Peninsula.
07:58 This is a western section of Mindanao.
08:00 That is why, we are still expecting some winds, especially in the northern part of Luzon,
08:05 that may be caused by a strong storm.
08:08 When it comes to Wednesday, the storm will intensify the northern winds.
08:12 Meanwhile, these are the areas where our Gale Warning is high.
08:16 We have a high Gale Warning in Batanes, Cagayan, along with Babuyan and Calayan,
08:21 as well as in the northern part of Ilocos Norte.
08:24 Along with Aurora, Quezon, Palawan, Romblon, Marinduque, Occidental and Oriental Mindoro,
08:30 Southern Coast of Batangas, Northern and Eastern Coast of Catanduanes,
08:34 Masbate, along with Buryas Island, Antique, Aklan, Capiz, Iloilo, Guimaras, and Negros Occidental.
08:41 In these parts of our country, we expect the sea to be unstable,
08:46 so it is dangerous to sail small sea vessels and small boats.
08:51 It is also possible to cancel the trips of our sea vessels,
08:55 so we should be careful and coordinate, especially in the coasts where we usually sail sea vessels,
09:04 because it is possible to cancel this if we have a high Gale Warning.
09:09 We will continue to follow you on social media platforms,
09:13 so you can get more information, specific information and details on our website, bagong.pagasa.usc.gov.ph.
09:23 Again, I repeat, in general, it will still be rainy this week in a large part of Luzon and Western Visayas.
09:30 At least, the sky is cloudy with scattered rain.
09:33 It is like a long wind that is being blown by a storm.
09:37 Maybe, if the new storm arrives on a Thursday, it will continue to blow the wind.
09:44 And live, here in Pag-asa, Weather Forecasting Center, Obet, Badrina,
09:49 we are always ready for a safe Philippines.
09:54 Thank you very much.
09:55 Thank you.
