00:00 Good morning to all of you.
00:02 Here is our latest update on the Super Typhoon Goring
00:08 as of Wednesday, this morning, August 30, 2023.
00:13 In our latest satellite images,
00:15 we were able to see the Super Typhoon Goring
00:18 which is even stronger,
00:19 with its maximum sustained winds at 195 km/h,
00:24 it's close to the middle, and it's already reaching 240 km/h.
00:28 It's close to the water of Sabtang,
00:32 in the province of Batanes, in Sabtang Island.
00:36 It's also a municipality of Sabtang.
00:38 It's also reaching its maximum speed of 20 km/h.
00:44 Based on our latest data,
00:46 it seems like there was no landfall,
00:48 even so, the winds were still very strong
00:52 that it brought,
00:53 particularly in Babuyan Islands,
00:55 and in some parts of Batanes,
00:59 where the so-called eye wall is close,
01:02 or where the strongest winds brought the typhoon.
01:06 Now, it's moving to the north,
01:09 and it will start to move to the parts of Batanes and Babuyan Islands.
01:15 Meanwhile, we are also monitoring the Severe Tropical Storm Haikoui,
01:19 a new typhoon that we are expecting to enter
01:22 the Philippine Air Personsibility today.
01:25 We will give an update on that later.
01:27 Meanwhile, the Southwest Monsoon is still going on,
01:31 or what we call the "Hanging Habagat".
01:33 This is what brings the rains,
01:35 particularly in the parts of Luzon and Cabizayaan.
01:40 So, in general, today,
01:42 a large part of Luzon and Cabizayaan,
01:45 especially the parts of Visayas,
01:47 will experience a cloudy sky
01:49 where there is a high chance of rain.
01:52 For now, this is the latest track of the Severe Tropical Storm,
01:57 which has an international name, Saula.
01:59 And our forecast here is that it will continue to move
02:03 to the north,
02:05 north, north,
02:06 or it will start to move to the parts of Batanes and Babuyan Islands.
02:12 This is moving now to the parts of Luzon Strait.
02:15 We are expecting that it will be brought out by the Philippine Air Personsibility
02:20 today, or later tonight, or tomorrow,
02:23 or on Thursday, early in the morning,
02:25 to the southern part,
02:28 the southern part of China.
02:30 So, now, we have a signal number 4,
02:33 earlier we had a signal number 5,
02:34 but because the storm is still far away,
02:36 we lowered the Tropical Cyclone Wind signal,
02:39 particularly here at signal number 4,
02:41 in the southern portion of Batanes,
02:43 northern portion of Babuyan Islands,
02:45 signal number 3,
02:47 in the southern part of Batanes,
02:49 southwestern portion of Babuyan Islands,
02:51 while signal number 2,
02:53 in the southern part of Babuyan Islands,
02:55 northern part of mainland Cagayan,
02:58 and northern part of Ilocos Norte.
03:00 Signal number 1,
03:02 in the northern and eastern portion of Isabela,
03:04 southern part of Ilocos Norte,
03:06 southern part of Cagayan,
03:08 Apayau, northern portion of Abra,
03:10 northern portion of Calinga,
03:12 and extreme northern portion of Ilocos Sur.
03:15 We are hoping that in Isabela,
03:19 the Tropical Cyclone Wind signal will be reduced
03:22 while the storm is still far away.
03:25 It is already far away,
03:27 so it will slowly decrease,
03:29 or the storm will be reduced in the wind.
03:31 Meanwhile, when it comes to the rain,
03:33 we are hoping that it will still rain
03:35 in the large portion of northern Luzon,
03:37 here in the extreme northern Luzon,
03:39 including Batanes, Ilocos Norte,
03:41 Abra, Apayau, Calinga,
03:44 and also in Cagayan, mainly Cagayan and Isabela.
03:46 I mentioned that the provinces are still hoping
03:49 that the rain that will be experienced today
03:52 will continue after the Tropical Cyclone.
03:54 Meanwhile, after the strong winds
03:57 or the southwest monsoon that is being caused by the Tropical Cyclone,
04:00 we are still hoping for the rain,
04:02 particularly in the northern part of Palawan,
04:05 in Occidental Mindoro,
04:06 as well as in Sambales, Bataan, Antique,
04:09 Negros Occidental, Guimara,
04:11 and the southern portion of Palawan,
04:12 including Cagayan, Silio.
04:14 So we are still hoping that the rain will continue
04:16 in the western section of Luzon and Visayas
04:19 for today,
04:21 as well as tomorrow,
04:22 on Thursday,
04:24 and until Friday.
04:25 We can see on our map,
04:27 this is the rainfall map,
04:29 we can see that there is a high chance
04:31 that it will still rain until Friday,
04:33 particularly in the northern part of Luzon,
04:36 in Sambales, Bataan, Occidental Mindoro area,
04:39 and in Camaynilaan.
04:41 We can see that there is a high chance
04:43 that it will still rain from today until Friday,
04:46 as well as the southwest monsoon,
04:48 and the areas that are being affected by the Tropical Cyclone,
04:50 such as Rizal, Cavite,
04:51 and also in the Batangas.
04:54 In the areas where we are expecting a strong rainfall,
04:58 we are still hoping for landslides,
05:02 and sudden floods,
05:04 especially in the areas
05:07 where there is a high chance
05:10 of landslides due to the strong rains.
05:13 For now,
05:14 our gale warning is still high
05:16 in a large part of Luzon and Visayas.
05:18 The towns of Luzon and Visayas
05:20 are still in danger of flooding.
05:22 The small sea vehicles and small boats
05:25 are still possible to cancel
05:27 their trips by some sea vehicles.
05:30 This is the end of our gale warning
05:32 because the sea will be very dangerous.
05:34 Meanwhile, it is still possible
05:37 for the wind to blow
05:39 in a large part of Luzon,
05:41 as well as in the western Visayas.
05:44 This is the end of the combined effect
05:46 of the Tropical Cyclone Goring
05:48 and its strong winds in the southwest.
05:50 Meanwhile, let's go back
05:52 to another storm that we are watching
05:54 that will be entering the Philippines,
05:55 and it is the Tropical Cyclone Haikuwi.
05:59 It is still outside of Par,
06:00 more than 1,560 kilometers east
06:04 of extreme northern Luzon.
06:05 It will bring the wind
06:06 to 110 kilometers per hour.
06:08 It will be near the middle
06:09 and will blow 135 kilometers per hour.
06:12 It will be blowing in the north
06:14 at a speed of 15 kilometers per hour
06:17 based on our latest track.
06:19 We are hoping that it will be
06:21 entered by the Philippine Air Persponsibility
06:23 this morning or this afternoon.
06:25 It will be blowing in the north.
06:27 It is possible that based on our latest track,
06:29 even though it can still change,
06:31 but there is a big chance that
06:32 on Friday, Friday night,
06:35 it will be outside of the Philippine Air Persponsibility.
06:38 Even though we are not seeing
06:40 a direct effect,
06:41 the Tropical Cyclone Haikuwi
06:43 will not landfall,
06:46 it will continue to strengthen
06:48 the long-term wind,
06:49 so the rains will continue,
06:51 at least the cloudy skies,
06:53 in a large part of Luzon and western Visayas
06:55 until Friday or Saturday
06:58 because of the incoming Tropical Storm Hana.
07:01 And that is our latest
07:04 in the current situation.
07:06 The Tropical Storm Guring will be released
07:08 and the new storm we call
07:10 Tropical Storm Hana will be entered.
07:12 Because of that, we are still expecting
07:13 a big chance of rain
07:14 in a large part of Luzon and western Visayas.
07:17 Let's follow our various social media platforms
07:20 for the latest updates
07:21 in the current situation.
