00:00 In February 2004, the Republic Act 9242 or the Philippine Tropical Fabrics or PTF law was passed.
00:09 This is the law that requires all government employees to receive clothing allowance
00:14 that the Philippine Tropical Fabrics uses for their uniform.
00:18 But after two years of implementation, it violated the Samut Saringhamon Law.
00:23 This includes the lack of supply of materials that will be used like cow.
00:28 Earlier, the CSC formally announced the amended IRR of the law.
00:33 The purpose of the amendment to the IRR is to address the non-availability of PTF to end users
00:39 or to the various government agencies.
00:42 Under the new IRR, the limited supplier will solve the standards laid by the Philippine Textile Research Institute Test.
00:51 After talking to the DOST, especially the Philippine Textile, we talked to the DPI,
01:02 the Industrialization Department and the Department of Agriculture in the Philippine Fabrics
01:10 in terms of the supply of fabrics. We made this amended IRR.
01:18 Based on the amended IRR, the fibers that can be used are cow, banana, pineapple, silk and bamboo.
