00:00 The programs and initiatives implemented by Zamboanga City Jail
00:06 have an important role in the rehabilitation and reintegration of the people in our country.
00:13 Here, they provide food for individuals to be productive and have hope in their lives.
00:20 That's why we are joined by the Warden Jail Superintendent Xavier Solda
00:26 to give us information about the livelihood programs and other programs that are being conducted in Zamboanga City Jail.
00:33 Good morning and welcome here in Rise and Shine, Philippines, sir.
00:36 Yes, good morning to all our viewers.
00:39 Okay, can we introduce to our viewers the livelihood programs that are currently being implemented in Zamboanga City Jail?
00:46 Well, we have a lot of programs for our PDLs.
00:50 First, we learned in agriculture, our container gardening.
00:54 As of the moment, we have harvested PDLs up to 240 kilos and we are contributing to their income.
01:02 Of course, they are also making bead bags.
01:05 This is very beautiful and some are even exported.
01:09 We have service providers who buy and go to our facility.
01:14 We taught them sewing so they are now accepting sewing.
01:18 Even repairing cars or motorcycles, they are also being done inside the facility.
01:23 We have rabbit farming and we have a cafe and bake shop inside Zamboanga City Jail.
01:31 And soon, we will also start our coffee laboratory.
01:35 Wow, the programs you have are so beautiful.
01:37 This will really help them, especially when they are already out.
01:40 Okay, but how did these livelihood programs start and what is the purpose of these programs for the PDLs?
01:46 Well, this is part of the welfare and development programs that are being implemented by the BGMP in Zamboanga City Jail.
01:53 It is important that we learn the different aspects of their needs.
01:58 But above all, we should prepare them for their reintegration, their return to their family and community.
02:05 They should have a set of skills.
02:07 They should be able to survive.
02:09 They should have something to start with, right?
02:11 They should have knowledge, livelihood, and they can earn money outside.
02:16 Okay, what are the concrete skills that we are teaching in the livelihood programs?
02:22 Aside from what you mentioned earlier.
02:24 Well, first of all, we should clarify what our direction is.
02:28 In Zamboanga City Jail, there are many activities that can be part of our PDLs.
02:36 So, we conducted skills mapping.
02:38 So, the skills that they can use when they are free and they can apply for jobs, that is the training that we gave them.
02:47 And since now, we are focused on entrepreneurship among the PDLs, right?
02:53 So, we brought them there.
02:55 In fact, last month, we launched Zamboanga City Jail PDL Business Club.
03:01 So, we taught them how to be a good businessman, how to start their own business.
03:07 Of course, there is a challenge, stigma of those who were already imprisoned.
03:11 So, if they can't, if they have a hard time applying for jobs, they can start their own business.
03:18 Okay, it's good that you are teaching these livelihood programs.
03:21 But aside from the livelihood programs, are there any projects or initiatives in Zamboanga City Jail that are faring well?
03:28 The revival of the PDLs.
03:30 Yes, so actually, part of the welfare and development programs that we are giving now in Zamboanga City Jail,
03:36 is our effort to decongest the facility.
03:39 You know, congestion is a big challenge, not only in Zamboanga City Jail, but in other facilities throughout the country.
03:46 In fact, today and yesterday, there was a National Justice Zone Rideshop.
03:53 Different state actors talked.
03:56 The court is there, the DGMP, our prosecutors, the Public Attorney's Office.
04:02 How can we improve our work and how can we help to speed up the process of the PDL cases.
04:10 Because we should give justice in real time and we should be responsive.
04:16 We should not forget their rights.
04:20 We should consider that as soon as possible, our brothers and sisters inside the PITA should be released.
04:29 It is very evident that the programs you have are really helpful.
04:34 But for you, sir, how can this help in having a clearer direction for their lives?
04:41 Well, in the welfare and development programs that are being given by the DGMP or Zamboanga City Jail,
04:46 it is important that they have a positive perspective.
04:50 We should prepare them, not only their perspective, but also their skill sets.
04:57 And of course, their confidence in human beings.
05:01 That's why it's important that we recognize their rights and dignity as human beings.
05:07 Because this is what will help them to return to their respective communities.
05:12 They are ready and they will not be ashamed.
05:15 Because it's really part of human life.
05:17 Sometimes you will stumble, you have a wrong decision, but it's good that they can show how they got up.
05:23 Thank you very much. And that's a big help for our brothers and sisters in PDLs.
05:28 We are very appreciative of this whole program, sir.
05:30 Thank you very much for giving us details about the livelihood programs and other programs that are being done by the Zamboanga City Jail.
05:37 Jail Warden, Superintendent Xavier Solda, thank you very much again.
05:42 Thank you.
