00:30 In December of last year, the SIM Registration Act was implemented.
00:35 The government said that it will help to ban tech scams.
00:41 But after the Senate Committee on Public Services heard about it,
00:45 there were still many complaints from the National Telecommunications Commission.
00:51 During the early phase of the SIM registration,
00:54 we noticed a decline in the tech scam complaint received in our office.
01:00 However, in the ensuing months, we again noticed a sharp increase of reported scams.
01:08 As of date ma'am, we have received a total of 45,697 complaints related to scams.
01:15 The NBI Cybercrime Division showed how easy it is to register a SIM card,
01:22 even if the picture is fake.
01:26 The NBI tried this on all the telcos and all of them failed.
01:31 Just last night, we tried to register.
01:34 We bought a SIM card from different telcos and we entered the face of an animal actually and different names.
01:41 We were still able to register.
01:43 The picture on the left, your honor, is a monkey.
01:47 It's a good thing that it's fake. If it wasn't, they wouldn't have given it to us.
01:51 The telcos said that many were prevented from implementing the rules and regulations of the SIM Registration Act.
01:57 That's why the seal was removed, just like the data privacy law.
02:01 That's why the applicants only asked for a few details and the punishment for fraud is low.
02:07 When the bill was being deliberated on, we asked to have access to government ID issuers
02:15 so that we can have a query system to see if the ID is valid or not.
02:21 That was a big issue back then.
02:26 Another thing we asked for was to have the National ID System fully implemented.
02:34 That's easier because there's biometrics.
02:37 That's the only thing that can stop it.
02:39 But the monkey in the picture, we can't see it because it's directly on the system.
02:44 SMART had processes in place to verify submitted information and data.
02:49 SMART also employed an optical character recognition technology,
02:54 not only to help SMART verify submitted information and data, but also to protect and secure its subscribers.

05:37 It's a loss if the 41 pesos price ceiling is followed by the regular milled and 45 pesos price ceiling for well-milled rice.

05:49 The 41 pesos regular milled is yellow or broken.
05:53 Some are still buying it.
05:56 Some retailers are also following the price ceiling because they bought cheap rice from the supplier.
06:01 But they are selling only five kilos per family so that many can buy.
06:06 Some retailers are asking to reduce the stock of their expensive rice before the price ceiling is fulfilled.
06:13 The punishment for those who violate the price ceiling is not just a fine but a prison.
06:18 The heaviest punishment is economic sabotage, which is non-bailable.
06:22 Profiteering and other crimes that are against commercial interests of the people.
06:30 The government's answer to the retailers is to give up to P15,000 to the 5.5 billion pesos sustainable livelihood program of DSWD.
06:41 The program is aimed at beneficiaries, DTI and Department of Agriculture,
06:45 who will consult with the retailer associations to find small retailers.
06:50 The DSWD is waiting for the list from the so-called government.
06:54 They will also make parameters if P15,000 is the same or depends on what you bought.

07:05 The target of DSWD is to distribute the rice next week.
