00:24 If Finance Secretary Benjamin Diokno will ask, the current free education program of the government is not visa and tax-free for students in the college.

00:33 In a statement, the Secretariat of State said that the dropout rate in state universities and colleges that benefit from free tuition is high,

00:41 an indication of the taxing of the country's money.

00:43 Instead, according to the Secretariat, the basic education system should be strengthened and there should be nationwide tests and the requirements for free tuition.

00:54 P21.7 billion was funded for free college education in 2024, which was funded by two million students.

01:02 But according to the Commission on Higher Education, if the dropout rate is the only basis, it's hard to say that the government's funds are wasted.

01:10 You can argue that maybe they dropped out because the subsidy of government is not enough.

01:17 Maybe their daily expenses are still not enough.

01:22 So our answer should be not to reduce the subsidy, but to find a way to increase the subsidy.

01:29 Moreover, it's true that the dropout rate reached 40 percent but it's because of the COVID pandemic.

01:37 Ched also asked why the government will save free college education when it's only equivalent to the trillion-peso budget of the government.

01:46 Every peso you invest in improving a Filipino is an investment that will outlast all the infrastructure you're building, the roads you're building,

01:59 Ched did not learn to review the free college education program to be sure that it will be beneficial.

02:05 But instead of nationwide tests as the basis for free tuition, the government should ask the sectors that are not capable to review for the college exam.

04:38 we went to Barangay Pansol in Quezon City,

04:41 one of the landslide prone areas in Metro Manila.

04:44 The rocks in the area are an indication that there is a way or mitigating measure

04:50 to stop the formation of lands in the area.

04:52 These rocks are like makeshift mitigation measures.

04:58 There is an increase in landslides in Barangay Pansol

05:01 due to the possibility of a landslide.

05:04 But not all of the areas that are affected by the West Valley Fault

05:07 are considered landslide prone.

05:09 If the material is solid rocks, it's okay.

05:14 But if it's broken and loose,

05:16 that's when landslide events are more likely to occur.

05:19 If the area is going through a thick soil,

05:23 that's another issue.

05:24 So we're looking at not only the slope,

05:25 but also the material of the area.

05:28 You should be careful if you see a crack or crack in your house,

05:32 on the road or on the ground near your house.

05:35 Seepage or the release of water in a place where there is usually no water is also to be watched.

05:41 This means that our land is full of water.

05:45 If the land is full of water and it experiences a little rain,
