00:00 Nationwide test to determine who should benefit from free tuition in the college.
00:12 That is one of the pillars of the Department of Finance so that they won't waste the country's funds.
00:17 This is the opinion of the Ched in the testimony of Rafi Tima.
00:24 If Finance Secretary Benjamin Diokno will ask, the current free education program of the government is not visa and tax-free for students in the college.
00:33 In a statement, the Secretariat of State said that the dropout rate in state universities and colleges that benefit from free tuition is high,
00:41 an indication of the taxing of the country's money.
00:43 Instead, according to the Secretariat, the basic education system should be strengthened and there should be nationwide tests and the requirements for free tuition.
00:54 P21.7 billion was funded for free college education in 2024, which was funded by two million students.
01:02 But according to the Commission on Higher Education, if the dropout rate is the only basis, it's hard to say that the government's funds are wasted.
01:10 You can argue that maybe they dropped out because the subsidy of government is not enough.
01:17 Maybe their daily expenses are still not enough.
01:22 So our answer should be not to reduce the subsidy, but to find a way to increase the subsidy.
01:29 Moreover, it's true that the dropout rate reached 40 percent but it's because of the COVID pandemic.
01:35 It's already a big dropout rate.
01:37 Ched also asked why the government will save free college education when it's only equivalent to the trillion-peso budget of the government.
01:46 Every peso you invest in improving a Filipino is an investment that will outlast all the infrastructure you're building, the roads you're building,
01:56 because they will create a more educated workforce.
01:59 Ched did not learn to review the free college education program to be sure that it will be beneficial.
02:05 But instead of nationwide tests as the basis for free tuition, the government should ask the sectors that are not capable to review for the college exam.
02:15 We tried to get Secretary Benjamin Diokno to give an explanation about his proposal, but he has no answer.
02:20 For GMI Integrated News, Rafi Timang, your witness.
02:25 Dry run will conduct the 100 percent electronic toll collection or ETC in some plazas in some parts of Skyway and Expressway Bukas.
02:36 Dry run will also conduct Skyway Stage 1, 2, and 3.
02:41 Some plazas in Naia Expressway, Southern Tagalog Arterial Road, T-PLEX, and some plazas in S-LEX will also be included.
02:52 Let's remind the drivers of the so-called Expressways to have an auto-sweep RFID to avoid accidents.
03:02 Landslides are a threat especially when it rains and floods.
03:06 But how can we know if your area is landslide prone?
03:11 Let's find out with the witness, Jamie Santos.
03:14 Now that it's a stormy season and there's a strong rain,
03:20 San Mateo, Rizal is one of the towns that is monitored by the Landslide Prone Area in the province of Rizal.
03:26 There are houses that are located where the land could be built.
03:30 Especially Barbaro 1, Barbaro 2, and the other riverside.
03:35 We are alerted when the rain is heavy.
03:40 Even if there's no sign of a storm and the rain is heavy, we are alerted.
03:46 The land is getting softer especially in Phase 1.
03:50 We have a place there that is sinking.
03:56 If this is Black 5 or Black 4. And then here in Phase 2C.
04:01 They also say that they are always monitoring the big rocks beside the subdivision.
04:07 Explained by the Mines and Geosciences Bureau,
04:10 landslide prone is considered to be a common place in the Philippines
04:13 because of the geologic setting of the country.
04:16 In all the islands of the Philippines, we have a lot of hills.
04:19 The characteristics of these hills are that their slopes are steep.
04:27 This is one of the checklists to say that an area is landslide prone.
04:32 In Metro Manila, there are landslide prone areas.
04:35 Earlier, together with the Mines and Geosciences Bureau,
04:38 we went to Barangay Pansol in Quezon City,
04:41 one of the landslide prone areas in Metro Manila.
04:44 The rocks in the area are an indication that there is a way or mitigating measure
04:50 to stop the formation of lands in the area.
04:52 These rocks are like makeshift mitigation measures.
04:58 There is an increase in landslides in Barangay Pansol
05:01 due to the possibility of a landslide.
05:04 But not all of the areas that are affected by the West Valley Fault
05:07 are considered landslide prone.
05:09 If the material is solid rocks, it's okay.
05:14 But if it's broken and loose,
05:16 that's when landslide events are more likely to occur.
05:19 If the area is going through a thick soil,
05:23 that's another issue.
05:24 So we're looking at not only the slope,
05:25 but also the material of the area.
05:28 You should be careful if you see a crack or crack in your house,
05:32 on the road or on the ground near your house.
05:35 Seepage or the release of water in a place where there is usually no water is also to be watched.
05:41 This means that our land is full of water.
05:45 If the land is full of water and it experiences a little rain,
05:49 it becomes unstable and that's when landslides occur.
05:54 To be sure if your area is a landslide prone area in the country,
05:58 you can check the website of the Mines and Geosciences Bureau of the DINR.
06:03 For JMAI Integrated News, Janie Santos is your witness.
06:09 Possibly this weekend, the distribution of aid for rice sellers will start, according to DTI.
06:16 It is also being studied if the price ceiling can be removed within two to three weeks.
06:22 JMAI Integrated News witnesses.
06:24 95 percent of the compliance rate of retailers in the price ceiling is being implemented by the government for rice,
06:34 according to the Department of Agriculture.
06:36 According to Alan Gatos of Super Radio-DZBB, the DA and NFA are visiting the rice sellers daily to evaluate the rice being sold.
06:45 This store in Muntinlupa is following the price ceiling.
06:48 But they are saying that the prices are high for the buyers.
06:51 They are at a loss for the 45 pesos they sold for well-milled rice because the average price is 48 pesos per kilo.
06:58 That's why only one kilo can be bought per customer.
07:01 In Puhunan, if we are going to sell rice in Puhunan, we need to sell at least 50 kilos.
07:08 It's painful for us to sell rice for a low price. We are at a loss.
07:15 In this store, 39 pesos per kilo is being sold.
07:19 It's just a return. We will just compensate for the other rice.
07:22 According to DTI, the government will look into the price ceiling within two to three weeks.
07:28 This weekend, the payout of up to 15,000 pesos for rice retailers is possible, but not all of it can be given to a country.
07:37 It depends on the list of retailer associations and who is verified.
07:42 Those who are verified can be accepted to the list of associations and registered in the LGU.
07:47 There is no need for receipt or proof of purchase.
07:50 If you are a computer, imagine you are talking about more than 50,000 retailers and you are asked for receipts, how much they bought.
08:02 According to the US Department of Agriculture, the sixth largest consumer of rice in the Philippines.
08:08 We are also the second largest importer of rice in Southeast Asia and the second largest importer of rice in the world.
08:16 India is the largest exporter of rice in the world. Even if the rice is mixed, it is exported by the next three largest exporters.
08:25 It cannot be compared to the rice exported by India.
08:28 The export ban was implemented by India on a type of rice since July.
08:33 One of the reasons why the price ceiling of rice in the Philippines was implemented.
08:38 The talk of rice has reached the ASEAN Summit.
08:41 Vietnam's promise in talking to President Bongbong Marcos is that they will sell rice at a low price.
08:47 According to the Philippine Statistics Authority, almost 85 percent of the rice imported in 2021 came from Vietnam.
08:55 We look forward to having a stable grain world of co-operation of rice trade for a long period of at least five years.
09:08 One of the President's men in the new Prime Minister of Cambodia is also an agriculturalist.
09:14 He said that the Philippines imported 2,500 tons of rice this May.
09:19 In the face of what we are anticipating in terms of the agreement and we are proud that it brings, we hope that we can find an agreement.
09:35 For GMA Integrated News, Mackie Pulido, your Saksi.
09:39 President Bongbong Marcos called on ASEAN members to unite against his dangerous use of the Coast Guard and Maritime Militia in the South China Sea.
09:52 In his intervention in the 18th East Asia Summit in Jakarta, Indonesia,
09:57 President Marcos said that tensions should not be allowed, including the leaders of China, Australia, India, Japan, South Korea, America, and other world leaders.
10:10 We must oppose the dangerous use of Coast Guard and Maritime Militia vessels in the South China Sea.
10:17 The militarization of reclaimed features in the South China Sea.
10:22 We remain committed to the peaceful resolution of disputes in the South China Sea in accordance with international law.
10:30 We will continue to uphold and exercise freedom of navigation and overflight in the South China Sea in accordance with international law, including, of course, the 1982 UNGDRAWs.
10:44 There is a new recognition in the Philippines as a tourist destination.
10:50 Our rich sea is a star.
10:53 It was nominated as Asia's leading dive destination in the World Travel Awards 2023.
10:59 This has been won by the Philippines several times.
11:01 According to the Department of Tourism, this proves that there is no equality.
11:05 The beauty of biodiversity of our dive spots.
11:09 They say they will continue to strengthen tourism in our country.
11:19 We will now return to the famous oppa of the country.
11:23 He is Korean actor Lee Minho.
11:26 Minho arrived in the Philippines for an event in October.
11:31 He also hosted fan meets here before.
11:34 He was known for his role in several hit K-dramas and he is also a legend of the blue sea who is also watched on the GMA network.
11:47 Some netizens were so wowed by the prime time queen, Marion Rivera, after they watched the "Sabay Sabay Tayo" dance challenge.
11:56 And Kylie Alcantara is ready to take on more mature roles.
12:00 This is the showbiz star of Katatibayan.
12:03 A birthday surprise was the one who visited the Sparkle star Kylie Alcantara for her 21st birthday last September 3.
12:16 Kylie was with her family and friends for a simple dinner.
12:21 And now she is ready to take on different genres and mature roles in showbiz.
12:26 I'm open to experimenting on a lot of things when it comes to my career.
12:32 Mature roles? Hmm, maybe it depends on the story.
12:36 Kylie should also look forward to the upcoming project that she is very excited to share very soon.
12:42 30 Seconds to Mars lead vocalist Jared Leto shared his inspiration for their upcoming album, "It's the End of the World, But It's a Beautiful Day".
12:52 Set to release this September, the album's songs are based on personal experiences.
12:59 And just like the title "The End of the World", what will Jared do once the world is at peace?
13:06 For me, my last moments would probably be filled with, you know, thoughts of gratitude.
13:15 Looking forward, Jared will visit the Philippines again and explore the beauty of Palawan.
13:21 Hopefully, he will be back by 2024.
13:24 Oh, has everyone been able to join the trending TikTok challenge of Capuso Prime Time Queen Maren Rivera?
13:35 If not, here's your chance!
13:38 She will choose a lucky netizen to join her on stage as long as she wins in her "Sabay Sabay Tayo" challenge.
13:46 In Maren's TikTok react video of her dancing with the crowd, the Prime Time Queen was amazed by the moves she showed.
13:55 I don't think I can compete with the giling here.
13:59 The other one has an extra effort to make it even more exciting.
