Transcript
00:00 The DTI has laid a system for rice assistance for retailers. We will find out with DTI Assistant Secretary Agaton Uvero. Asec good morning.
00:09 Good morning.
00:14 Asec this is Aljo Bendijo sir of BTV.
00:18 Yes.
00:19 What can DTI say about the proper compliance of retailers in price ceiling for regular milled and well-milled rice?
00:29 Based on our monitoring yesterday, here in NCR, this is the first thing we are focusing on.
00:36 There are many who are following.
00:38 So DTI's focus now is info dissemination, monitoring, and validation of the list of retailers
00:50 that are not yet low, maybe 25,000 retailers in Metro Manila only, to receive financial aid assistance in DSWD.
01:03 So that's where we are focusing now on that work.
01:07 The Executive Order is just a bit new and it needs to be made clear to the public because there are many doubts about its effect.
01:19 Second, I want to make it clear to the public and viewers that not all rice is included in the cap.
01:27 Because many are showing in the news that there are 50, 60, 70 plus, like that, there are 57.
01:35 Most of the medium-priced are premium rice. It's not included in the cap price.
01:42 It's really high because it's premium rice. But the well-milled and regular, that's where the 45 and 41 prices apply.
01:52 How can we be sure that it's not being cheated or being cheated by some of our countrymen, retailers,
02:00 that instead of regular, they will do well-milled, well-milled, like that. How is the monitoring?
02:07 That's possible. But my advice to those who are choosing is to go to your local market to be sure.
02:18 But we are also included in monitoring the quality of the rice that is being sold.
02:26 We are also consulting with traders. To be honest, we were in Bulacan yesterday with traders
02:36 to make sure that there is a good supply of well-milled rice and regular-milled rice for the coming weeks.
02:45 (In Tagalog)
03:13 So we are also expecting prices to go down.
03:18 Okay. Not all retailers, is it correct, will give assistance to the government? Is it correct?
03:25 Our target is all retailers affected by NCR.
03:31 But the first on our list are those in public markets, registered in PLGUs.
03:39 But there are micro stores, small stores in barangays, possibly not registered in the municipality or city,
03:52 that are also selling rice. This is where our Bureau of Small Business Division enters,
04:00 looking for information about our micro businesses.
04:09 Ian Cruz of GMA News has a question. How much rice can be given to retailers and what is the minimum and maximum financial assistance that will be given to each retailer?
04:24 (In Tagalog)
04:46 So they will be given P15,000 immediately. Is that correct?
04:50 Yes. After verification, validation, you will cut them and they will sell at a loss.
04:57 They lost money in the past few days. Our target before the end of the week is for the distribution of DSWD, financial assistance.
05:08 Yes. Is the money going directly to them sir or will it go to the bank?
05:14 Yes. What we heard from DSWD is that there will be staging centers for distribution.
05:21 Again, there is an initial list, validated by DTI, with the help of DA and LGUs.
05:29 They also have a fast verification process, just like what they do in their other programs.
05:36 So just a list of DTI and DA, then the implementation would be DSWD.
05:44 Aside from the assistance, what other help was provided, especially by DTI, to the retailers of this price ceiling asset?
05:52 (In Tagalog)
06:22 At the same time, DA and LGUs are coordinating logistic support in delivering rice to reduce the price or cost of rice from the warehouse to the retailers.
06:44 When is the DTI's plan to start the market linkages and how will this system be implemented, Sec?
06:53 We have ongoing plans. We are talking to market masters.
07:03 On the other side, we are talking to traders who are offering supplies. We will link them so that our retailers can have access to cheap rice.
07:19 The preparation is ongoing.
