Kiambu MCAs call for boycott of licences and levies

00:22 East, and also proposed majority leader of Kiambu
00:27 County going forward.
00:30 Today we were in assembly, and we were here to witness
00:38 tabling of the finance bill that was brought by the
00:42 executive.
00:43 And members unanimously have agreed they will not pass that
00:46 finance bill, giving citations of even what has been passed
00:52 before, the finance bill that have existed in previous years.
00:56 We have not seen anything that has been
00:59 happening on the ground.
01:00 And therefore, as members and responsible members of this
01:03 county, we decided that there is no need of you continuing
01:09 taking money from people, whereas you're not giving the
01:12 services.
01:13 That is the main reason as to why members have declined to
01:19 pass the finance bill.
01:20 Same Wanjiko, the people who elected us, are the same
01:24 people who are complaining to our offices, to everywhere,
01:27 that nothing has been happening in Kiambu.
01:31 And therefore, they are in better position to understand
01:36 us when we say that they should not give the county
01:44 government of Kiambu money, because nothing has been
01:47 happening on the ground.
01:48 And therefore, Wanjiko is in better position to understand
01:51 what we are talking about.
01:52 Today here in Kiambu County, Assebre, we have agreed
01:56 unanimously that we are not going to agree to table the
02:00 finance bill for Kiambu County for the reasons where we see
02:04 that the previous finance bill has not been effectively being
02:10 acted upon, because the governor has been collecting
02:12 the money.
02:13 Unfortunately, we have not been seeing any development in
02:16 Kiambu County.
02:17 So we are urging that we have stopped this particular
02:21 process to make sure that we see what the money that was
02:24 collected in the last financial year, what it has
02:27 done to Kiambu people.
02:30 So what you mean is that right now, every coin that is being
02:33 collected by the Kiambu County government is illegal.
02:36 It is illegal.
02:37 And we want to tell our people that now the finance bill that
02:42 is supposed to show the direction on how much is
02:45 supposed to be collected on like parkings, to be
02:48 collected in the business permit, they do not have any
02:52 legitimacy up to now.
02:54 And we are urging them not to pay anything, because whatever
03:00 they are going to pay, we are not sure.
03:03 We do not have any substantive amount that they're
03:05 supposed to pay.
