00:00My very clear instructions is as we digitise government services, we must onboard the digitisation
00:10of police services, national youth service and also our prison service.
00:16The legendary OB must be in digital form so that it is known if a Kenyan has been booked
00:32for whatever reason, it must be documented in a manner that cannot be tampered with.
00:43And I know there has been a process of digitising our OB and the whole front, the citizen facing
00:54front of our National Police Service.
00:58That is an exercise that I would want to see completed in the shortest time possible so
01:04that we can have much more predictability.
01:08I would also want to see the payment of fines digitised, instant fines and all the other
01:17things that occur around payments.
01:22We must stop the culture of dealing in cash.
01:29We are moving, we have moved away and shortly we will have a cashless government that does
01:34not engage in the business of cash.
01:37I know there is a lot of resistance in some quarters but we will make sure that this whole
01:43space has been leveraged on technology to make sure that we can drive the reform and
01:51efficiency in this sector.
