00:00 Nationwide test to determine who should benefit from free tuition in the college.
00:05 That is one of the reasons behind the Department of Finance not to waste the PONDO of the people.
00:10 This is the opinion of the CED in the testimony of Rafi Tima.
00:14 If Finance Secretary Benjamin Diokno will ask,
00:20 the current free education program of the government is not visa and accessionable for students in the college.
00:27 In an exposition, the Secretariat said that the dropout rate of those in state universities and colleges
00:32 who benefit from free tuition is high,
00:34 an indication of the lack of money of the people.
00:37 Instead, according to the Secretariat,
00:39 the basic education system should be strengthened and nationwide tests should be conducted
00:43 and the people should benefit from free tuition.
00:47 PONDO of 21.7 billion pesos for free college education in 2024
00:53 benefited 2 million students.
00:56 But according to the Commission on Higher Education,
00:58 if the dropout rate is the only basis,
01:00 it is hard to say that the PONDO of the government is wasted.
01:04 You can argue that maybe they dropped out because the subsidy of government is not enough.
01:10 Maybe their daily expenses are still not enough.
01:15 So our answer should be not to reduce the subsidy,
01:19 but to find a way to increase the subsidy.
01:22 In addition, it is true that the dropout rate reached 40 percent,
01:26 but because of the COVID pandemic,
01:28 the dropout rate is already high.
01:31 CHED also asked why free college education will be saved
01:34 when it is only a part of the trillion-trillion-peso budget of the government.
01:39 Every peso you invest in improving a Filipino
01:42 is an investment that will outlast all the infrastructure you're building,
01:48 the roads you're building,
01:49 because they will create a more educated workforce.
01:53 CHED did not say that it will review the free college education program
01:56 to make sure that it will benefit.
01:58 But instead of a nationwide test,
02:00 the basis of the free tuition,
02:02 the government should ask the sectors that are not capable to review for the college exam.
02:08 We tried to ask Secretary Benjamin Diokno about his opinion,
02:12 but he has no answer.
