00:11 In the middle of heavy rain in Kalinan proper, Davao City,
00:14 a resident was caught on a cellphone video by a kidnapper.
00:19 No one was injured.
00:22 The heavy rain stopped early in the morning
00:25 when it started to rain in some parts of Davao City like Carlos P. Garcia Highway.
00:30 The sidewalk and a lane in Davao-Bucaynon Highway also caught on fire.
00:35 There's a new oil price hike tomorrow.
00:39 The price of diesel is 40 centimers higher than the price of gasoline.
00:43 The price of gasoline is 20 centimers higher than the price of gasoline.
00:47 This is the 10th of next week
00:50 when the price of diesel and kerosene will rise.
00:53 Next week, it will be the price of gasoline.
00:56 The Department of Transportation is hoping to distribute fuel subsidies to public vehicles.
01:04 Transportation Secretary Jaime Bautista said
01:07 that 1.3 million drivers and operators will benefit from this.
01:11 This is just one of the benefits.
01:14 And if ever, it will be repeated in the next year.
01:20 The President of the Philippines, Benjamin Diokno,
01:23 was surprised but supported by the economic managers
01:26 when he announced the price ceiling for rice.
01:29 He also suggested that the price of rice will be lowered
01:33 and the group of farmers was encouraged.
01:36 Witnesses were Ivan Mayrina and Mackie Pulido.
01:39 In some remote areas like Navotas,
01:45 the DSWD received a subsidy of Php15,000 from rice retailers
01:50 who are suffering losses due to the Php41 price cap for regular mills and Php45 for well mills.
01:56 But some of us talked to them and they did not sell rice at that price.
01:59 If I sell rice at that price, it will be a huge loss.
02:03 You will have to tricycle and carry it.
02:05 It's hard because we don't have any income.
02:09 The DSWD said that they are just depending on the list of DTI that we are still asking for a subsidy.
02:15 The economic managers of the government said that they were just surprised
02:18 when the President announced the price cap for rice.
02:21 There is a justification for this.
02:23 Under the ITEA market condition, the price of rice will not be lowered.
02:29 But we did not have a plan to do that.
02:32 But the economic managers said that the price cap is supported
02:37 to lower the price of rice.
02:39 Jokno suggested lowering the price of rice to 10%.
02:44 The government did not learn from this, said the Federation of Free Farmers.
02:48 That is why we are in the middle of a crisis.
02:51 It is because of the low rice production that the prices of imported rice
02:56 are being lowered under the Rice Tarification Law.
02:58 We have become too reliant on imports.
03:01 And now the solution is more imports at lower tariff.
03:06 And because the only thing that is imported is premium rice,
03:10 only those who can benefit from the lowering of the price of rice.
03:14 In Ilocos Norte, where his image was found in Paddy Art,
03:18 the President also gave the need for a large production of rice using technology.
03:24 It is equally important for me that the farmer makes a good living.
03:29 We will come together and bring it to market at an affordable price.
03:34 But even though the production is not enough, he asked for a price cap.
03:38 The President's brother Senator Amy Marcos also said in an article
03:42 that the price cap was created without consultation from the economic team.
03:46 And now, it's causing chaos in the warehouses.
03:48 Now, they are talking about removing the tariffs on imports.
03:51 His article seems sarcastic.
03:53 Just don't plant rice and just import.
03:56 In doing this, his father might get up on his birthday to declare the Martial Law.
04:02 Senate Minority Leader Coco Pimentel also said that the removal of tariffs,
04:07 the pursuit of hoarder fixers and the pouring of rice supplies should be done first by the NFA.
04:12 In the House of Representatives, Second District Representative Joey Salceda,
04:15 chairman of the House Ways and Means Committee, said that the implementation of price ceiling and rates
04:20 has returned some of the adjustments in the price of rice, said some of the President's colleagues.
04:25 We know that with a price ceiling, it won't be effective for a long time because shortages will cause.
04:37 If the ceiling is of value, it's a signal to our hoarders that we're going to go after you.
04:44 The former Secretary General said during the Duterte administration that the price cap is not effective.
04:50 It's going to encourage, instead of selling them, they will hoard.
04:55 Rice scarcity will be a problem.
04:57 The supply will be limited.
04:59 The demand is strong.
05:01 So you have a problem there.
05:03 For GMA Integrated News, I'm Ivan Meirina.
05:05 I'm Mackie Pulido, your witness.
05:09 400 kilos of rotten milk was caught in Dagupan City.
05:16 It was caught in the Magsaysay Fish Market by the authorities.
05:21 According to the City Agriculture Office, the fish was not fresh and it was not safe to eat.
05:27 It came from a town in Western Pangasinan.
05:30 It was sold at a cheaper price.
05:34 [Intro music]
05:46 My fellow countrymen, we are not just monitoring one, but two bad times inside and outside the Philippine Area of Responsibility.
05:55 An LPA is outside the PAR and it's last hope is in the 2,885 kilometers of the extreme northern Luzon.
06:04 The chance of it being a storm is low and the country is not expecting it to hit.
06:09 This is another low pressure area inside the PAR and it's seen in the 860 kilometers of the east northeast of the extreme northern Luzon.
06:20 The possibility of it developing as a storm is still there but we will continue to monitor the updates on this.
06:28 But it's not a storm that will affect the traveling extension of the LPA, the extreme northern Luzon.
06:37 It's also possible that it will force the southwest monsoon on the next days.
06:43 Based on the Metro Weather, it will rain tomorrow morning in the Ilocos Region and the western section of Central Luzon.
06:51 In the afternoon, it will rain all over Luzon.
06:54 We expect heavy to intense rains, especially here in Ilocos Sur, Cordillera, Isabela and some parts of Cagayan.
07:03 So be careful, fellow countrymen, for possible floods or landslides.
07:08 There will also be heavy rains in Visayas, especially in the afternoon.
07:13 We expect heavy rains here in Negros Provinces and some parts of Panay Island.
07:20 In Mindanao, there will be rain in the morning in Sudu Archipelago.
07:24 You can see there are green and color yellow.
07:26 This means that we expect light to moderate rains.
07:29 By the afternoon, it will rain all over Mindanao.
07:33 We can see red and orange colors here in our rainfall map.
07:37 This means that we expect heavy rains, especially here in Zamboanga Peninsula, Soxargen and some parts of Northern Mindanao.
07:46 For Metro Manila, there is a chance of rain tomorrow.
07:51 It is possible that it will be wide and there will be heavy rains in some places.
07:54 So if you will go out, especially for students or teachers, don't forget to bring an umbrella or your raincoat.
08:02 Now, let's look at the forecast of some major cities in the country.
08:08 In Metro Manila, the sky will be cloudy on Wednesdays and Thursdays.
08:13 This means that the chances of rain will be high if the wind is strong.
08:21 Meanwhile, the sky is partly cloudy and there is a chance of localized thunderstorms here in Metro Cebu.
08:27 We expect the same thing here in Metro Davao, which will start tomorrow and last until Thursday.
08:35 But, Kapuso, there is still a chance of rain, so let's continue to monitor it.
08:40 And that is the latest in the weather.
08:42 I am Amor La Rosa for GMA Integrated News Weather Center.
08:47 Expect any weather.
08:52 The GMA Integrated News anchor and host, Atom Arroyo, filed a civil complaint against the former Undersecretary Lorraine Marie Badoy and Jeffrey Celis.
09:01 The attack and defamation of Badoy and Celis against Arroyo and his family was reported on social media and their TV program.
09:12 The two were called by the active CPP Central Committee leader, Arroyo, and he was repeatedly red-tagged.
09:21 In one statement, Arroyo said that Celis and Badoy have no basis in his actions and that he is a part of the clutch in the freedom of expression.
09:31 Arroyo asked for 2 million pesos in civil complaint.
09:35 And in another Facebook post, Celis and Arroyo accused Badoy of condemning terrorism and the actions of the CPP-NPA-NDF to the citizens before filing a complaint.
09:47 We are still trying to get Badoy's statement.
