08:12 is part of the relevant negotiation, intergovernmental
08:17 processes that will take place very soon.
08:22 Among them, the summit on the sustainable development goals,
08:27 the conference of the parties under the Finber Convention of
08:31 the United Nations on Climate Change, COP 28,
08:36 the Third South Summit to be held early next year and
08:41 the Summit of the Future.
08:46 >> The summit of head of states and governments of the G77 plus China will
08:51 take place in Havana on September the 15th and the 16th with the support of
08:56 reinforcing unity and that side in on collective and
09:00 practical sections to face contemporary challenges.
09:04 Our correspondent in Havana Fabiola Lopez tells us more about it.
09:07 >> [FOREIGN]
09:10 >> This September 2023, Havana will become the capital of the global South when
09:15 the leaders of the group of 77 and China will meet in this city to discuss
09:20 current development challenges as well as the role of science, technology and
09:24 innovation.
09:25 >> [FOREIGN]
09:26 >> This is an indispensable summit in the midst of the economic and
09:31 multidimensional crisis that is occurring on a planetary scale.
09:35 At a time when the countries of the South are seeking a solution to
09:42 these problems within the scopes of independence, sovereignty, and a greater
09:47 degree.
09:49 I will say of awareness of where the roads that will take us toward
09:55 development mostly.
09:58 >> 23 years ago when inaugurating the first South Summit,
10:01 the supreme decision making body of the G77 and China, precisely in Havana,
10:06 Fidel Castro said that in the globalized world where knowledge is the key to
10:10 development, the technological gap between the North and the South was widening
10:15 in the conditions of increasing privatization of scientific research and
10:19 its results.
10:20 >> [FOREIGN]
10:23 >> Never before has humanity had such a formidable scientific and
10:27 technical potential.
10:29 Such an extraordinary capacity to generate wealth and well-being.
10:33 And never before has the world been so unequal and inequality so profound.
10:38 >> [FOREIGN]
10:40 >> The special representative of the group of 77 and China,
10:44 Ambassador Pedro Luis Pedroso, explains to Telesur that today more than ever,
10:49 developing countries and the world as a whole need to move towards a new
10:52 philosophy and paradigm of development because the resource base on which
10:56 humankind sustains is increasingly depleted.
10:59 >> [FOREIGN]
11:03 >> Capitalism does not sacrifice consumption for
11:07 man, which is proven and demonstrated.
11:12 Then the only way to advance towards a new paradigm is not only with a political
11:18 orientation that leads to that, but
11:23 it has to be on a technological and innovative basis.
11:27 If Cuba, in the midst of the most complex and difficult situation it has gone
11:34 through, which was not only a blockade intensified to unprecedented levels,
11:44 but also the consequences of the Cuban COVID period, and Cuba,
11:49 in the midst of that, was able to produce five vaccines,
11:52 three of them already in the market in use.
11:55 So what we, 134 countries,
11:59 can't do if we decide to unite our individual potentials?
12:05 [MUSIC]
12:09 >> In calling the meeting in Havana, President Miguel Diaz-Canel considered
12:13 that the scientific technical progress that is key to achieving development is
12:17 inaccessible to a large part of humanity and
12:20 has its roots in the unfair international economic order.
12:23 [MUSIC]
12:27 >> We can do many things if we decide to unite our potentialities,
12:31 our capacities, our resources.
12:34 And we will not necessarily have to depend on the north,
12:38 as it will be a new source of liberation of the south.
12:42 And therefore, what we intend with this summit is that,
12:46 to say that we have potentialities among us, we can do many things.
12:52 >> Cuba's commitment is to promote international solidarity and
12:56 cooperation among the countries of the south by advocating the use of science,
13:01 technology, and innovation as engines of sustainable development.
13:05 >> Fabiola Lopez, TELESUR, Havana.
13:09 >> The Salvadoran parliament has approved on Tuesday the 4th of the 18th time
13:14 an extension of President Nayib Bukele's emergency regime.
13:17 The Central American nation has now spent 17 months with limited
13:22 constitutional warranties as a strategy to reduce violence.
13:25 The request presented by the Ministry of Security, Gustavo Villatoro,
13:30 was approved by ruling party Nuevas Ideas and its allies with 67 votes.
13:35 Of all the United Nations organization based on evidence provided by
13:40 the Salvadoran organizations has expressed concern about the length of time and
13:46 the excesses committed under the regime,
13:49 the president of the parliament hasn't said about its efficiency.
13:53 >> [FOREIGN]
13:56 >> We are building the conditions for
13:58 new generations to have a dignified, free, and sovereign country.
14:03 Today, before the Salvadoran people, we commit ourselves to continue supporting
14:08 President Bukele in this effort to bring peace to every corner of our territory.
14:13 We will not take a step backwards.

17:30 In Libya, more than 5,000 people have died in a coastal city of Derna Al-An,
