00:40 According to the IAC, the DOCA will issue a memorandum, where only emergency vehicles are allowed to pass through the EDSA busway.
00:54 This is a warning to the IAC that it will pass through buses and other emergency vehicles. These vehicles are only allowed by the government that they visited.
