00:21 House Speaker Martin Numualdis is certain the lower house is on track on its target
00:28 to expeditiously approve the proposed 2024 national budget before Congress goes on recess later this month.
00:35 This Tuesday, the House of Representatives will start its plenary debates
00:39 on what they consider as the most important piece of legislation.
00:43 According to the House leader, they will work hard to meet their timeline,
00:47 and through the national budget, they hope to sustain the country's recovery from the COVID-19 pandemic
00:52 and to create more income and opportunities for each and every Filipino.
00:58 For his part, House Committee on Appropriations Chair Elizaldico,
01:01 who will preside on the plenary debates, assured to observe transparency throughout the proceedings.
01:07 He said the public has the right to know how the budget is allocated,
01:11 so it is a duty to fulfill for the benefit of everyone.
01:15 One of the main issues being discussed in the budget hearing is the allotment of confidential funds
01:20 for some agencies, but Appropriations Senior Vice Chair Stella Quimbos said,
01:26 "There are still many things that can happen.
01:28 Our plenary debates are for seven days.

01:35 Before the plenary debates, the Appropriations Panel also conducted a pre-plenary hearing
01:40 with officials from state universities and colleges in the country.
