00:07 2024 General Appropriations Act, which means it must be passed as soon as possible.
00:13 In a letter addressed to House Speaker Martin Romualdus, the chief executive said his order
00:18 is intended to address the need to maintain continuous operations following the end of
00:23 the current fiscal year, as well as to expedite the funding of various programs.
00:29 He also added he wants to ensure budgetary preparedness of the government to effectively
00:34 perform its constitutional mandate.
00:37 With this certification, the Congress is allowed to approve the bill on the same day instead
00:41 of the usual three-day gap between the approval on second and third reading.
