00:00 With an electronic signature from the United States, the President of Ecuador, Guillermo
00:04 Lasso, renewed the state of emergency in prisons for another 30 days.
00:08 On September 21st, Decree 878 was issued certifying the extension of a measure.
00:15 However, it was only on Tuesday that the Secretary of Communication of the Presidency made it

00:21 According to the text, the executive justifies the measure due to the conditions that led
00:25 to the decision in July remaining unchanged.
00:28 The decree indicates that it will remain in effect until October 20th.
00:33 Ecuador is currently experiencing an unprecedented wave of violence, both inside and outside
00:38 of prisons, resulting in 3,500 violent deaths as of the end of August.
00:50 In Ecuador, also the National Union of Teachers, Pensioners' Associations and Workers hold
00:55 a rally in front of the Constitutional Court to reject the public finance law.
00:59 The Union says that the decree law, presented by President Guillermo Lasso, seeks to cut
01:03 the education and health budgets.
01:05 In addition, the Union of Educators indicated that the law would eliminate the state's obligation
01:10 to pay 40 percent of the resources to the Ecuadorian Social Security Institute.
01:15 On Tuesday, the Constitutional Court will hold a public hearing to consider the arguments
01:19 of both representatives of the Lasso administration and civil society on the law.
01:28 The Civil Protection Department of Haiti has confirmed that the number of internally displaced
01:32 people due to the new wave of violence now exceeds 30,000.
