00:41council meeting there to discuss relief efforts.

00:59Meanwhile, the humanitarian situation in northern Gaza remains dire as Israel's siege of the

01:09The top UN humanitarian official is accusing Israel of blocking the delivery of desperately
01:14needed aid to Gaza, saying there's barely any food left in the north.
01:18During the first two weeks of October, just one out of 54 coordinated movements to the
01:27north via the al-Rashid checkpoint was facilitated by Israeli authorities, while another four
01:37were impeded but eventually accomplished.
01:42Following warnings from the U.S., Israel let in a limited amount of aid on Wednesday, but
01:46the U.S. ambassador to the United Nations called the progress insufficient.
01:56Israel's military is looking into whether Hamas' top leader, Yahya Sinwar, was killed
02:00in a military operation in Gaza.
02:03Sinwar, who Israel accused of being the architect of the October 7 surprise attack which killed
02:101,200 Israelis, was announced as Hamas' new head following the assassination of Ismail
02:15Haniyeh.
02:18The IDF said in a statement that at least three militants were killed in a building
02:22and that they were checking the possibility that Sinwar was amongst that number.
02:32European leaders meeting in Brussels are discussing the proposal of the European Commission to
02:36open deportation centres outside the EU borders.
02:41The Commission has lately embraced the ideas of the hard right on migration.
02:46The change in the Commission's mentality has pleased several countries.
02:49One of them is Greece, which has been accused by several NGOs of carrying out illegal returns.
02:55The Pact on Migration and Asylum does not address the question of returns.
02:59We cannot accept the fact that we are not effective to deal with those who are not entitled
03:07to protection status in the European Union.
03:09I'm eager to find out more about the innovative solutions proposed by the Commission and I'm
03:15happy about the fact that we recognize that we need to think out of the box.
03:20One of the examples would be the return centre that Italy has recently opened in Albania.
03:25Italy's Prime Minister Giorgio Meloni has been one of the promoters of a meeting with
03:29several like-minded leaders, which was also attended by the President of the European
03:33Commission.
03:34But although few in number, there are also detractors, like Spain's Pedro Sanchez and
03:39Belgium's Alexander de Kroo.
03:57Leaders are not expected to reach any agreement on migration at this summit.
04:05Ukraine's President Volodymyr Zelensky warned that North Korea supporting Russia would be
04:11a first step towards a world war.
04:14Zelensky claimed the country's intelligence services found evidence suggesting 10,000
04:19North Korean troops were training to join Russian forces.
04:23It comes after Zelensky presented his victory plan to EU leaders at a high-level summit
04:28in Brussels.
04:30We know about 10,000 soldiers of North Korea that they are preparing to send fight against
04:39us.
04:40And this is the first step to a world war.
04:43Zelensky said he received majority support from EU countries for his victory plan, which
04:49includes permission to fire long-range weapons into Russia.
04:53He emphasized the importance of receiving support from Western allies, but criticized
04:59that it often arrived slowly.
05:02Zelensky said the victory plan would result in an end to the war no later than next year.
05:07He also said he would like to present the document to Russia at a potential future peace
05:12summit.
05:18For a year, Serbian authorities have been systematically evacuating the areas around
05:22the northern border with Hungary, collecting migrants and transporting them to camps in
05:27the Serbian cities of Kikinda and Presevo.
05:31Hundreds of illegal immigrants used to live in the barns of the Karas farm along the border
05:36fence near the town of Horgos, leaving at night to get through the barbed wire fences.
