03:33 Now, the situation is that a district with a population of 5.5 lakhs and 6 lakhs has a seat in the National Assembly, and a district with a population of 13 lakhs and 13.5 lakhs has a seat in the National Assembly.
03:45 So, this difference would have ended if the delimitation committees of the Election Commission had not used the legislative authority that they had received in August. And the delimitation committees of the Election Commission have sticked to the same old rule, under which they take out the share of the district and ensure that there is no shortage in the district.
04:12 So, we believe that the spirit of the law is that it should never be in the seats of an Assembly, nor should it be in the seats of a district.
