00:35 Sir, is there a drug test being conducted for the government officials?
00:41 Yes.
00:42 CSC is ordering all agencies to conduct mandatory random drug tests for government workers, regardless of their position, rank, and salary,
00:57 as long as they are constitutional bodies, national government, local government units, government-owned and controlled corporations, and state and local universities and colleges.
01:10 But CSC guidelines are not met by officers and members of military, police, and other law enforcement agencies because they are under the regulations of the Dangerous Drugs Board or DDB.
01:26 Elective officials and officials appointed by the President are also not included.
01:32 The mandate of the mandatory random drug test is to keep government agencies drug-free.
01:40 This is also a way for the government officials to maintain their overall health and wellness so that they can provide proper services to the people.
01:50 Before entering the government, the applicant must be negative to the drug test.
01:57 For incumbent officials and employees, the drug test is conducted as a condition for retention in government service.

02:18 The drug test in an agency should be conducted by the Government Drug Testing Laboratory or Department of Health Authorized and Accredited Laboratory.
02:28 Randomly selected officials and employees must fill up and increase in the chain of custody.
02:36 When collecting specimen samples, it must be done in a place where the contents cannot be manipulated, such as mixing water with the specimen.
02:49 The specimen bottle must also be properly labeled.
02:54 Any official or employee who does not want to undergo a drug test for no valid reason may be charged with gross insubordination.
03:05 If an official or employee who uses or sells drugs is caught, he may be charged with grave misconduct and other appropriate criminal charges.
