00:00 In history, the Prime Minister of Japan, Kishida Fumio, has made a great contribution to the law.
00:06 His main message is to uphold the maritime order that is in accordance with the law and not by force.
00:12 He also said that the alliance between Japan and the Philippines is planned,
00:15 just like the Visiting Forces Agreement between the Philippines and America.
00:19 That is the joint force of the JPS and Jonathan Andal.
00:26 Ladies and gentlemen, I am pleased to be here.
00:31 This is the first time in history that a Japanese Prime Minister has stepped up and made a contribution to the law.
00:41 In the half-hour of his contribution, the Prime Minister, Kishida Fumio,
00:45 has made his most outstanding statement regarding the defense of the Philippines in accordance with the tensions in the South China Sea.
00:52 He said that there is a growing need for the alliance between Japan, the Philippines and America to protect the freedom in the South China Sea.
00:59 Let us protect the maritime order which is governed by laws and rules, not by force.
01:08 In order to strengthen the Philippine's defense, the government of Japan will provide the necessary equipment to the Philippines,
01:17 such as 12 ships in the Philippine Coast Guard.
01:20 Japan also has a great contribution to the Philippine economy.
01:23 For example, the Philippine's first subway system is being built with the help of Japan.
01:29 Kishida also said that they are in agreement with President Bongbong Marcos
01:33 to start the formal negotiation on the Reciprocal Access Agreement between Japan and the Philippines,
01:38 just like the VFA or Visiting Forces Agreement between the Philippines and America.
01:43 We are very happy that the government of Japan is very supportive.
01:48 It is not just one-sided.
01:50 It is not only the Japanese Self-Defense Forces that will train here.
01:54 Our soldiers, Navy and Coast Guard will also train in Japan.
01:58 We have guidelines here in the RIAA that they cannot abuse.
02:05 In our budget, we will support not only the Coast Guard but also the Navy and Armed Forces
02:11 so that we can strengthen our right here.
02:16 In a one-on-one interview with Assistant Minister and Japan Press Secretary Kobayashi Teradamaki,
02:23 he explained that the RIAA also has a role in the humanitarian assistance of Japan to the Philippines
02:32 when there is a crisis,
02:34 including Japan in condemning China's harassment of the Philippines in the West Philippine Sea.
02:41 But Kobayashi clarified that the RIAA Agreement is not directly related to China.
