Any numbers referring to poverty in the country are based only on official statistics from the Department of Statistics Malaysia (DOSM), says Rafizi Ramli.

In his winding-up speech during Budget 2024 debates at the committee stage, the Economy Minister cleared the air, following concerns raised by MPs on discrepancies in the total number of those in poverty and hardcore poor categories.

00:00 We need to answer this question about poverty. Many people ask about poverty. First, the difference between the number of poor houses in this country.
00:17 There are two reports that are always called "replacement". The official report of poverty in our country, which is widely used around the world, is based on the statistics from the Ministry of Finance.
00:40 But in our country, since 2007, we have a database called E-Kasih, and for the real people, it's called Aidama.
01:02 This database was opened for registration in 2007, and it was registered for decades. And because of that, we have, with the permission of Datuk Pengusri, two running numbers.
01:15 The decision that was made, from the beginning, when we see the statistics on poverty, we have to use the official statistics. The official statistics is 0.2%, which is 18,000 houses.
01:32 But in E-Kasih, because we have to go through the process of selection, and we have some problems, I'm sure everyone who has dealt with E-Kasih knows that the main challenge is the selection and the packaging.
01:50 For example, someone who entered E-Kasih, he entered but didn't want to leave. No matter how many cars he had, he didn't want to leave.
01:59 Because of that, we have a lot of questions about how people who get help, when they go to get help, they seem to be okay.
02:07 Because of that, when we have a challenge to eliminate that, the situation will continue. So because of that, we have standardized that the poverty report must follow the official report, which is the report that is used all over the world.
02:27 The poverty in our country is 0.2%, which is about 18,000 houses.
02:34 Poverty in our country, this is also what was asked earlier, will the government take action to expand the Basmi Poverty Program to those who are around 2,600.
02:48 It is not a strict poverty, it is an absolute poverty. Because of that, some programs like IPR, we also involve B40.
02:56 Because there are programs that are specifically for the poor, 1,900 and below. There are also programs that are open to the poor.
03:07 So the absolute poverty for Malaysia is 6%.
03:10 For example, the range from 300,000 to 18,000. If you ask the people, they will say they are not satisfied with the answer.
03:19 We want to know, if the 300,000 is still there, we only want to use 18,000. So how is it being managed by the ICU?
03:29 Answer it, because the ICU is still being managed and the assistance is still being provided based on the 300,000.
03:37 Now the government says only 18,000. So we want to ask, so that this is corrected.
03:45 I remember, to avoid me writing, actually both numbers are correct. That's what I said, that the strict poverty is 0.2%, 18,000 people in the house, the absolute poverty is 6%, 300,000.
04:04 So to correct the poverty, 18,000 people in the house are being considered to be paid directly, so that it increases from 1,900.
04:14 The other assistance through the IJKM, other assistance will be transferred to the 300,000.
04:21 This is the understanding of strict poverty and absolute poverty. Thank you.
04:28 Thank you.
