00:00 Thank you everyone for coming out here today.
00:02 Of course this has been incredibly distressing news to find that a member of the Legislative
00:08 Assembly has behaved in a way that is not at the level that the community or our government
00:14 would expect.
00:15 We're also all very upset at the conduct of Mr Davis.
00:20 I'm particularly concerned about the impact that it may have on young people in our community.
00:25 It's the reason why I have been speaking with the Canberra Liberals and with the Leader
00:30 of the Greens Shane Rattenbury about the importance of having this matter investigated through
00:35 an independent inquiry.
00:37 Both Elizabeth Lee and Shane Rattenbury agree with the process going forward that there
00:43 needs to be an independent inquiry into this matter.
00:47 Of course the allegations that have been made are serious and so it has appropriately been
00:53 reported to the police and the police will be conducting I imagine their own independent
00:59 inquiry separate to what the ACT government decides to do as we work together to conduct
01:06 an inquiry on this very serious issue.
01:10 It's my intention to seek agreement from both Elizabeth Lee and Shane Rattenbury about what
01:15 that inquiry looks like.
01:16 I think it's appropriate that if we, where we can, we can get agreement to what that
01:21 inquiry will be looking at.
01:23 Obviously we need to look at the kinds of things that are in place within our community
01:27 in the ACT government, codes of conduct etc.
01:31 Why they were implemented in the way they were, whether there were issues around any
01:38 of those not being implemented.
01:40 We have all the processes here in the ACT government so we need to understand what happened
01:45 that those processes weren't in place.
01:49 We also need to understand what can we do should there be an unfortunate circumstance
01:55 in the future where something of this serious nature occurs again and how do we respond
01:59 to that.
02:00 It is my intention to do as much as we can to prevent an issue like this ever happening
02:05 again.
02:06 Should it occur again then we want to make sure that we have everything in place and
02:12 perfectly aligned and that we are working together to ensure that this does not happen.
02:17 Obviously I don't have an answer yet on what the inquiry will look like but I am pleased
02:23 to say that I have agreement from both Mr Rattenbury and Elizabeth Lee that there will
02:28 be an independent inquiry.
02:30 I'm having meetings this afternoon with the Speaker of the Assembly as well ongoing conversations
02:35 with Elizabeth Lee and Shane Rattenbury and hoping to work together on what that will
02:39 look like.
02:40 Understandably of course the community has a range of questions that they want answered
02:45 and we want a government that the community can have confidence in and that will be my
02:49 aim going forward getting agreement on an inquiry so that the community can have confidence
02:54 in its parliament.
