00:04 Today is Wednesday, November 15, 2023. We're already halfway through the month of November.

00:10 And in our latest satellite images, we are still continuously monitoring the low-pressure area.

00:16 This is the area that caught a storm and became a low-pressure area.

00:20 It's still outside the Philippine Area of Responsibility.

00:23 It's more than 1,200 kilometers from the northeastern Mindanao.

00:29 For now, this is the basis of our latest data.

00:32 There's still a slight chance of a storm within the day.

00:35 But the possibility of a storm to re-intensify is not being removed.

00:38 Especially during the weekend, it's still possible for a storm to re-intensify.

00:44 And we're still hoping that the Philippine Area of Responsibility will be included in the next few days.

00:50 Even though for now, it still has no direct effect on any part of our country.

00:55 What's affecting a large part of our country is the shear line.

00:59 This is caused by the hot and cold winds that bring a high chance of rain.

01:05 Especially in the eastern part of Luzon and Visayas, particularly in the Bicol Region,

01:11 in the eastern part of Visayas, especially in the summer provinces.

01:15 It's the same in Quezon, Aurora, and some parts of Mimaropa.

01:18 While the northeastern monsoon or the Amihan is affecting a part of northern Luzon,

01:24 it's possible for a shear line to bring a low chance of rain.

01:28 In other parts of our country, here in Visayas, Mindanao, and Palawan,

01:32 we're still hoping for generally fair weather

01:36 while the chances of rain are high in the afternoon and evening.

01:40 Aside from the low pressure area that we're monitoring,

01:42 we're not seeing any other low pressure areas outside the Philippine Area of Responsibility.

01:49 This is where our time will be.

01:51 Here in Luzon, we can see that the chances of rain are high in a large part of the Bicol Region,

01:58 including Calabarzon, in some parts, particularly in Mindoro Provinces, Romblon, Marinduque,

02:04 including Aurora, and in Manila, we're also hoping that the sky will be cloudy today.

02:10 This is still an effect of the shear line or the hot and cold winds.

02:15 Meanwhile, in the Amihan region, we're still hoping for a low chance of rain in the Cagayan Valley,

02:22 and in some parts of Corneliera.

02:25 In the Ilocos Region, including Central Luzon,

02:29 we're also seeing isolated light rains in Benguet and Abra,

02:35 while here in Palawan, we're still hoping for isolated rain showers and thunderstorms.

02:41 The difference in the area where the Amihan is affected is that there are no thunderstorms in that part of the country.

02:49 The average temperature outside is 24 to 32 degrees Celsius in Baguio, up to 25 degrees Celsius.

02:56 In Togagaraw, it's 23 to 31 degrees Celsius, while in Manila, it's 25 to 31 degrees Celsius.

03:03 In Tagaytay, it's 22 to 29 degrees Celsius.

03:06 In Legazpi, it's 25 to 31 degrees Celsius.

03:09 In Calayaan Islands, it's 26 to 32 degrees Celsius, while in Puerto Princesa, it's 26 to 32 degrees Celsius.

03:18 Let's go to Visayas and Mindanao.

03:21 In Visayas, we can see that the areas here in Samar Island,

03:26 particularly the northern and eastern parts of Samar,

03:31 there's a high chance of rain,

03:32 that's the end of the shear line.

03:36 While in the southern part of Visayas, there are still hoping for isolated rain showers and thunderstorms,

03:42 especially in the afternoon and evening.

03:44 The average temperature in Iloilay is 27 to 32 degrees Celsius,

03:47 in Cebu, it's 26 to 32 degrees Celsius,

03:51 while in Tacloban, it's 25 to 32 degrees Celsius.

03:55 A large part of Mindanao will also experience generally fair weather,

03:59 while there's still a high chance of rain in the afternoon and evening.

04:03 Sometimes, it can reach the middle of the day,

04:05 and sometimes, it can rain heavily,

04:07 that's the end of localized thunderstorms.

04:09 The average temperature in Zamboanga is 25 to 33 degrees Celsius,

04:13 in Cagayan de Oro, it's 24 to 31,

04:16 while in Davao, it's 26 to 33 degrees Celsius.

04:19 We still have high gale warnings,

04:22 particularly in the northern and eastern parts of the islands,

04:24 in Acupunyong, Batanes, Cagayan, along with the Poblayan Islands,

04:27 Isabela, Ilocos Norte, Ilocos Sur,

04:30 the northern part of Quezon, along with the Polilio Islands, Albay, and Sorsogon.

04:35 We also have high gale warnings in the parts of Catanduanes,

04:38 Eastern Samar, and Northern Samar.

04:50 go to Marine, under Gale Warnings.

04:53 These places, the areas with red areas,

04:56 in these places, we expect the sea to be salty,

04:59 so small sea vehicles, especially small boats,

05:03 should avoid sailing in this part of the country
