National Amnesty Commission, pinabibilis ang amnesty process ng mga rebelde
Transcript
00:00 The National Amnesty Commission has approved a quick process for the amnesty of former rebels.
00:05 Mela Lesmora's Rise and Shine Mela has the details.
00:09 Fast and progressive, this is how the National Amnesty Commission sees the new process of giving amnesty
00:19 to former rebels who are turning their backs on the government.
00:22 According to the NAC, the government has given them the power to process the amnesty of former members of the left-wing groups.
00:32 Instead of going through OPAPRO, they are now directed to the Department of Budget and Management.
00:38 The previous executive order issued by President Duterte, the President made it to strengthen the National Amnesty Commission.
00:52 Our amnesty processing can be done without going through the processes of another government agency.
01:01 That's a big thing and we are thankful for that.
01:05 Aside from this, the NAC has been given two years to process applications.
01:11 We have enough room to accommodate all applicants because you know, some have warrant of arrest and some are hiding.
01:22 So we have to reach out to them and I think it will take time for us to look for them and locate where they are and go to their places.
01:32 As what has been done before by the National Amnesty Commission before us, that they go to the places where these rebels are located.
01:42 The government budget for the NAC is estimated to be around P80 million.
01:47 The Commission admitted that it is lacking, especially since they will be building a new local amnesty board for the CPP-NPA-NDF,
01:55 which is one of the new amnesties given by President Marcos.
01:58 But even though it still lacks additional funds, they are ready to help the former rebels who want to return to the government.
02:05 In a statement, the Moro Islamic Liberation Front or MILF said that they support the giving of President Marcos' amnesty to former members of the left-wing group.
02:17 In a statement, MILF Chairman Alhaj Murad Ebrahim said that the proclamation No. 405 issued by the President
02:25 will give the former militants a chance to start a new life.
02:30 They also agreed to a comprehensive agreement on the banks of the Moro to maintain peace in the region.
02:37 Even though the Philippine National Police also expressed support and said that they believe in the President's decision on the amnesty,
02:45 he will also help the police in the reintegration programs for former rebels as long as it is in accordance with the law and the country's order.
02:54 Not only the PNP but also other sectors in the government of peace expressed support for the President's decision.
03:02 Including the Secretaries of the Department of National Defense, Secretary Gilbert Eudoro,
03:07 Presidential Peace Advisor Carlito Galvez, National Security Council, Armed Forces of the Philippines, and even the Banc Samoro Government.
03:15 The NAC's applications are not yet starting their process because the Congress needs this now to strengthen the President's proclamation.
03:24 Together with Luisa Erispe, Mel Alasmoras for the Morning Show of the Philippines' Rise and Shine.
