00:00 The government continues to make the problem of the high number of prisoners in prisons a problem.
00:06 Among them is the Manila City Jail male dormitory where almost 4,000 prisoners fit in a small space.
00:15 Salima Refran has the first news.
00:18 The faces of the persons deprived of liberty in Manila City Jail male dormitory are almost replacing each other.
00:29 A method was made to make a single floor of dormitories to have more space.
00:35 The jail was built during the time of the Spaniards.
00:38 It only has capacity for more than 1,000.
00:41 But almost 4,000 were imprisoned here while their cases are heard.
00:47 The ideal 1 is to 7 guard to PDL ratio is not being followed.
00:51 Because a guard here is being watched by more than 300 PDLs.
00:56 The former Old Belivid Prison has been documented several times inside and outside the country as one of the world's toughest prisons.
01:05 We are committed to that.
01:06 There is a problem that we should face and solve to see the condition of PDLs.
01:12 More than 121,000 PDLs were searched in other facilities of the Bureau of Jail Management and Penology throughout the country.
01:20 That is because the cases of deprivation are being heard continuously through the Piansa, Acquittal, Dismissal of Cases, Parole and Probation.
01:29 But a large percentage of the prisoners were released because the maximum time served if they were sentenced was reached.
01:36 It is not surprising that the sentence was served for the perpetrator of the crime.
01:43 If they were convicted, their sentence was almost served.
01:51 That is the time we are applying for their release and informing the court that they are released because their sentence was almost served before the hearing.
02:00 According to the Justice Sector Coordinating Council, the judiciary is being strict.
02:05 We have a continuous trial rule.
02:08 Within a certain number of days, within 180 days from the start of the trial, the court should make a decision.
02:18 The problem of the prisoners who were imprisoned in the series of special reports of GMA Integrated News in 2018, the solution is still being sought.
02:30 There are just certain problems that is best addressed if the approach is sectoral.
02:38 All the agencies, government, and Republic of the Philippines involved in the administration of justice come together to see where the bottleneck is.
02:49 What can be done to speed up the process.
02:53 United Nations Office on Drugs and Crime also visited the Manila City Jail.
