00:00We will now discuss the rise of Chinese students in Cagayan province.
00:05Our guest today is Senator Cheese Escudero,
00:09the chairman of the Higher Technical and Vocational Education Committee of the Senate.
00:13Good morning, Senator Cheese.
00:16Good morning to you, Igan.
00:17To all of our viewers, good morning as well. Good morning.
00:21Teresita Angsi said that it's a racist and xenophobic issue regarding the rise of Chinese students in Cagayan.
00:31What is your reaction to what she said?
00:34Well, I believe that Ms. Angsi has a point.
00:37You know, Igan, our enemy or our rival in the West Philippine Sea,
00:43including Malaysia, Vietnam, Taiwan and other countries in Southeast Asia,
00:48seems to have caught our attention regarding the rise of Chinese students in Cagayan.
00:54Secondly, if there is a problem, we will file a complaint
00:59because there is an issue of academic freedom regarding the students in Cagayan.
01:03If we just let them in,
01:05we will just say that they are paying for their diplomas.
01:08Thirdly, to be honest, this is an immigration problem, not a CHED problem.
01:14First of all, why is the BID, the Bureau of Immigration,
01:19under the Department of Justice,
01:21if the plan is really different and it's not really for studying
01:25and spending so-called student dollars here in our country?
01:30But China is in an exclusive economic zone. They are the only one there, Senator.
01:38They have the ability to build a base, that's right Igan.
01:42But the claimants in those places are from other countries,
01:47like I mentioned, Taiwan, Vietnam and Malaysia.
01:51That's why when we won the case in an arbitral ruling,
01:56it's not just against China.
01:58It's also against other claimant countries,
02:01like I said, Vietnam, Taiwan and Malaysia.
02:05For those of you who have received it, it's alarming.
02:08The number of Chinese students is different.
02:11Does this have anything to do with their influx here in Cagayan?
02:15If you will allow me Igan, to be honest,
02:18I would prefer to send foreign students to study here
02:22rather than sending our teachers to other countries.
02:25I would prefer to spend our foreign students' student dollars here,
02:30rather than spending our countrymen, as OFW, their teacher dollars in other countries.
02:38If the SPA has a doubt, why didn't the Bureau of Immigration do their job?
02:44Just like Igan, the problem in Pogo,
02:47they are complaining that there are many Chinese in Pogo.
02:50My question is, how did it get in here?
02:52Why did the BID allow it?
02:54Who is making money from it, if at all, under and inside the BID?
02:59What's painful about this is,
03:00they have a huge advantage in letting Chinese nationals enter our country.
03:04If they have a huge advantage in letting Chinese nationals enter our country,
03:08they are also strict when it comes to the offloading of our fellow Filipinos who are foreigners.
03:14Shouldn't we be strict in letting them enter our country
03:18and we should be more lenient with those who are coming out of our country,
03:21even if they are our fellow Filipinos.
03:23Senator Escudero, in your opinion,
03:25shouldn't the public be alarmed that they are being treated as spies or sleeper cells?
03:31As of now, there's no such thing, Igan,
03:33aside from the fact that there's sufficient evidence.
03:36But if the basis is that they are based in the West Philippine Sea,
03:39we have an issue in China.
03:42That's why it's obvious that they are spies.
03:44You should ban them.
03:45I don't think it should be like that.
03:47There's a basis for fear in the West Philippine Sea.
03:50But if there's sufficient evidence that proves this,
03:54that's a different story, Igan.
03:56If the Senate's investigation continues, where is the center?
04:00What is its direction?
04:01The Bureau of Immigration should be the first.
04:04If there's no proof and evidence that those Chinese nationals are studying here,
04:10that they were accepted to study here,
04:12why are they only allowed to apply when they arrived here?
04:16Thank you very much Senator Chris Escudero.
04:19Be careful.
04:20Igan thank you very much. Good morning to all of you.
04:22Good morning to all of our viewers.
04:24Igan you are first in the news.
