Transcript
00:00 We will discuss the maritime incident in Occidental, Mindoro with Rear Admiral Armand Balilo, the
00:09 spokesperson of the Philippine Coast Guard.
00:12 Rear Admiral, good afternoon.
00:15 I think Rear Admiral is muted, sir.
00:25 Sir, we will start with your investigation.
00:30 Can you describe this new incident of a cargo vessel that was not able to sail on a fishing
00:46 boat in Occidental, Mindoro?
00:49 On Tuesday afternoon around 4 p.m., fishermen in Occidental, Mindoro reported to us that
01:00 while they were tied to a rope, allegedly, they were caught in the water of a huge boat
01:08 and it did not stop and they were about to have a problem.
01:13 The five fishermen were in the middle and their families were in custody after a medical
01:20 checkup and help from our Philippine Coast Guard.
01:23 Okay, so fishermen, are they safe?
01:27 How are they?
01:30 The fishermen who were on this fishing boat, and what assistance did the government give
01:38 them?
01:39 Their condition is good when they were taken over by the Philippine Coast Guard.
01:45 We are thankful to the fishermen who helped them and it's good that they saw something
01:51 and that became the reason and they were saved quickly and were put in a good care.
01:59 We are coordinating with the Bureau of Fisheries and Aquatic Resources for help that the government
02:06 will provide for their recovery.
02:09 Sir, for everyone's knowledge, can you explain what is the difference between an allusion
02:17 and a collision that is used in a maritime incident?
02:23 In a maritime incident, an allusion is in layman's terms, a sea vehicle is moving and
02:32 the two vessels are moving.
02:37 This is different from a collision where the two vessels are moving and there is a collision.
02:51 I see.
02:52 Was this reported to the China Flag State and Port State Control Office as part of the
02:59 maritime procedure?
03:00 What was their role?
03:02 Yesterday, Admiral Gavan's directive was to write to the Maritime Safety Administration
03:10 of China to inform them of this incident so they can conduct an investigation for our
03:20 fishermen who were hit by a boat.
03:23 We also wrote to the next port of call, the Port State Control of Indonesia, so they can
03:29 know that there is an incident and they can take appropriate action.
03:34 What is the next step of the PCG regarding this incident?
03:40 We will continue to follow up our coordination with the China Maritime Safety Administration
03:50 and the Port State Control of Indonesia.
03:54 That is the plan we will do because according to the regulations, they have jurisdiction
04:01 over the boats involved in the incident.
04:05 We expect that the China Maritime Safety Administration will do a thorough investigation to find out
04:13 what really happened in the incident on Tuesday, December 5.
04:18 So can you say that this has nothing to do with the incident in the West Philippine Sea?
04:26 No, this boat incident was a route for boats to travel from the top to the bottom of Indonesia.
04:43 This has nothing to do with the incident in the West Philippine Sea, even if this is a
04:49 flood state of China.
04:51 This is an ordinary maritime incident and we will treat it as such.
04:56 All right.
04:57 Thank you very much for your time.
05:00 Rear Admiral Arman Balilo, the spokesperson of the Philippine Coast Guard.
05:06 Thank you, Nina.
05:07 Thank you for the opportunity.
