00:00 EU countries and lawmakers on Friday agreed to a landmark deal to regulate artificial
00:07 intelligence.
00:08 The agreement, which makes the EU the first major world power to enact rules to govern
00:13 AI, includes rules that governments can only use real-time biometric surveillance in public
00:19 areas only when there's serious threats involved, like terrorist attacks.
00:24 The deal regulates systems such as CHAT-GPT, which will soon need to comply with transparency
00:29 obligations before they're put on the market.
00:31 These include detailed summaries about the content used for training and complying with
00:36 EU copyright law.
00:38 Rules also ban cognitive behavioral manipulation on targeted scraping of facial images from
00:43 the internet or CCTV footage, social scoring and biometric categorization systems to infer
00:49 political, religious, philosophical beliefs, sexual orientation and race.
00:55 European Commissioner Thierry Breton said in a press conference, "Europe has positioned
00:59 itself as a pioneer understanding the importance of its role as a global standards setter.

01:08 The shape of the final legislation is expected to come in the next few days, after EU countries
01:12 and the European Parliament hash out the details.
01:15 The legislation is expected to come into force early next year and should apply two years
