00:08 While some government projects were approved by the NEDA Board.

00:16 After the 12th and last NEDA Board meeting this year,
00:21 which was led by President Ferdinand R. Marcos Jr.,
00:24 the National Economic and Development Authority of the United States endorsed the proposed EO
00:30 to promote the lowest most-favored nation or MFN tariff rates for some commodities
00:36 including pork, corn, and rice until December 31, 2024.
00:41 Thus, the tariff rates for pork will remain at 15% in quota and 25% out quota.
00:49 Corn at 5% in quota and 15% out quota.
00:55 And rice at 35% for both in quota and out quota for the extended period.
01:03 Balisacan explained that the proposed tariff rates will help to broaden the reduced tariff rates
01:08 to ensure adequate supply of agricultural commodities
01:11 and to maintain the low price of these commodities that will help to lower inflation.
01:17 It will also be beneficial to the agri-sector,
01:21 such as the ESF and the possible effects of the El Nino phenomenon.
01:25 We'll also be able to encourage alternative supply to diversify the country's market sources
01:32 and establish a forward-looking trade policy
01:35 that will allow effective and timely response for possible supply and price shocks
01:42 brought about by major challenges
01:45 such as the worsening African Swine Fever or ASF,
01:50 anticipated impact of the El Nino phenomenon,
01:53 and continuous increases in commodity prices in the world market.
01:58 Some projectories were approved for assistance,
02:01 including the Dalton Pass East Alignment Road Project in Central Luzon.
02:05 This is a four-lane alternative road to avoid Dalton Pass,
02:08 especially when there are road closures due to calamities.
02:12 With a cost of P67.4 billion and an expected completion by 2031,
02:19 the project will facilitate the seamless transport of people
02:23 in the delivery of essential goods and services within the region.
02:27 Another approved by the Board is the 8-Point Action Agenda of the DOH
02:32 that includes strategies for the health sector.
02:35 Phase 2 of the Master Plan on High-Standard Highway Network Development, or HSH,
02:40 includes 41 class 1 projects that will promote connectivity
02:45 to promote and accelerate the country's economy.
02:48 And now, 2023 is coming to an end.
02:51 NEDA is proud that the country's economic performance this year
02:56 has improved despite various challenges.
02:58 We have done well because if you look at the way we have performed
03:03 in relation to those many other countries,
03:07 we have remained among the top economic performers in Asia.
03:14 And in Southeast Asia, according to the report of ADB yesterday,
03:22 we remain the best performer in our region.
03:27 NEDA also believes that the target of 6% gross domestic product of the country will still be reached,
03:32 especially since the country is already learning from government spending
03:36 and will consider it next year when it comes to the administration of programs.
03:41 We did hiccups. We had hiccups on government spending in the first half of the year, right?
03:47 And that really hit us hard by way of growth
03:53 and the kind of services we're able to provide our people.
03:56 We have learned our lessons from there
03:59 and we would not want to see that repeated in the coming year.
