A non-governmental organisation has submitted a memorandum to the Malaysian Anti-Corruption Commission (MACC) in response to the resubmission of the cancelled Petaling Jaya Dispersal Link (PJD Link) project’s Social Impact Assessment (SIA).
Speaking to The Star outside the MACC headquarters in Putrajaya on Wednesday (Dec 2), Gerakan Menentang Penilaian Impak Tebuk Atap (Gempita) spokesman Dhanaraj Arumugam said they made the formal complaint as they believed that the resubmission of the SIA was illegal.
Dhanaraj said the Selangor government must order new focus group discussions instead of submitting the SIA, and added that he hopes the Selangor government can urge the Federal Government agencies to immediately open an investigation paper for the purpose of getting clarity about the viability of this project.

00:00 We are here to make a formal complaint with the SPRM because we find that resubmission
00:15 of SIA to the Jabatan Perancangan Desa dan Bandar, Plan Malaysia, is illegal because
00:23 the project has been cancelled by the Menteri Besar on 31st July 2023. Therefore, we find
00:30 that the resubmission is illegal. The resubmission of data that has been rejected by the Menteri
00:43 Besar before. When was the SIA resubmitted? We got information
00:51 that it was resubmitted around November. I see. Do you know the contents of this resubmission?
00:58 I do not know. I see.
00:59 But for me, the resubmission is an illegal act because the project has been cancelled.
01:07 The procedure should be, new proposals should be sent with fresh SIA, fresh TIA and fresh
01:14 EIA. As was the case during KIDEX. KIDEX was cancelled by YB Azmi Ali and PJDEL was formed
01:24 and they did focus group discussions, 31 in total. So therefore, I want the state government
01:31 to order new FGDs to be done, new focus group discussions to be done instead of sending
01:39 SIA that was rejected before. Because the content of the SIA is the same. They cannot
01:44 give approval to something that has been rejected before.
01:48 Explain the purpose of being at MSCC today, specifically for this case.
01:54 I want the Chief Commissioner of MSCC, Tan Sri Azambaki, to open an investigation into
02:05 the ongoing of the process that has been going on. Are there any corruptions involved in
02:14 Jabatan Perancangan Desa dan Bandar because they are accepting, again like I said, the
02:20 SIA that has been rejected. On which grounds are they accepting the SIA?
02:25 You are from Gembita, it's an NGO. Explain how Gembita is involved as a stakeholder in
02:34 the population.
02:35 So we think, like I said, gerakan menentang penilaian impact, the name Tebuk Atap itself,
02:43 the SIA, like I said, I emphasise again and again, the SIA has been rejected. How can
02:49 they approve something based on an SIA that has been rejected? That's my question here.
02:58 And plus, Majlis Besar has officially cancelled the project on the 31st of July 2023. We believe
03:09 his word and we stick by that. Anything that is Tebuk Atap, basically, we reject it. And
03:18 we want the Chief Commissioner of the SBRM to open an investigation and I've submitted
03:28 another letter to the Honourable Prime Minister, Datuk Sri Anwar Ibrahim, for him to get involved
03:34 as well.
03:35 I see. Explain what is Tebuk Atap.
03:38 Tebuk Atap is a process where you use unscrupulous means to get what you want. In this case,
03:47 the SIA has clearly been rejected and therefore the project should not proceed. And the project
03:56 is proceeding somehow. So therefore, that's the name, the name Tebuk Atap means that they
04:04 are coming in with illegal means. I believe in illegal means, especially, like I said
04:11 earlier, the SIA has been rejected. That was the reason for the cancellation of this project
04:18 on the 31st of July 2023. The Menteri Besar has said that fresh proposals, fresh proposals
04:26 must be made in order for the project to take off again. So we are expecting PJD 2.0. That
04:34 will be the right way to do it.
