00:00 At the time when the UN Security Forces deployed to Cabo Delgado,
00:04 like I've said before, six out of 16 districts of Cabo Delgado provinces
00:09 were seriously affected by the terrorists
00:13 and had caused deaths to over 3,100 people
00:18 as well as estimated to 817 were internally displaced.
00:29 So, here, what was the mission of the RSA Force?
00:38 Our mission was that the UN Security Forces
00:42 to restore the state's authority in Cabo Delgado
00:47 by destroying enemy strongholds in the most widely-applied districts
00:52 to deny enemy freedom of action. That was number one.
00:55 Number two, destroying enemy strongholds in Mwenume district
01:01 to deny enemy freedom of action.
01:04 Number three, securing land, air, and the Syrian Islamic communication
01:09 within Cabo Delgado province.
01:13 Number four, attacking and defeating Ansar al-Sunna Islamic State group
01:19 in Cabo Delgado province.
01:22 Number five, supporting in the capacity building of government forces
01:27 to sustain peace and stability
01:30 or in order to deny the establishment of caliphate in Mozambique
01:35 and restore normalcy in the country.
01:43 So, what are the achievements?
01:45 The UN Security Force and the Mozambique Defence Forces, for them,
01:50 managed to destroy Ansar al-Sunna, Wajamaa terrorist group
01:55 in all their strongholds in the districts of Mwenume, Mosibua, Dablaa, and Palma.
02:02 The three districts.
02:06 A big number of the weapons and other assorted equipment were captured.
02:15 The UN Security Force managed to rescue civilians from the hands of the terrorists.
02:19 You will see them today or tomorrow.
02:24 Good working relations were established and well maintained between the UN Security Force
02:30 with SADC commission in Mozambique, Samim, and the host nation forces.
02:36 Good rapport with the population in Palma and Mosibua Dablaa.
02:41 Now, what is the current situation?
02:47 Following the deployment of SADC's mission in Mozambique, Samim, troops,
02:54 the host nation designated areas of responsibility for each intervention force.
03:02 You remember that we came first, then after Samim also deployed,
03:10 what was designated was the area of responsibility for each force.
03:16 Samim was assigned the districts of Makomia, Mwenume, and Nangade as their area of responsibility
03:25 and the UN Security Force was assigned Palma, Mosibua Dablaa districts.
03:33 So, the host nation forces are deployed in all districts of Kabo Delgado
03:38 in collaboration with the intervention forces.
03:48 So, these are the districts, like I have said before, we keep repeating it, the six districts.
03:55 Now our forces are concentrated in these two districts.
04:01 This is regarded as the Security Force area of responsibility.
04:05 When you go to Nangade, you will find Lesotho.
04:08 When you go to Mwenume, you will find Botswana.
04:12 When you go to Makomia, you will find South Africa.
04:23 Now, the RSA in collaboration with FADEM, the government force, and PAREM forces,
04:31 this abbreviation means the police, this is the army and this is the police,
04:37 there has been a significant improvement in the security situation in Kabo Delgado province.
04:43 After conducting several joint operations, including the recent one, Operation Vurukano,
04:49 that subsequently led to the withdrawal of enemy forces from Makatupa forest in Makomia district,
04:55 the enemy was weakened.
04:57 Here, what I mean, you see when the enemy forces, the terrorists withdrew from Mosbada Playa,
05:04 they withdrew and went somewhere in Makomia, in a certain forest called Katupa.
05:10 So, after knowing that the enemy is there, we organized a joint operation,
05:15 the SAMIM, the government forces, and our forces.
05:18 So, the enemy was attacked and withdrew to other parts,
05:26 and that's why I said, of course, he was weakened, because he suffered casualties and lost weapons.
05:34 Now, this has led to the return of a significant number of IDPs to their homes,
05:41 while operations to maintain security as well as stabilization affairs activities continue.
05:50 More than 130 IDPs have returned to their homes and villages up to now.
05:57 You will see it.
05:59 Now, you have to look at the highlights.
06:04 These photos you see here, these are returnees, the IDPs, people coming back.
06:13 The forces and the local leaders receiving the returnees.
06:20 You can see the photos.
06:22 Our troops helping in providing water.
06:27 You had many photos, but these are the few that I have managed to bring here.
06:32 This photo here shows the medical care.
06:37 What we call the medical outreach program, where our medical staff move out,
06:45 go to the patrols and treat people in the villages.
06:49 This is it.
06:53 And this is the other phase we are talking about, I have been talking about, the stabilization phase.
06:59 The phase where you find people have resumed their socioeconomic development.
07:07 This photo here, you know Umuganda very well.
07:11 So, we are in community work activity.
07:16 So, the people are happy working with our forces, cleaning the areas.
07:21 Of course, the area has been deserted for a long time, the grasses, whatever.
07:26 So, that is it.
07:30 Now, the other photo you see here, these are the activities, the patrols conducted by our own forces.
07:38 Yes, we are doing the community work, we are treating people, but at the same time, we maintain security.
07:45 That's why you see the forces on patrol, talking to people, discussing with the locals about their safety,
07:55 about their security, how to improve it, working together, and all that.
08:04 So, here I come to challenges.
08:06 Of course, whatever you do, you meet challenges.
08:12 I have only two challenges.
08:14 Number one is the poor road network, especially during rainy seasons.
08:22 Number two, lack of mobile communication network, especially in remote areas.
08:28 You will see it.
08:30 When you are moving from here to where the most rural area, along the main road, there is no network.
08:38 You will be seeing some antennas, but it's not functioning.
08:42 So, those are the main, main issues, main challenges we are encountering.
08:48 But I'm happy to report to you that the government side and other partners are trying to fix these issues.
08:58 So, here, this photo, just as an example of the poor road network, you can see the road.
09:05 We are forces, we are on patrol.
09:09 Yes, the APC was stopped.
09:12 Yeah.
09:14 So, ladies and gentlemen, here I come to conclusion.
09:24 I just conclude by thanking you very much for coming to see us.
09:28 I assure you that the area of responsibility, the area of safe responsibility is safe.
09:36 So, as you move out there, moving around, know that you are safe.
09:44 There is no problem.
09:46 But we are together.
09:48 This is my staff. I'm also here with you.
09:51 We will be together.
09:53 Please feel safe.
09:56 I thank you very much.
10:00 And wish you a happy day.
10:05 [Applause]
10:09 [MUSIC PLAYING]
