02:31 - Senior Command and Staff Course
02:53 is grounded in the college's mission
02:56 to develop officers with the highest intellectual
03:00 and professional standards in the command
03:03 and control of defense forces.
03:05 The course aims at preparing selected students officers
03:12 for operational level responsibilities
03:14 by developing their command, staff and leadership skills.
03:18 Most specifically, the course aims at developing a mind
03:24 that is a flexible, able to conceptualize
03:28 and analyze security problems in a military perspective
03:32 to make timely and logical decisions
03:35 in the contemporary volatile, uncertain
03:38 and complex operating environment.
03:40 The graduating course commenced on 18th July, 2022
03:48 and has lasted for 46 weeks.
03:53 It is composed of 48 students officers,
03:57 29 from Rwanda Defense Force,
04:00 two from Rwanda National Police,
04:04 one each from Botswana, Ethiopia and Senegal
04:09 and two each from Kenya, Malawi, Nigeria,
04:14 South Sudan, Tanzania, Uganda and Zambia.
04:20 It is worth mentioning that since immigration back in 2012,
04:25 the college has graduated 10 intakes
04:29 of Senior Command and Staff Course
04:31 comprising of 466 officers with 111 allied students.
04:36 Through rigorous academic programs,
04:46 interactive exercises and real world simulations,
04:50 aidably supplemented by external lectures
04:53 from distinguished officials
04:55 from both military and civilian institutions,
04:59 the course has equipped the graduating officers
05:03 with the necessary knowledge and skills
05:05 to respond effectively to the multifaceted challenges
05:09 of the modern battlefield.
05:11 We are honored and proud to announce that
05:16 all the 48 graduating officers
05:19 have met the course objectives,
05:22 successfully achieved the desired end state
05:25 and are ready for their next assignment.
05:27 - Having chosen the University of Rwanda
05:31 for this course, Master of Arts in Security Studies,
05:34 is a huge honor to the university's family
05:38 and for which we wholeheartedly have to thank you for.
05:43 Now that you have come through with your studies
05:46 and proven ready to go out there and continue serving,
05:51 we wish you all the best.

06:39 Over the years, the senior command and staff college
06:44 has nurtured the minds of exceptional leaders,
06:49 staff and commanders who have been shaped and molded
06:54 to face the challenges of the ever evolving world we live in.
07:00 It is a world, in a world that is constantly changing.
07:09 With new security threats and global issues,
07:14 the role of military leaders has become more crucial
07:21 than ever before.
07:22 These challenges originate from changes
07:28 in strategic environment,
07:31 driven by social, economic and political factors,
07:37 which in turn affect the character of warfare
07:41 and by extension, the security as a whole.
07:46 Consequently, the demand for professional, motivated
07:55 and educated officers, capable of dealing with complexities
08:00 and ambiguities of today's operating environment is reality.
08:05 As graduates of this esteemed institution,
08:10 you are now equipped with the knowledge, skills
08:16 and strategic thinking necessary to navigate
08:21 these challenges and to lead your respective forces
08:26 with integrity and competence.
08:30 However, with this great responsibility,
08:35 also comes an even greater obligation,
08:39 the obligation to serve your country and the people
08:44 with unwavering loyalty, honor and respect.
08:49 As leaders, you must lead by example,
08:54 uphold the principles of justice
08:58 and ensure that your actions are guided by a commitment
09:03 to the greater good.
09:05 Therefore, your respective countries look up to you
09:10 as the future guardians of peace and stability.
09:14 As you move forward in your careers,
09:18 you will face countless tests and trials,
09:23 but I have faith in your abilities to overcome them
09:28 and to emerge stronger,
09:31 for you have been equipped with the knowledge
09:35 and the tools necessary to tackle any challenges head on.
