00:00 The supply of electricity will return to some parts of West Visayas soon, which is affected by the permission of Brownout.
00:07 Witness, Bernadette Reyes.
00:09 Many frozen products of Marites were already rotten. The freezer was not working for 24 hours.
00:18 It was not working. It was obvious that it was not working. So far, it's not working. It's just cold.
00:26 Johnny lost almost P30,000 because of his damaged products.
00:31 I have no idea. Brownout is so cold.
00:33 Yesterday, the residents of Iloilo were still suffering from the lack of electricity supply.
00:38 Until now, the electricity supply has not returned to some parts.
00:41 Aside from the lack of electricity, the internet and telecommunications are also affected.
00:48 The transportation of goods to each business is also affected.
00:54 Businesses are still struggling to open even though Brownout is still in Capiz.
00:59 Only 10 megawatts of electricity was returned there. Businesses in Aklan are also affected.
01:05 The closing of the places in Calibo Public Market was very early yesterday.
01:09 In the latest update of Akelco, only 33% of the entire coverage area has supply.
01:16 In Antique, some people are lying on the beach and sleeping there.
01:22 Only 20% of the electricity supply in the province has been restored.
01:27 The heavy permission of Brownout is the result of the replacement of three power plants that are affected in Panay Island.
01:34 Iloilo is in Iloilo City, Antique, Aklan, and Capiz.
01:40 The nearby islands of Guimaras and Negros Occidental are also affected, as well as Bacolod City.
01:47 At one point last night, the electricity produced in Shamza 13 power plants decreased by 0%.
01:54 According to the DOE, the boiler feed pump of Unit 1 of a plant of Panay Energy Development Corporation or PEDC was issued yesterday afternoon.
02:04 A unit of PAM Concepcion Power Corporation and another unit of PEDC were followed.
02:10 The entire Western Visayas is now together.
02:12 Under investigation, right now, the information is the initiating event was the sudden emergency shutdown of PEDC 1 at 83 megawatts.
02:24 That's a big chunk.
02:24 Then, two hours later, around 2 p.m., two more units went down too much.
02:31 It's almost zero generation output for Panay Island.
02:35 We are also calling on NGCP, the main root cause of the problem, to give regular updates to the population so that we will understand the degree of their incompetence.
02:51 But the transmission of electricity is held by NGCP, not its production.
02:56 So if it will be put to use, it will not be the transmission that will be the issue.
03:00 There are of course transmission solutions, there are also generation solutions.
03:05 If you don't have power in the island, there is nothing to push and there is nothing to push with.
03:10 So now we are really just waiting for the power plant to go back online so that we can restore the system.
03:19 According to NGCP, aside from improving the transmission lines, it is also possible to have additional base load plants that will provide additional supply of electricity to Panay Island.
03:31 The Department of Energy or DOE is also on the gate.
03:35 It is in the position of NGCP to know that there is a problem with the system.
03:39 The ERC assured that everything is being done to restore the normal supply of electricity in a short time and ordered to give regular updates to the consumers.
03:49 According to NGCP, the supply is slowly returning.
03:53 We are matching the consumption or load that is being restored to the incoming generation.
04:00 We are being very conservative and really preserving the transmission system so that repeated voltage failure will not happen.
04:09 For GMA Integrated News, I am Bernadette Reyes, your witness.
