30:22 Thank you, Arkin. Mayor Mike is very clear that he will not approve street parties to take place during the celebration of Sinulog 2024.
30:42 So let's see if the dynamics, the vibrancy of Sinulog 2024 is not affected.
30:50 Mayor Mike also said that street parties are not allowed, but you can still have a drink.
31:00 But you can't have a street party where you just pour water, right?
31:04 So that's what Mayor Mike said earlier in his online program in City Hall.
31:12 Mayor Mike's initial position was that there will be no street party during Sinulog, which is on Sunday, January 21.
31:23 What if there are events prior to January 2021?
31:28 He said, "No display of liquor. Let's enjoy Sinulog spiritually, socially, and have fun."
31:35 He said that fun does not solely rely on liquor. Agree.
31:41 When asked about the possibility of someone being seen with liquor in public or organizing street, Mayor Mike said that apprehensions would be made.
31:51 You know what? If you go to Sinulog or drink in a public place, you will be seen with liquor.
31:59 Mayor Mike said that he will organize it.
32:03 Have you been seen with liquor?
32:05 Mayor Mike said that he has not been seen with liquor. Good girl, Mayor Mike.
32:10 Anyway, let's continue. Here in Sunstar, we have received complaints.
32:20 There are many people who have been complaining to the school, to the teachers, that there is sexual harassment.
32:33 We have received complaints from parents, faculty members, and alumni from Cebu Technological University.
32:49 On December 29, we received a complaint from Commissioner Dr. Drew Mark Libri.
32:58 He is the Deputy Head, Commission of Higher Education, of the City Board of Regents.
33:03 The newly appointed University President is Dr. Joseph Pepito.
33:08 Honorable Maria Jessa L. Morales is a member of the Board of Regents of the City.
33:18 Attorney Jewel Marie Medaille is the Acting Chief Administrative Officer for Administration of the Committee on Decorum and Investigation or CODI.
33:31 We have received complaints from the media that there is a complaint or sexual harassment filed against a student.
33:44 We have received complaints from the media that there is a complaint or sexual harassment filed against a student.
34:11 We dismissed such a complaint because it pointed that the victims of sexual harassment often hesitate to report.
34:26 We in the university are fully informed that the responsibility of the Principal Teacher as a PRC licensed professional teacher is very sensitive.
34:38 He should be a beacon of righteous and consensuous conduct.
34:42 But the Principal Teacher is expected to be a role model of students and in fact, he should be consistent with the standards of his profession.
34:58 We have received complaints from the Committee on Decorum and Investigation that approaches this President and another complaint,
35:09 which is a complaint filed by the media, prioritizing moral fairness and thorough investigation over technicalities.
35:17 We should like to share Supreme Court ruling in alleged sexual harassment of students of Xavier University in Cagayan, Di Oro in May 14, 2002.
35:30 The complainant requested the court to investigate the alleged sexual harassment that respondent committed against a student.
35:40 The complaint was written in the local dialect and made by an individual identifying himself or herself as a law practitioner.
35:49 I think upon revisiting this case, it became apparent that the respondent received a 10-year suspension.
35:58 Some of the students of Xavier University were suspended from teaching in any school.
36:06 They did solely adhere to the legal aspects but also made morally grounded decisions.
36:11 On this regard, we did not expect the university's CODI, our committee, to insist on a sworn complaint as an absolute requisite to allow our complaint to forge accordingly.
36:23 The complaint against the teacher is not a sworn complaint.
36:29 It is the same as the other complaints.
36:33 It is a two-edged sword.
36:38 Once the university is in the court, it is difficult for them to take action.
36:45 To take action against the teacher who is accused if it is not an official, sworn statement.
36:52 That is part of due process.
36:54 At the same time, it is not good to dismiss such complaints.
37:00 An investigation should be launched to see what is being observed.
37:06 At the same time, the accused should be released from due process.
37:11 We wish to inform you that a vast majority of us, including the faculty, staff, students and alumni of the CTU,
37:21 already cognizant of the cases involving the teacher, sexual harassment and advances toward male students and job order workers within our school.
37:33 This is not an alleged case.
37:40 It is not just an alleged case, but it involves harassment against male students and job order workers.
37:48 So, there are many cases.
37:50 In fact, there appears to be a pattern of overlooking and concealing sexual harassment for molestation in our university, resulting in offenders evading consequences.
38:10 Below are examples of alleged cases that seemingly concluded favorably for the accused individuals.
38:17 A female student was sexually harassed on the sixth floor of the engineering building by the late Juan, who was accused.
38:25 A female employee was sexually harassed inside the office in a hotel by another officer, by another official of the school.
38:35 A female job order employee was sexually consumed by her former boss and is in fact nursing their offspring in another province.
38:48 A female engineering student was sexually molested inside a motel by another official.
38:54 The accused are also a number of officials, occupying really important key positions.
39:03 The aforementioned sexual harassment cases seemingly favored the offenders due to the strategic handling of the former chairman, the one who was the COD chair.
39:16 For several years ago, the former chairman of COD denied these alleged cases.
39:23 We are prepared to furnish the media outlets with specific names, contact numbers, residential addresses, social media accounts, including cases that have been published.
39:32 In previous years, they have been urged by the CODI to fulfill their responsibilities as public officials,
39:47 considering the potential liabilities they might face by restricting their actions or dismissing the complaint solely due to absence of a sworn complaint.
39:56 It's crucial to acknowledge that this report involves a potential crime and should not be disregarded.
40:02 We checked the contact details of the CTU, the so-called TAC.
40:13 They have four cell phone numbers but due to the call earlier, they are not reachable.
40:21 Subscriber cannot be reached. There's another contact.
40:27 Still, this is the second one.
40:48 This is the third one. There are four numbers.
40:51 They are not reachable. This is their landline number.
41:04 But so far, this is the --
41:27 This is the operator's assistance. This is the direct number of the person who is connected to the presidency, Dr. Pipito.
41:37 This is the only way to find out.
41:41 The allegations against the president and the CTU are not light because the president has not been reached yet to be able to defend himself.
41:58 At the same time, there is no evidence that they can be interviewed in the PAYA deadlines.
42:05 They might as well discuss and address the problem because according to them, this is not just one case of harassment.
42:18 They identified five cases of previous sexual harassment cases that were dismissed because there was no sworn statement filed.
42:31 They are not invited to be interviewed.
42:34 They are not allowed to be interviewed or their numbers will be seen.
42:38 They are not allowed to be interviewed or their numbers will be seen.
42:48 They are not allowed to be interviewed or their numbers will be seen.
42:53 They are not allowed to be interviewed or their numbers will be seen.
42:58 They are not allowed to be interviewed or their numbers will be seen.
43:08 They are not allowed to be interviewed or their numbers will be seen.
43:13 They are not allowed to be interviewed or their numbers will be seen.
43:18 So, their performances to the dancers, it's a time to remember the culture of the Cebuano, the city of Cebuano, how they give thanksgiving to Sen. Santonino.
43:39 Back to the case of Kamaisro, they showed a sworn statement to the CODI, the current incumbent CODI chair, Attorney Joel Marie Medallia.
44:00 They showed a sworn statement to the current incumbent CODI chair, Attorney Joel Marie Medallia.
44:10 At the same time, they mentioned in one case in the Supreme Court in April 2019 that the subject of this resolution is an anonymous complaint.
44:22 The court takes action, takes cognizance from an anonymous complaint, not necessarily a sworn statement from the victims.
44:33 Sometimes, when a case is related to sexual harassment, the victim will tend to just say, "Can I have it? Can I have it?"
44:43 You don't have to pursue the case. It's either they are the victims or you will be the one to be held accountable for the issue.
44:52 But we can see that the violations against the victims are not being held accountable because they were not penalized.
45:02 In this resolution, this was dated May 14, 2002, against Attorney Cresencio P. Ontian Jr., he was the respondent for the alleged sexual harassment of students in Xavier University in Pagayan, Di Oro.
45:21 Add to May 14, 2002, the complaint requested the court to investigate the alleged sexual harassment committed against students of Xavier University.
45:34 The complaint was written in the local dialect made by an individual identifying himself or herself only as a law practitioner.
45:45 Upon revisiting the case, it is apparent that the respondent received a 10-year suspension from teaching in any school.
45:55 In this instance, the court didn't solely adhere to legal aspects but also made morally grounded decisions.
46:03 We do not expect the university's CODI to insist on a sworn complaint as an absolute requisite to allow our complaint to fudge accordingly, especially considering the precedence set by the court's action.
46:17 The appeal of the defendants, as stated in the resolution, is that the Supreme Court should investigate the allegations from an anonymous complaint.
46:30 The defendants did not file a sworn statement or complaint to the school.
46:38 The court did not investigate the allegations. The court did not investigate the allegations.
46:51 If they are going to file a sworn statement, it should not be a complaint because the fact that the complaint was filed is the friend of the victim, not the victim himself.
47:08 The victim should be held accountable for the repercussions of the complaint.
47:16 What if you did not graduate, so goodbye to your future.
47:20 So the repercussions in pursuing the case.
47:23 I hope that it will be better if the court will ask the defendants to contact the CTO, especially Dr. Pipito,
47:36 to see if she is aware of the complaint and what actions she took because if she did not follow her five sexual harassment cases,
47:51 she will not be tolerated.
47:53 I think the CTO needs to take action on these complaints and thoroughly investigate on the matter because the victims are either students or female employees.
48:08 So we will try to contact them. Even if you call the number, the four numbers, the cell phone numbers on their website,
48:19 either cannot be reached or the number is not reachable.
48:27 You can connect your landline to the operator, but you will not be able to reach the operator.
48:33 Maybe possibly because it's 12 o'clock.
48:35 But I called the number before, around 10 o'clock.
48:38 Don't think that they are still on Christmas break.
48:43 They will be back on Monday.
48:45 So hopefully we will pursue this complaint.
48:50 We will not let this be a burden because there are many cases and incidents.
48:58 I think if we follow the headlines, like in Kalimtan, many students and female employees are not okay with this.
49:07 Many victims in the past were just appealing to statistics of victims of sexual harassment by people in the position that they are not like this anymore and yet they violated.
49:24 They should not be tolerated in an education system.
49:28 Okay, so, what else do we have?
49:33 By the way, it has been confirmed, this was answered yesterday, that the young and old were taken to the Abeliana in Cebu City Sports Center.
49:49 At the same time, Governor Gwen Garcia said that instead of January 19, she wanted to take them to the Abeliana and she said that January 14, she wanted to take the young to the Abeliana.
50:12 Instead, Saturday is the day of the Abeliana and Sunday is the day of the city.
50:19 The city is already on January 13.
50:21 Yesterday, as of yesterday, 18 local government units in the province of Cebu indicated that they will participate in the Sinulog in the Abeliana.
50:33 So, this is the weekend before the Sinulog Grand Parade, we're going to have the Sinulog in the Abeliana and the Sinulog in the Abeliana in Cebu City Sports Center.
50:46 We will make sure that every day we'll give you updates on Sinulog, Sinulog schedules, and Sinulog activities.
50:54 We will plan our activities for Sinulog 2024.
51:00 We will meet again tomorrow, January 4, 2024.
51:09 We will discuss the problems of the TIO and we will make sure that we contact the TIO officials to inform them about the activities that they will be doing.
51:22 We will make sure that they receive the email and the actions that they will be taking.
51:29 Okay, and for those who did not make it to this discussion earlier, you can watch the Beyond the Headlines.
