00:00 The vehicle used in Rafi's rental car business is not his real name.
00:06 A customer in Bampanga was able to get a rental car.
00:09 The vehicle was found in a junkyard.
00:11 And the authorities in Cavite were able to find it.
00:14 The vehicle was also replaced with a plate number.
00:16 That's why the vehicle is now impounded.
00:18 A few months have passed.
00:20 Oh no! The vehicle parts are already running out.
00:23 Oh no! Who is the one who stole the SUV?
00:26 A vehicle used by the owner of Abatila was found dead.
00:32 The rental car of a customer of 2022 was finished by a ghost.
00:37 It was already a long time ago.
00:38 That's why the owner asked for help from the Highway Patrol Group.
00:41 But when it comes to the impounding area in Laguna,
00:44 his most important vehicle was already chopped.
00:48 On August 19, 2022, a Chinese national rented Rafi's SUV.
00:55 But suddenly, he was ghosted by his client.
00:59 On September 5, 2022, with the help of a GPS tracker attached to his vehicle,
01:05 he was able to track and find his SUV in a hotel in Paranaque City.
01:10 We noticed that the plate number of the vehicle was replaced.
01:14 And then the scratches or damages of the vehicle,
01:19 including the conduction sticker.
01:21 When Rafi looked at the registration details of the plate number of the vehicle,
01:26 he found out that it was a different vehicle.
01:28 What is happening here?
01:31 We called HPG for assistance.
01:34 If the Innova is on the way, we will ask them to follow it.
01:38 Until September 6, 2022,
01:40 the driver of Rafi's vehicle in Bacor, Cavite was covered by the authorities.
01:45 He is not a Chinese national but a Filipino.
01:48 When the vehicle was submerged, he found guns, grenades,
01:53 different plate numbers, including the real plate number of Rafi's SUV.
01:57 He was looking for his vehicle, he rented it.
02:00 When it was recovered, we had to file a violation of anti-carnapping,
02:06 the possessor or the owner of the vehicle,
02:09 and then the illegal possession of firearms that was recovered in the vehicle.
02:14 This was turned over to the Highway Patrol Group of HPG in Camp Krame to investigate.
02:20 Nothing was changed or there were no changes in the vehicle while we were still in Krame.
02:28 The information that we gave to the prosecutor, to the fiscal,
02:33 included the vehicle and the guns that were recovered as evidence.
02:39 In the decision of the Regional Trial Court Branch 113 of Bacor City in Cavite,
02:44 on March 2, 2023,
02:46 it was stated that the SUV was not turned over to the court as evidence.
02:50 So the court cannot release the alleged vehicle.
02:54 But the vehicle of Rafi, which was kept under the custody of the HPG impounding area in Camp Krame,
02:59 Every other month, we went to Krame to ask for the vehicle to be released.
03:07 Until April 19, 2023, with the help of the GPS,
03:11 which was still attached to Rafi's vehicle,
03:14 he knew that he was going to turn it over to the impounding area of the PNP in San Pedro, Laguna.
03:18 But when they went to the vehicle on October 23,
03:22 the other parts of the SUV were gone.
03:25 It was not moving anymore.
03:27 Rafi's car in the rental car business was found in Cavite,
03:32 but inside it, the guns, grenades, and plates were found.
03:36 Because of this, it was turned over to the HPG Highway Patrol Group.
03:41 With the help of the GPS attached to Rafi's SUV,
03:44 he knew that he was going to turn it over to the impounding area of the PNP in San Pedro, Laguna.
03:50 We saw that his vehicle was owned by someone in his video.
03:54 If you can see, the part under the hood of his car was missing.
04:00 Aside from this, there were no more tires and mugs.
04:04 Even the inside of his vehicle was missing.
04:09 The front seat was missing.
04:11 "Oh, this can't be used anymore. Who did this to your car, Rafi?"
04:17 With the receipt, Rafi filed a complaint to the PNP Integrity Monitoring and Enforcement Group of PNP-IMEG on January 8, 2024.
04:28 Our plan is to replace our vehicle with a similar model.
04:34 We can accompany them to complete the file of the case that they need.
04:40 Rafi was accompanied by PNP-IMEG in the arrest of the PNP Highway Patrol Group of HPG.
04:46 The HPG admitted that a former investigator, Police Corporal Michael Samson, was in custody of the vehicle.
04:56 But Corporal Samson was assigned to another office of HPG.
05:01 We will set up a meeting to discuss this.
05:03 We are not running this case in the office of the PNP-IMEG.
05:07 He admitted that he was in custody.
05:10 Together with several PNP-HPG officers, the receipt was sent to the impounding area of PNP in San Pedro, Laguna for 4 months
05:20 from the last visit of Rafi to his vehicle.
05:24 Rafi's vehicle was found in the basement.
05:27 The damage is severe.
05:30 We did not expect this to happen to our vehicle.
05:34 Because we were forced to remove the vehicle.
05:38 This is our fuse box.
05:40 Then, the injectors are gone.
05:45 The seats are gone.
05:47 And the computer box.
05:49 The vehicle still contained the license plate used when they found the vehicle in Paranaque City.
05:54 The one attached to the Innova.
05:57 But that is not the original license plate.
05:59 I replaced the license plate.
06:01 January 10, 2024, the complainant, Rafi, and the investigator of HPG, Police Corporal Michael Samson, were found.
06:13 The HPG did not confront us, the investigator.
06:16 He is in Region 3.
06:19 We have an ongoing investigation for him.
06:22 It was agreed that within 3 months, the HPG must be repaired and replaced.
06:30 When it was impounded, it was a cargo of the office.
06:34 So we take full responsibility and accountability.
06:38 We are willing to wait for 3 months.
06:42 We will return the vehicle to the owner according to the status of the vehicle when it was brought to us.
06:47 If ever, within 3 months, the HPG was not impounded.
06:53 We will not wait for 3 months.
06:55 3 months is too long.
06:57 Can they file a case against the investigator?
07:01 They have the right.
07:03 And if the HPG has a guilty verdict for the chop-chop of Rafi's vehicle.
07:09 Can we file a complaint against IAS for grievous conduct and conduct of becoming a police officer?
07:17 I hope they will be able to fulfill their promise.
07:20 Thank you very much for the receipt.
07:22 If not because of you, we will lose hope.
07:29 In incidents like this, where the authorities are in custody of a vehicle, it is clear that their responsibility lies with them.
07:37 And if there is an accident like what happened to Rafi, there should be an answer.
