30:04 Good morning.
30:06 Good morning to you. How many people are listening?
30:10 Hello?
30:11 Sir, can you hear me?
30:13 Hello?
30:14 Yes, sir, can you hear me?
30:16 Attorney?
30:17 Hello?
30:18 Okay, attorney, let's fix our communication line. Can you hear me?
30:23 It seems like we're having a problem, partner, with our communication line.
30:28 But this conversation is really important.
30:30 We've heard so many complaints, including the delivery of their booklets when they go to the boutiques.
30:43 It's not consistent sometimes.
30:45 Some establishments accept it, some don't.
30:48 And sometimes, the senior citizens can't leave their homes.
30:53 Yes, they have orders.
30:54 Yes, and there's a letter.
30:56 Some accept the letter, some don't.
30:58 But you know, those senior citizen cards are also abused.
31:01 That's right.
31:02 Because some of them are even exaggerating.
31:05 Even though they're not 60 yet, they already have a card.
31:10 That's also the case with PWD, right?
31:12 Yes, that's also the case with PWD.
31:13 And sometimes, there's discrimination when you have a PWD card.
31:20 Because it's based on what it looks like.
31:22 And those who are implementing it don't understand that it's not just a physical appearance.
31:29 There's a psychological aspect that's not visible.
31:31 Okay, so let's go back and talk about the issues of senior citizens.
31:38 And we'll talk about this with the National Commission of Senior Citizens' Chief Executive, Attorney Franklin Quijano.
31:46 Good morning again and welcome to Balitang Halim.
31:48 Good morning. The sound is really weak.
31:53 We'll just make it louder.
31:55 All right, sir, can you hear us loud and clear?
31:58 Very faint, but I'll try to…
32:01 Okay, I will try to speak louder, sir.
32:04 Okay, please.
32:05 Are you receiving a lot of complaints about the so-called false accounts or discount accounts?
32:14 Or you're not receiving any promo discounts for senior citizens?
32:18 We have not yet sorted out since these are just new.
32:25 But as far as we're concerned, for the past life that we have been experiencing,
32:31 more than 5,000 complaints are reaching the National Commission of Senior Citizens.
32:37 And this includes non-enforcement of discounts, those that are not being used in public utilities, and so on.
32:48 Okay. This is a very sensitive issue, especially for seniors.
32:52 They should be given a light life, not a hard one.
32:56 So what is the effort that you are making to ensure that these complaints are being fulfilled?
33:06 Yes.
33:07 There is a redress mechanism.
33:10 Where you will go and what you will do.
33:14 But what we are doing, even as the redress starts from the OSCA, in the case of the NCSC and PTAO,
33:22 in the case of the PWD, we are encouraging everyone to furnish us copies because
33:31 if we receive a copy of the complaint, we will still throw it to the responsible people on the ground.
33:42 So we are encouraging everyone, especially to the discounts, to the rights of seniors.
33:51 We are also saying that no senior should be offended.
33:55 So the human rights of the seniors must have to be protected.
33:59 All of these complaints can be brought to the municipality or OSCA or fiscal office.
34:09 But please furnish us copies so we can track, monitor and even we can help in the enforcement.
34:15 Attorney, to be clear, how much discount is the law really giving to senior citizens?
34:21 Rafi, it depends on the purchase, like say 20 percent for this item.
34:29 But if this item is vatable, meaning there is a vat that is paid ordinarily by a store for this item, even the vat is exempt.
34:43 So 12 percent is removed and then 20 percent is removed.
34:49 This is a misnomer, 20 plus 12.
34:53 Because in Grade 1, 20 plus 12 equals 32.
34:58 In this system, we are seniors, we remove 12 and then 20, so the result is 28.67.
35:07 Okay. So maybe there is confusion in the account.
35:13 Maybe that's why some are complaining to the senior citizens.
35:16 There are also establishments that do not understand this computation.
35:22 Actually Rafi, this is actually widely informed.
35:28 I hope so.
35:29 There is a BIR regulation. But just the same, we painstakingly inform everybody wherever I go, where I go, I include this.
35:43 There are seniors who have mistaken belief that they will ask for 32.
35:50 So I remind them not to ask for 32 and we will just fight for 28.67.
35:59 Okay.
36:00 There's really a confusion.
36:01 Okay. Well, this issue should be clearly and disseminated to all concerned so there will be no confusion.
36:10 Thank you very much.
36:12 But Rafi, before I forget, this is a challenge of enforcement, not only for the NCSC and seniors, but also for the PWD and NCDA.
36:26 Just recently, we had a meeting with NCDA and we are forming a front, a unity that we are calling attention of all offices in the cloud in enforcement.
36:44 This is not only the work of NCSC, Rafi and Connie. This is also the work of NCDA, DTI, DILG, DTIR.
36:58 All stakeholders.
37:00 Yes. All. That's why we want to create a platform.
37:04 Okay.
37:05 We are calling it a joint enforcement platform so we can use this platform. Each time there's a complaint, we will make a report.
37:16 Okay.
37:17 If there's an agency involved, for example in a hotel, if you have a complaint that you need to give 20 plus 12.
37:26 We will wait for the progress of that front and we will report it. Thank you very much.
37:31 Yes. Happy New Year, Rafi and Connie.
37:34 Happy New Year, sir.
37:35 The National Commission of Senior Citizens Chief Executive Attorney, Franklin Quijano.
37:40 Police Major Allan de Castro, the main suspect in the disappearance of the beauty pageant contestant, Catherine Camilon, was arrested.
37:48 The following was the investigation of the Regional Internal Affairs Service, 4A.
37:52 According to the Police Regional Office, Calabarzon, they were involved in a biased and impartial investigation of the allegations against their identity, rank or position.
38:01 They will not allow the image of the police to be damaged in such incidents.
38:06 Camilon was supposed to meet de Castro the day he went missing.
38:11 De Castro has already denied the allegations against him.
38:14 It's money. It became a stone.
38:26 Why? The amount of money they saved was 1,000 pesos in the pocket of a husband in the summer.
38:33 Oh my!
38:34 Maria Luana Lopez told us that they started to use the pocket money they made in PDC pipe last year.
38:41 But when they opened their pocket money, they were in a big panic and their savings were in the dust.
38:48 In their 34,000 pesos, the bank changed it to 19,000.
38:54 2,000 was not saved.
38:56 The remaining 13,000 was still being checked if it can be exchanged to Ayang.
39:01 The Central Bank of the Philippines reminded us that it's good if the money is deposited in the bank.
39:07 The money can also be deposited in e-wallets and other financial institutions.
39:12 If you still want to hide money, make sure that the place you are going to hide it is dry.
39:17 Avoid hiding it in places where insects can quickly get to.
39:21 If the money was stolen, burned or stolen, it can still be exchanged.
39:26 But it should be 60% intact.
39:29 The BSP Governor or President still has a signature and the security thread can still be seen.
39:35 That's because it's only in the nearest branch of the BSP or authorized banks.
39:46 The remaining 2,000 pesos was not taken seriously.
39:49 It was already destroyed.
39:51 I hope they can still use it.
39:55 It's really disappointing that it can't be exchanged.
39:58 I hope the 13,000 pesos can be exchanged.
40:00 Yes, it can be checked and returned.
40:02 Correct.
40:03 Netizens, where can we save more?
40:06 In the Alcantara or in the bank?
40:08 For those who have money in the bank,
40:12 if it's big, you can still invest to save.
40:16 That's right.
40:17 The choice of Earl Lechadores is also in the bank because it's safe and secure.
40:22 That's right.
40:23 If Eduardo Tan Jr. is the one who will ask,
40:25 he said that Alcantara is better because it's easy to hide it in emergencies.
40:30 Yes, there's no holiday.
40:32 What's said is that Nonna Herminia Diasante said that it can be both.
40:38 Yes, in the bank, if the money is big,
40:41 and in the Alcantara, if it's small.
40:44 That's right.
40:45 It can be.
40:46 In the Alcantara, originally, it's the barriers.
40:48 Yes, the barriers.
40:49 The barriers are still big.
40:51 Meanwhile…
40:53 This is it.
41:03 One of the memorable moments for many women.
41:06 It's our 18th birthday.
41:08 Deboo!
41:09 Yes, it's a trend for this age.
41:12 Of course.
41:13 In Sarayaya, a debutante became a trend because of the gift she received.
41:18 But this is it.
41:20 Not your ordinary debutante, Antoniette Cossico.
41:26 Instead of the traditional 18 candles, 18 roses, or 18 gifts,
41:31 she received 18 gifts for her birthday.
41:35 She even wore a ribbon and a turtleneck dress as a motif for the party.
41:38 So cute!
41:39 She also had sarisaring feeds.
41:41 Antoniette's story is complete.
41:43 She was inspired by the figure business of her family.
41:47 That's right.
41:48 She promised that if the children grow up, she will give them gifts.
41:53 So, it's really trending.
41:56 Right?
41:58 This is the news for this weekend.
42:00 We will share a bigger mission.
42:01 I am Connie Sison.
42:02 I am Traffi Tima.
42:03 I am Aubrey Caranter.
