00:22 According to the co-op's leader, Artemio Biluan Jr.,

00:27 because of the unregistered and deconsolidated jeeps.
00:32 They also pay for a month's amortization on the bank.
00:35 Even though they are able to afford it,
00:37 it is still difficult because of the high expenses.
00:40 Their group is ready to enter other routes
00:43 that will be taken by the unconsolidated jeepneys.
00:46 The Land Transportation Franchising and Regulatory Board
00:51 said that they will give special permits to the co-ops.

01:02 they will again have to pay for the purchase of 15 more units

01:08 The Land Bank admitted that
01:10 their low income is one of the reasons
01:12 why the co-ops are having a hard time paying.

01:18 the Land Bank has already lend more than P8 billion
01:21 to more than 100 co-ops and corporations.
01:25 This is equivalent to more than 3,700 modern jeepney units.
01:30 The bank also prepared P20 billion
01:33 because they expect more loans.
01:37 But the Land Bank said that
01:38 the co-ops are also facing challenges.
01:43 They say that the co-ops are often short of documents
01:46 like the Local Public Transport Route Plan or LPTRP
01:50 from the local government.
01:52 LPTRP is very important
01:55 because through it, we will know
01:58 how many units the co-ops will allow in a route.
02:02 The LPTRP also says that
02:04 how much the bank will lend
02:08 based on the number of passengers in a route.
02:11 For now, the Land Bank is accepting
02:13 alternative certificates from the LTFRB
02:16 while there is no LPTRP yet.
02:19 Within six years,
02:21 only five groups have not been paid in three days.
02:25 The interest rate of 6% per year
02:28 in loans that can be paid within seven years is low.

02:34 that a minimum of P415 per passenger in a modern jeep
