00:12 The Commission on Elections has already launched various suggestions that may have an effect on the 2025 national and local elections.
00:23 The People's Initiative for CHACHA is now moving. In an interview with COMELEC Chairman George Erwin Garcia,
00:30 he said that even if they accept the papers with signatures for the initiative, it does not mean that the P.I. will be removed.
00:39 He said that they may still have time to make a plebiscite this year and postpone it until 2026.
00:48 We cannot make a plebiscite for 2025 because January is crucial. January to April is crucial for COMELEC because we will print ballots,
01:04 we will cleanse the list of voters, we will have voter's education. On November and December, we cannot do the plebiscite.
01:13 Garcia also clarified that even if they do not have long verification, it is possible that their signature will be removed.
01:20 The process is still in progress to see if the signatures collected in each district are 3 percent and if 12 percent is enough for the entire country.
01:31 It's a period to make the determination. It means that the determination can happen in a year. We are not tied to the guidelines.
01:42 Determination of what? Whether it is sufficient in form and substance or whether the 12 percent or 3 percent is collected. It's in our unit.
01:50 The determination by COMELEC can take some time, but the conduct of the election should proceed as is because it is the mandate of the Constitution.
02:01 The group of People's Initiative for Reform, Modernization and Action or PIRMA said that it is behind the distribution of PIRMAs throughout the country.
02:09 As of now, more than two million PIRMAs have been distributed throughout the Philippines.
02:14 It is already 30 percent from the request of the law of 12 percent. According to the group, it will take two to three months before they finish the distribution of PIRMAs.
02:26 A lot of people were collected. So probably in two to three months, they will finish. So with regards to the filing, we will file it as soon as we have reached the threshold.
02:37 The group admitted that they approached congressmen for the places they will go to in each district.
02:43 Aside from this, they did not ask for any help from lawmakers.
02:47 Before the public signed, they clarified that it is stated in the paper why they are filing it.
02:54 It is to unify the vote of the Senate and the House of Representatives in the amendment of the Constitution.
03:00 It is fully transparent, fully understood by the people what they are signing because it is stated in the signature form what they are filing.
03:10 Louisa Erispe for the Morning Show of the Philippines.
