00:00 President Bombo Marcos answered one by one
00:03 some hot issues,
00:04 including the issue of the proposed amendment to the Constitution.
00:08 The President also commented on the agreement of Vice President Sara Duterte
00:12 that she will run in the next election.
00:14 That's what we have witnessed.
00:16 In Barasoin Church, where the first Philippine Constitution was prepared,
00:25 125 years have passed.
00:29 President Bombo Marcos also fulfilled my wish.
00:32 In a rare opportunity,
00:34 I was given access to the President's activity.
00:38 Hello, is it okay sir? I'll be sitting beside you.
00:41 Thank you, sir.
00:43 It's very loud.
00:44 Thanks for letting us fly with you, sir.
00:47 Wow, there are so many different people.
00:49 In my exclusive one-on-one interview with the President,
00:52 I asked him about the proposed amendments to the Constitution.
00:57 The 1987 Constitution was not written for a globalized world.
01:02 And that is where we are now.
01:05 So we have to adjust.
01:08 So that we can increase the economic activity in the Philippines,
01:12 we can attract more foreign investors.
01:14 The President believes that the establishment of foreign countries
01:17 will help the economy.
01:19 But for now,
01:21 the foreign ownership of 40% of public utilities
01:24 is still under the control of the government,
01:26 like electricity, water, and public utility vehicles.
01:30 There are also 100% that cannot be owned by foreigners,
01:35 like land.
01:36 I'm sure we will hear from the others.
01:42 But those who have resided in an area over many years,
01:47 the rich foreigners will come in.
01:50 They will pay big money to buy that land.
01:54 The value of the land will go up.
01:57 And the old residents cannot pay for the real estate tax
02:03 because the price is already gone from their market.
02:05 So we will remove those.
02:07 I don't think I agree with that.
02:09 So you're not in favor of foreign ownership of land?
02:12 Not land.
02:13 But sir, when it comes to corporations?
02:15 Why can we talk about corporations
02:17 except for the critical areas
02:21 such as power generation, media,
02:28 all the strategic areas
02:31 that we cannot allow to be influenced by a foreign entity,
02:39 be it a corporation or another country.
02:42 That's what we have to decide, where we draw the line.
02:50 And how much?
02:52 I also asked the President,
02:53 will the amendment to the Constitution
02:56 only end with the economic provision?
02:58 The President said that he is not closed
03:00 in the amendment of political provisions,
03:03 but not for now.
03:04 Let's be practical.
03:06 In terms of the term limits, look what has happened.
03:09 When I'm the mayor for nine years,
03:13 I can't run anymore.
03:15 So I'll make my wife run, I'll make my son run.
03:18 I will be the Vice Mayor.
03:20 So nothing has changed.
03:22 They're still running the show.
03:24 We have a term in Ilocos, we call them Mayor-Vice.
03:29 Because they're the Vice Mayor,
03:31 but they're running the administration of the town.
03:35 So that's something, we have to think about that.
03:37 But I think in the present day,
03:41 we can have these discussions later on.
03:43 But for the present day,
03:45 my concern is the economic provisions.
03:49 And I do not want to confuse the issue any longer.
03:51 But Sir, in your example earlier,
03:54 term limit extension can be a good thing for the town?
03:58 Could be.
04:00 I don't know.
04:05 What are we trying to achieve, first of all?
04:09 If you look at other countries,
04:10 for example, again, the United States,
04:13 which our political system is styled after.
04:16 In the United States, there are different states.
04:18 Some states have term limits, other states do not have.
04:21 So I don't know how that will translate
04:24 to our own experience.
04:26 So let me just continue talking about it
04:29 and see what really is the best thing that we can do.
04:32 But I do not want to jeopardize
04:38 the success of the amendments to the economic provisions
04:43 by putting in other issues.
04:45 Let's keep the issue clear.
04:46 In my view, that's the way to do it.
04:48 We also talked with President Marcos
04:50 about the announced plan of Vice President Sara Duterte
04:54 for her running mate in the 2022 election.
04:56 I think she's also testing the waters
04:58 to see what the reaction will be.
05:01 That's the only thing I can say.
05:02 I haven't talked to her about it.
05:04 But again, no, it doesn't...
05:08 Did you hear what Inday Sara announced?
05:13 Yes. Okay, that's it.
05:15 There's nothing there. What do you think she'll do?
05:18 Okay, that's it. Stop it.
05:19 We'll talk about that later.
05:23 President Marcos also visited
05:25 the Lung Center of the Philippines
05:27 for the implementation of the Lung Transplant Program.
05:29 Thank you, Mr. President.
05:32 The hospital was built by his father,
05:35 President Ferdinand Marcos Sr.
05:39 It was also the time of his father
05:40 when the Philippines agreed to the One China Policy
05:44 that only one government can rule China
05:47 and Taiwan is its only province.
05:50 When did China become weak
05:52 in welcoming President Marcos
05:53 to Taiwan President-elect Lai Ching-te
05:56 for his victory in the election?
05:58 China said that it is against the One China Policy
06:01 and that the Philippines should not play with fire.
06:04 At the first opportunity,
06:07 President Marcos answered.
06:09 But just recently, China has made some remarks
06:14 that they were surprised
06:17 and they were dismayed
06:18 by your welcome to the Taiwanese President-elect.
06:23 Did this catch you by surprise?
06:25 I mean, it came from you.
06:27 It was a personal tweet that you personally posted.
06:29 It did.
06:31 I was very simple.
06:33 When I became president, I was welcomed.
06:36 So what do you do?
06:38 It's just common courtesy
06:39 that you do the same for them.
06:41 That's really where it came from.
06:43 The One China Policy remains in place.
06:46 We have adhered to the One China Policy
06:48 strictly and conscientiously
06:51 since we adopted the One China Policy.
06:55 And that has not changed.
06:56 That will not change.
06:57 We are not endorsing Taiwanese independence.
07:05 Taiwan is a province of China.
07:07 But the manner in which they will be brought together again
07:14 is an internal matter.
07:16 We are just pursuing peace
07:19 and not chaos.
07:21 While we were in the presidential chopper,
07:24 we talked about the traffic.
07:26 This weekend, at the Coldplay concert,
07:29 Chris Martin himself was the vocalist.
07:31 He noted the heavy traffic
07:34 that their fans had to go through
07:36 to get to the venue.
07:38 The President's solution to the traffic problem
07:41 is a good and effective public transport system.
07:44 This includes the addition of ferry stations
07:47 along the Pasig River
07:48 that will be under rehabilitation
07:50 but will displace the thousands of residents
07:54 living on the riverbank.
07:55 There is a plan already
07:57 that once we are identified along the Pasig River,
07:59 once we identify the so-called transition areas,
08:05 we will build temporary lodgings
08:10 for those who are now squatters.
08:15 They will be placed there
08:16 while their housing is being built.
08:19 In the end, the plan is for them to all have housing.
08:22 At some point, Health Secretary Ted Herbosa joined the meeting
08:25 to discuss the increase in contributions
08:28 of members of PhilHealth.
08:30 Sir, is the study ongoing?
08:32 Should we increase the contributions?
08:35 It's all cost-benefit.
08:38 It's really all cost-benefit.
08:39 If we increase, for example,
08:41 what we're discussing now,
08:42 the increase of contribution of PhilHealth
08:44 from 4% to 5%,
08:46 I'm looking at it and I say,
08:48 "If you're going to increase it,
08:50 just show the other side of that.
08:52 What will be the increase in services?
08:54 What will you be able to cover?
08:56 What more will you be able to cover?"
08:59 But sir, you're not leaning
09:01 towards any particular decision yet
09:04 in regards to increasing the contribution?
09:08 Because it's very hard to quantify.
09:13 It's very hard to quantify health.
09:16 You know, how much is it worth to you?
09:19 It's worth different things to different people.
09:22 Sir, thank you so much.
09:23 Thank you for taking time out
09:25 to be with us and talk to us, sir.
09:28 Thank you for the chance to talk to you
09:31 and to your audience.
