00:00 Good evening, viewers of Visayas at Mingdana.
00:04 This is not just fake news, but deep fake.
00:09 Videos like these are just like the voices and looks of personalities
00:14 that could be the target in the 2025 elections, according to the DICT.
00:20 That's why the government called for a law to regulate the artificial intelligence
00:26 that is used to create these.
00:28 Cyber attacks on government websites are a separate problem
00:33 that are being watched by hackers who were traced in China.
00:36 And that's what Ivan Mayrina and Jonathan Anda are targeting.
00:40 A video like this, which is just like the voices of famous personalities
00:52 using AI or artificial intelligence,
00:54 could be used as fake news in the upcoming 2025 elections.
01:00 This is what the Department of Information and Communications Technology or DICT
01:04 is looking for in the lawmakers today.
01:07 And if the viewers don't watch this, they might believe it.
01:19 Because they can mimic actual personalities.
01:23 For example, I will mention Ms. Susan Enriquez.
01:26 She used her video and audio recording to make it look like she is endorsing a particular product,
01:39 where in fact, she did not.
01:41 That's why some experts who were in front of the camera said that a law is needed for this.
01:46 We don't have a law against deepfakes.
01:49 The elections are coming up, we should make a law about this
01:52 to ban or regulate the use of AI.
01:56 Aside from deepfakes, DICT also gave a message to the camera
02:00 about the cyber attack on their government website.
02:03 According to DICT, hackers in China are doing it.
02:07 The website of those who are watching the Philippine Coast Guard and National Coast Watch System
02:12 was also targeted by hackers.
02:15 The private website of President Bongbong Marcos was also targeted.
02:19 But DICT said that they have no evidence that the government of China has a basis for this attack.
02:44 The website of the House of Representatives is receiving millions of cyber attacks every day.
02:49 The server is far from the website.
02:52 In the Senate, hackers in China are also investigating this cyber attack.
02:57 Enough with the nonsense.
02:59 China is the bigger problem.
03:02 While we are wasting time to talk about the charter change,
03:07 China is not stopping from entering our country.
03:13 In the middle of this, cyber crimes or crimes using the internet were also increasing
03:19 based on the PNP's message to President Marcos.
03:22 That's why the President himself is being watched.
03:41 Back then, most of the crimes were theft or robbery.
03:44 Now, it has been replaced by robbery, but it is internet-based or what is called online swindling or estafa.
03:51 Identity theft or pretending to be someone online,
03:56 ATM or credit card fraud, and blackmailing online are also included in the top 10 cyber crimes.
04:01 To fight against these, the Cyber Crime Training Institute will be established for the police
04:05 and Cyber Security Center to respond to PNP's threats of hacking.
04:10 The Information and Communications Technology Department will also continue to send information to government agencies
04:15 to strengthen their defense against hackers.
04:18 When will the hacking of some government agencies be followed?
04:21 The DICT's briefing is suitable for the President.
04:24 For GMA Integrated News, Ivan Meirin and I am Jonathan Andal.
04:29 We have been tuned in 24 hours.
