00:00 The Secretary of Homeland Security has blatantly ignored the laws of the United States he is
00:06 charged to faithfully execute.
00:09 He has done so with reckless abandon.
00:12 He has done so in a way that has led directly to the death of American citizens, to the
00:18 death of the very migrants that the Secretary suggests they want to try to help.
00:25 A thousand migrants along the southwest border last year dead, 53 migrants in a tractor trailer
00:30 in San Antonio last year in the district where I represent.
00:34 Seventy-five thousand Americans dead from fentanyl poisonings last year.
00:38 These numbers are off the charts at levels we've never seen before and they are the direct
00:42 result of the policies enacted by the Biden administration, but very specifically by the
00:48 Secretary of Homeland Security.
00:51 Mr. Speaker, impeachment is one of the most solemn, serious, somber things that we can
00:57 do in this body.
00:58 It's not something that ought to get thrown around lightly or invoked when you disagree
01:02 with someone or you don't like their policies or you think they're doing a bad job.
01:09 It's something that should happen after a grave constitutional offense has been committed,
01:14 a crime against the republic.
01:17 The founders in Article 1 reserve it only for treason, bribery, or other high crimes
01:23 and misdemeanors.
01:25 And so today, I'm very confused because our Republican colleagues have presented zero
01:32 evidence for impeachment.
01:35 This could be the first time in American history an impeachment will go to the floor of the
01:39 United States House of Representatives with no evidence, no proof, no elements of a crime,
01:45 nothing at all.

01:50 On this vote, the yeas are 214 and the nays are 216.
01:56 The resolution is not adopted.
