00:00 So long as the House keep piling up the pressure to open the Constitution for amendments to its outdated and restricted provisions
00:07 that keep the country from full and unfettered development.
00:10 A representative from Iloilo and former health secretary has added one more caveat to keeping the charter unchanged.
00:18 A stagnant healthcare industry.
00:20 PDV correspondent Melales Morris tells us more.
00:25 Amid the issues on charter change, House Appropriations Committee Vice Chair Chodorico Jarezco Jr., who's also an economist,
00:32 said amending the economic provisions of the Constitution will usher in a new era of growth and prosperity for the Philippines,
00:39 propelling it to upper middle income status by 2025 in line with the vision of the Marquez administration.
00:46 Jarezco said economic transformation for the Philippines requires public servants and fiscalizers
00:52 to maximize opportunities for job creation, innovation, and international cooperation,
00:57 and economic cha-cha can be of big help to achieve this.
01:00 Other congressmen also echoed this while also responding to the statement of a legal luminary
01:06 who argued against the necessity of charter change, pointing out that foreign investors themselves
01:11 have expressed difficulty in investing due to the restrictive provisions of our Constitution.
01:17 They would know the challenges that they face before investing in our country.
01:22 And you know, of course, we respect former Justice Carpio.
01:27 He's a man of great experience.
01:29 But between theory and practicality, you know, and real talk,
01:35 you know what we're talking about, let's listen to the investors.
01:38 And I think it doesn't take much to be observant, you know,
01:43 and compare our situation and that of other countries.
01:47 The laws passed by the Congress are not enough to encourage our foreign investors to do business in our country.
01:56 That's what should be clear to our Filipino fellowmen,
02:01 that we have to amend the restrictive economic provision.
02:05 It is now the best time to amend our fundamental law of the land.
02:09 But did you know that apart from economic gains, amending the economic provisions of the Constitution
02:15 can also have a positive impact on the health sector?
02:18 Yes, you heard it right.
02:20 According to House Deputy Majority Leader Janet Garin, who's also a doctor,
02:24 many research institutes and pharmaceutical companies are unable to set up shop and do business in the country
02:30 due to a host of restrictions.
02:32 And once these are addressed, it will certainly result to cheaper medicines and supplies in the country
02:38 and open up other opportunities.
02:40 How can you invite big research facilities to come here?
02:45 If they need to find a lot of land and they can be threatened every now and then.
02:51 And mind you, what is the impact on the people?
02:54 Our great doctors, our scientists,
02:58 and many research facilities and pharmaceuticals outside the Philippines,
03:05 where most of their employees and scientists and medical professionals are Filipinos.
03:13 With all these benefits shorter change can give,
03:16 the House of Representatives continues its call to the Senate to pass the resolution of both Houses No. 6,
03:22 which can give way to CHA-CHA.
03:24 They also fear to deny the accusation being thrown against them regarding the Ayuda Para sa Kaposangkita program or ACAP.
03:31 If you do not agree with the bicameral report that was passed by the Senate,
03:37 then I hope you will not sign it.
03:40 Let's not put Malaysia as a program that can benefit millions of Filipinos.
03:49 Melalee Moras from the National TV Network for a new and better Republic.
